5. Custom Duty & GST Exemption: NIB will provide necessary certificate as NIB is registered with DSIR
for the purpose of availing Custom Duty exemption in terms of Government Notification No.51/96-
Customs dated 23rd July, 1996, Notfn. No. 28/2003 – Customs dt. 01.03.2003, Notfn. No. 43/2017-
Customs dt. 30.06.2017 & Notfn. No. 47/2017 – Integrated Tax (Rate) dt. 14.11.2017, Notfn. No.
10/2018-Integrated Tax (Rate) dt. 25.01.2018 and Notfn. No. 45/2017- Central Tax (Rate) dt. 14.11.2017,
Notfn. No. 45/2017-Union Territory Tax (Rate) dt. 14.11.2017 & Notfn. No. 9/2018-Central Tax (Rate) dt.
25.01.2018, Notfn. No. 9/2018-Union Territory Tax (Rate) dt. 25.01.2018, as amended from time to time.
To avail the exemption, NIB shall be providing the above certificate along with the supply order. Subject
to above, indicate applicable Duty.
6. भु गतान:- वस्तुओूं के अच्छी ल्लथथनत में प्राप्त होने की तारीि से 30 नदनोूं के भीतर 100% भुगतान।
Payment:-100% payment within 30 days from the date of receipt of items in good condition.
7. विलीिरी: इस संस्थान से सच
ू ना के 10 दिन के भीतर आवश्यक आधार पर
Delivery: On as and when required basis within 10 days from intimation from this Institute.
8. ननदे शक, एनआईबी को नकसी भी समय आदे श रद्द करने का अनधकार प्राप्त ह़ै।
Director, NIB has right to cancel order at anytime.
9. विलीिरी में दे री होने पर छूट: - सभी या नकसी भी ऐसी वस्तु (वस्तुओ)ूं या सामान की नडलीवरी में दे री की ल्लथथनत में सूंनवदा
मूल्य पर िरीददार को नडलीवर नकए गए सामान/वस्तुओूं के मूल्य में प्र्‍येक सप्ताह 0.5% ( शून्य प्वाइूं ट पाूं च प्रनतशत) की
समान रानश में छूट या कमी करने का हकदार होगा जो सापेनित वस्तुओूं के नलए नबना छूट/घटाए न गए सूंनवदा मूल्य का
अनधकतम 10% (दस प्रनतशत) होगी, और/या जोल्लिम िरीद आपके जोल्लिम और िचों पर प्रभानवत होगी।
Delay Delivery Discount:- Delay delivery of all or any such item(s) or goods in which event the purchase
shall be entitled to a discount on or reduction of the contract price in sum equivalent of 0.5% (Zero point
five percent of value of goods/items delivered late for each week or part of a week of delay, subject to
maximum of 10% (ten percent) of undiscounted/ unreduced contract price for the relative good items/ and
/ or risk purchase will be affected at your risk and expenses.
10. टर ांवजट बीमा: - साइट पर माल की नडलीवरी के नलए, आपूनतिकताि द्वारा हड़ताल सनहत "सभी जोल्लिमोूं" के आधार पर "गोदाम
से गोदाम" (अूंनतम गूंतव्य) तक माल के मूल्य के 110% के बराबर रानश के नलए बीमा प्राप्त नकया जाएगा। ! सूत्र का अनपेनित
अूंत ।
Transit Insurance: - For delivery of goods at site, the insurance shall be obtained by the supplier for an
amount equal to 110% of the value of goods from “warehouse to warehouse” (ultimate destination) on “all
risks” basis including strikes. ! Unexpected end of Formula.
11. वप्रवसपल का प्रावधकार: प्रस्ताव के साथ नप्रूंनसपल और सीओए का व़ैध प्रानधकार प्रमाण पत्र भेजा जाए ।

