AN ACT TO PROVIDE SUBSIDIZED POST-EDUCATION FOR TEACHERS IN THE


PHILIPPINES FOR THEIR PROFESSIONAL DEVELOPMENT

SECTION 1. Short Title. This Act shall be known as the "Teacher Professional
Development Subsidy Act."

SECTION 2. Declaration of Policy

The Philippine Congress recognizes the vital role of teachers in the nation's
development and the continuous need for improving the quality of education in the
Philippines. In line with this, the government acknowledges the importance of
supporting and empowering teachers through subsidized post-education opportunities
for their professional development.

SECTION 3. Objectives

The objectives of this Act are as follows:

1. To provide financial assistance to qualified teachers for post-education courses


and training programs.
2. To improve the quality of education in the Philippines by enhancing the skills and
knowledge of educators.
3. To promote the professional development and career growth of teachers.

SECTION 4. Definitions

For the purpose of this Act, the following terms are defined as follows:
1. "Teacher" refers to any person duly employed by an educational institution in the
Philippines, holding the necessary qualifications, and directly involved in teaching
or related educational activities.

SECTION 5. Subsidized Post-Education Program

(a) The Department of Education (DepEd) shall establish a subsidized post-education


program for teachers, including but not limited to:

1. Master's degree programs related to education.


2. Specialized training and workshops.
3. Professional development seminars and conferences.

(b) Teachers shall be eligible for participation in the program subject to specific
guidelines and criteria determined by DepEd and CHED.

(c) Financial support shall be provided in the form of scholarships, grants, or low-
interest loans, based on the needs and qualifications of the teachers.

SECTION 6. Funding

(a) The funding for the subsidized post-education program shall be sourced from the
national budget, and such funds shall be allocated annually for this purpose.

(b) The DepEd shall be responsible for the allocation and disbursement of funds in
accordance with the guidelines set forth in this Act.

SECTION 7. Reporting and Evaluation

(a) The DepEd shall regularly evaluate the program's effectiveness and impact on
teacher professional development and student outcomes.

(b) The results of the evaluations shall be reported to Congress and made available to
the public to ensure transparency and accountability.

SECTION 8. Implementing Rules and Regulations

The DepEd shall promulgate the necessary rules and regulations to implement this Act.

SECTION 9. Effectivity

This Act shall take effect fifteen (15) days after its publication in a newspaper of general
circulation.