सामान्य शतें/General Conditions

1. एमएसएमई के नलए जारी की गई नवीनतम सरकारी अनधसूचना सूंख्या: एसओ 5670 (ई) नदनाूं क 9 नवूंबर, 2018 लागू होगी।
The latest Govt. Notification No. S.O. 5670(E) dated 9th November, 2018 for MSMEs shall be applicable.
2. इन मदोूं के नलए अन्य सरकारी सूंथथानोूं से प्राप्त नवीनतम िरीद आदे श की प्रनतयाूं कृपया सूंलग्न करें ।
Copies of the latest purchase order received from other Govt. institutions for these items may please be
enclosed.
3. फॉल क्लॉज सनटि नफकेट: सूंलग्न(अनु लग्नक 1) प्रारूप के अनु सार प्रस्तुत करें ।
Fall Clause Certificate: To submit as per format enclosed (Annexure I).
4. प्रस्ताव दो सेटोूं में ऑनलाइन प्रस्तुत नकया जाना चानहए, एक 'तकनीकी बोली' और दू सरा 'मूल्य बोली'। यनद तकनीकी बोली में
मूल्य का उिेि नकया जाता ह़ै तो प्रस्ताव रद्द कर नदया जाएगा।
The offer should be submitted online in two sets, one ‘Technical Bid’ and second ‘Price Bid’. If price are
quoted in technical bid offer will be cancelled.
5. बोलीदाताओूं को बोली प्राप्त करने की समय सीमा समाप्त होने के बाद अपनी बोनलयोूं को बदलने या सूंशोनधत करने की अनु मनत
नहीूं दी जाएगी।
Bidders will not be permitted to alter or modify their bids after expiry of the deadline for receipt of bids.
6. यनद एसएसआई/एनएसआईसी आनद के साथ पूंजीकृत हैं तो इसके अनु लग्नक सनहत पूंजीकरण का वतिमान व़ैध प्रमाण पत्र, यनद
उपलब्ध हो, सूंलग्न करें ।
Current valid certificate of registration including its annexure in case registered with SSI/NSIC etc, if
available.
7. नपछले तीन वषों के नलए समान आइटम सामग्री के नलए ग्राहक सूंदभि सूची।
Customer reference list for the similar items materials for last three years.
8. यनद मदोूं को "नॉट कोनटड" उल्लिल्लित नकया गया ह़ै तथा तकनीकी बोली में कोई तकनीकी नववरण प्रदान नहीूं नकया ह़ै, बल्लल्क
मूल्य बोली में, यनद वेंडर ऐसी वस्तुओूं की कीमत कोट करता ह़ै नजन्हें तकनीकी बोली में कोट नहीूं नकया गया ह़ै या कोई तकनीकी
नववरण प्रदान नहीूं नकया गया ह़ै, तो इसे "नॉट कोनटड" माना जाएगा और आगे की प्रनिया के नलए नवचार नहीूं नकया जाएगा।
If the items mentioned ”NOT QUOTED” not provided any technical details in the technical bid but in the
price bid, if the vender quotes the price of such items which has not been quoted in the technical bid or not
provided any technical details the same will be treated as “NOT QUOTED” & will not be considered for
further process.
9. भारतीय एजेंट, जो अपने नवदे शी नप्रूंनसपलोूं की ओर से सीधे कोटे शन प्रथतुत करना चाहते हैं, उन्हें केंद्रीय िरीद सूंगठन (eg.
GEM) के पास सूचीबद्ध होना चानहए । हालाूं नक, इस तरह की सूचीबद्धता GEM के साथ आपूनतिकताि के सामान्य पूंजीकरण के
बराबर नहीूं ह़ै।
Indian agents, who desire to quote directly on behalf of their foreign principals must be enlisted themselves
with the Central Purchase Organization (eg. GEM). However, such enlistment is not equivalent to general
registration of supplier with GEM.
10. सीओए प्रस्तुत वकया जाना आिश्यक है ।
COA is necessary to be submitted.
11. अनचाही बोनलयाूं स्वीकार नहीूं की जाएूं गी।
Unsolicited bids will not be accepted.
12. यवद वकसी बोलीदाता को भ्रष्ट्ाचार वनिारण अवधवनयम, 1988 या सािजजवनक खरीद अनुबंध के वनष्पादन के वहस्से के
रूप में जीिन या संपवि का कोई नुकसान या सािजजवनक स्वास्थ्य के वलए खतरा पैदा करने के वलए कुछ समय के वलए
लागू वकसी अन्य कानून के तहत वकसी अपराध का दोषी ठहराया गया है, तो उसे खरीद प्रवक्रया में भाग लेने के वलए
न्यूनतम 1 िषज और अवधकतम 3 िषज तक के वलए प्रवतबंवधत वकया जाएगा ।
A bidder shall be debarred for minimum 1 year to maximum 3 years to participate in procurement
process if he has been convicted of an offence under the prevention of Corruption Act, 1988; or any
other law for the time being in force, for causing any loss of life or property or causing a threat to
public health as part of execution of a public procurement contract.

13. इन मदोूं के नलए अन्य सरकारी सूंथथानोूं से प्राप्त आदे श की प्रनतयाूं सूंलग्न करें ।

14. सूंथथान अलग-अलग मदोूं द्वारा प्रस्ताव को स्वीकार करने और नबना कोई कारण बताए नकसी भी या सभी नननवदाओूं को
अस्वीकार करने का अनधकार सुरनित रिता ह़ै और सबसे कम कोटे शन स्वीकार करने के नलए बाध्य नहीूं ह़ै।
The Institute reserves the right to accept the offer by individual items and reject any or all tenders without
assigning any reason thereof and does not bind itself to accept lowest quotations.
15. ननमािता का नाम और पेश की गई सामग्री के मूल दे श को स्पष्ट रूप से नननदि ष्ट नकया जाना चानहए। कृपया उल्लेि करें नक
आपका सूंगठन बड़े प़ैमाने का उद्योग ह़ै या लघु उद्योग ह़ै। यनद आपके पास नननवदा की वस्तुओूं की आपूनति के नलए व़ैध
एनएसआईसी/एमएसएमई/एसएसआई/जीईएम प्रमाण पत्र आनद हैं, तो कृपया इसे कोटे शन के साथ सूंलग्न करें । अपने पूंजीकरण
नववरण का उिेि करें ।
Manufacturer’s name and country of origin of materials offered must be clearly specified. Please quote
whether your organization is large scale industry or small scale industry. If you have valid
NSIC/MSME/SSI/GEM etc. for supply of Tender’s items, so please attach it to the quotation. Mention your
registration details.
16. सभी आपूनतियाूं स्वीकृनत से पहले ननरीिण और अनु मोदन के अधीन हैं। ननमाि ता/आपूनतिकताि वारूं टी प्रमाण पत्र और
ननमािता/सरकार द्वारा अनु मोनदत प्रयोगशाला परीिण प्रमाण पत्र आपूनति के साथ प्रस्तुत नकया जाएगा, जहाूं भी लागू हो
All supplies are subject to inspection and approval before acceptance. Manufacturer/ supplier warranty
certificates and manufacturer/Government approved lab test certificate shall be furnished along with the
supply, wherever applicable.
17. सूंथथान इस नननवदा पूछताछ में नननदि ष्ट मात्रा को सूंशोनधत करने का अनधकार सुरनित रिता ह़ै।
The Institute reserves the right to modify the quantity specified in this enquiry.
18. यनद नननवदा पूछताछ में नदए गए आइटम नकसी भी दर सूंनवदा द्वारा कवर होते हैं या जीईएम पर उपलब्ध हैं या जीईएम या नकसी
अन्य राज्य या केंद्र सरकार द्वारा फाइनल की गई चालू सूंनवदा में हैं, तो उसे अपने कोटे शन में नननदि ष्ट नकया जाना चानहए और
स्वीकृत सूंनवदा दरोूं का भी उिेि नकया जाना चानहए।
In case the items in the enquiry are covered by any rate contract or running contract finalized by the GeM or
any other state or central Government, it should be specified in your quotation and accepted contract rates
should also be mentioned.
19. जीएसटी का भुगतान मुख्य रूप से नविेता की नजम्मेदारी ह़ै और जब तक नक कोटे शन में प्रनतशत मूल्य स्पष्ट रूप से उल्लिल्लित न
हो, तब तक इसका भुगतान नहीूं नकया जाएगा। यनद कोटे शन में जीएसटी के सूंबूंध में कोई सूंकेत दजि नहीूं ह़ै, तो जीएसटी को
शानमल माना जाएगा।
Payment of GST is primarily the responsibility of the seller and will not be paid unless the percentage value
is clearly mentioned in the quotations. If no indication regarding GST is recorded in the quotation, the GST
will be considered as included.
20. यनद नडलीवरी सुनननित नहीूं की जाती ह़ै और उस कारण प्रोक्यूरिंरूंग सूंथथान को आपके जोल्लिम और लागत पर कहीूं और से
सामग्री िरीदने के नलए मजबूर नकया जाता ह़ै, तो उस कारण से होने वाली हानन या िनत को चूककताि आपूनतिकताि से वसूल नकया
जाएगा।
If the deliveries are not maintained and due to that account Procuring Entity is forced to buy the material at
your risk and cost from elsewhere, the loss or damage that may be sustained there by will be recovered
from the defaulting supplier.
21. नववाद िूं ड:नननवदा पूछताछ से सूंबूंनधत कोई भी नववाद केवल नदिी ल्लथथत अदालत के अनधकार िेत्र के अधीन होगा।
Dispute clause: Any dispute relating to the enquiry shall be subject to the jurisdiction of the court at Delhi
only.
22. नवीनतम सरकारी अनधसूचना के अनु सार 'मेक इन इूं नडया' ननमािताओूं को प्राथनमकता दी जाएगी।
As per latest Govt. Notification preference will be given to ‘Make in India’ manufacturers.
23. बोलीदाता और उसके अनधकृत नवतरक को वस्तुओूं की आपूनति के नलए अथवा नननवदा पूछताछ के सूंबूंध में कोट करने के नलए
नकसी भी सरकारी सूंगठन/केन्द्रीय और राज्य स्वायत्त/साूं नवनधक ननकायोूं आनद द्वारा काली सूची में नहीूं डाला गया हो । यनद यह
पाया जाता ह़ै नक बोलीदाता या उसके अनधकृत नवतरक को काली सूची में डाला गया ह़ै, तो नननवदा प्रनिया के नकसी भी चरण में
उसकी बोली सरसरी तौर पर िारिंरज कर दी जाएगी।
The bidder and its authorized distributor either for supply of good or to quote against Tender
Enquiry should not be blacklisted by any Government Organization/ Central and State autonomous/

 statuary bodies etc. If it is found that the bidder or its authorized distributor is blacklisted, its bid
will be summarily rejected at any stage of Tender process.
24. बोलीदाता को अपनी तकनीकी बोली के साथ अनु लग्नक II के अनुसार चेक नलथट प्रस्तुत करनी होगी।
The bidder must submit check list as per Annexure II along with its Technical Bid.
25. इस ऑफर की व़ैधता बोली िु लने की तारीि से 90 नदनोूं की अवनध के नलए होनी चानहए।
Validity of the offer should have for a period of 90 days from the date of bid opening.

2. बोलीदाताओूं से अनुरोध ह़ै नक वे ई नननवदा पोटि ल https://nib.euniwizarde.com पर अपना पूंजीकरण करें और इस सूंबूंध
में ननदे श हमारी वेबसाइट www.nib.gov.in तथा https://eprocure.gov.in/epublish/app पर पढें ।
Bidders are requested to register on E Tendering portal on https://nib.euniwizarde.com and also please
read the instruction on our website www.nib.gov.in as well as on https://eprocure.gov.in/epublish/app.
3. नननवदाकताि नननवदा पूछताछ दस्तावेजोूं को वेबसाइट https://nib.euniwizarde.com अथ्वा www.nib.gov.in से
डाउनलोड कर सकता ह़ै।
Tenderer may download the Tender Enquiry documents from the website i.e., https://nib.euniwizarde.com
as well as www.nib.gov.in.
4. ऑनलाइन नननवदा को केवल https://nib.euniwizarde.com पर ई नननवदा पोटि ल के माध्यम से जमा नकया जा सकता ह़ै।
The submission of tender online can only be done through E Tendering portal on
https://nib.euniwizarde.com.
5. नननवदाकताि यह सुनननित करें नक उनकी नननवदा पूणि रूप से भरी हुई केवल ई-पोटि ल के माध्यम से ऑनलाइन जमा की जाए।
Tenderer should ensure that their tender complete in all respects are submitted online through e-portal only.
6. तकनीकी बोली (पात्रता मानदूं ड और तकनीकी नवननदे श, ज़ैसे उत्पाद नवननदे श शीट/ ओईएम प्रमाण पत्र आनद सनहत) प्रथतुत की
जाए । बोलीदाता पीडीएफ प्रारूप में सामग्री की प्रकृनत को इूं नगत करते हुए फाइलोूं को नाम दे और उरहे0902 अननवायि रूप से
ई-नननवदा में सूंलग्न करें ।
Technical bid (consisting of eligibility criteria & technical specification, viz, product specification sheets /
OEM Certificate etc.). Bidders may name the files indicating the nature of content in pdf format which would
be required to be attached in e-tender.
7. मूल्य बोली xls प्रारूप में ऑनलाइन प्रस्तुत की जानी चानहए। तकनीकी रूप से योग्य बोलीदाताओूं की मूल्य-बोली िोली जाएगी।
The price bid should be submitted online in xls format. Price-Bid of technically qualified bidders will be
opened.

Bidders are requested NOT to submit the hard copy of Financial Bid. In case the hard copy of financial bid
is submitted in Physical form the tender shall be straightway rejected.
10. मूल्योूं को xls प्रारूप में ई-नननवदा पोटि ल पर ऑनलाइन मूल्य बोली में उद् धृत नकया जाए और नडनजटल हस्तािर प्रमाण पत्र
अप्लाई करें
Price are to be quoted in the price bid online on e-tender portal in xls format & apply digital signature
certificate.

Soft copies of the latest purchase order received from other Govt. institutions for these items may please be
submitted in PDF format.

PROFORMA OF FALL CLAUSE CERTIFICATE

यनद कोटे शन जमा करने या आपूनति आदे श दे ने के बाद नकसी भी बाद की तारीि में , ननमाि ता (ननमाि ता शब्द में उसका
अनधकृत नवतरक /एजेंट भी शानमल होगा) ऐसे माल के नबिी मूल्य को कम कर दे ता ह़ै या ऐसे माल को नकसी भी पि को राष्टरीय
ज़ैनवक सूंथथान, नोएडा द्वारा नदए गए आपूनति आदे श के नलए लगाए गए / प्रभारिंरत मूल्य से कम कीमत पर बेचता ह़ै , तो ननमािता
(उनके द्वारा कोटे शन प्रस्तुत नकए जाने और उनके द्वारा आपूनति/सेवा भी प्रभावी होने की ल्लथथनत में उपयुिक्त रूप से) नबिी मूल्य
में ऐसी कमी को राष्टरीय ज़ैनवक सूंथथान, नोएडा को अनधसूनचत करे गा और नबिी मूल्य में ऐसी कमी की तारीि के बाद आपूनति
आदे श के तहत आपूनति नकए जाने वाले माल के नलए दे य मूल्य को अनधसूनचत करे गा और तदनु सार कम करके सूंथथान को
प्रनतपूनति करे गा ।

If any subsequent date after submission of quotation or placing of Supply Order,

the Manufacturer (the term manufacturer will also include his authorized distributor/
agent) reduces the sale price of such stores or sells such stores to any party at a price
lower the price charged/ chargeable against supply order placed by the National
Institute of Biologicals, Noida, the manufacturer (including his authorized distributor
/agent) as aforesaid in case the quotation is submitted by them and supply/service is
also effected by them) will forth-with notify such reduction in Sale price to National
Institute of Biologicals, NOIDA and price payable for the stores to be supplied against
the Supply Order after the date of such reduction in sale price coming force, shall stand
reduced correspondingly and will be reimbursed to the Institute.
