Again: protecting the rights of the community is part of the duties of
a minority intellectual. We are passing through perilous times. The
present Supreme Court is the most corrupt that we have had. Its
blatant attack on Roe v. Wade is only a beginning. Purposely the
Mexican and by extension Latin America are vulnerable. In its last
stages venture capitalists see new sources of profit. The underbelly
of the Chicana/o and the rest of the hemisphere is vulnerable. Not to
get dramatic we living in the United States are in the vanguard of the
struggle. We are either part of the conspiracy or complicit in the ends
of neoliberalism. This section is on race because it is the most
obvious line of attack. The purpose of education is to develop
principios, that function is being eroded. for Mexicans and Latin
Americans
For
Some U.S. Latinos argue that the U.S. census historically has listed
them as Caucasian. There are only three races to choose from—
Caucasian, Asian, and Negroid. U.S. Latinos are clearly neither Asian
nor African, so this leaves them with the choice of Caucasian. They
argue that being white is important because of the racist history of
this country and because society must counteract this historical
racism. So in order to become American, Latinos must follow the
example of Jews and Italians and become white. According to this
reasoning, this position is not anti-African American, but it does
recognize that lumping Latinos in with blacks conveys the status of
second-class Americanism and gives racists reason to discriminate
against U.S. Latinos.
State (1952), the Texas Court of Appeal ruled that Mexicans were
“not a separate race but are white people of Spanish descent,” and
the lawyers for the Mexican American community did not dispute
this rationale. The court held that Mexicans were members of and
within the classification of the white race, as distinguished from
members of the Negro race.23 I The strategy of Mexican American
civil rights organizations was to claim I the_racial identity oTthe
majority of Americans.\They argued that the Treaty of Guadalupe
Hidalgo (1848) made Mexican Americans citizens and recognized
them as white. Mexican American organizations eventually won the
legal battle, and most courts declared that Mexicans were white. This
was a tremendous victory because in 1930 a Texas state court held
that Mexican American public school students could not be
segregated from children of other white races because of their
ethnicity. Mexican Americans guarded this white status because they
knew that in this country being white brought many privileges. So
when the 1930 census identified Mexican Americans as “other race,”
Latino civil rights organizations protested, and they reclassified
Mexicans, in 1950, as white. Being called white was a right because
Mexican Americans fought for the United States during World War II.
Today the Census Bureau includes the designations “white, of
Hispanic origin” and “white, of non-Hispanic origin.” The Census
Bureau should abolish these classifications, and it should classify all
Latinos as white. As mentioned previously, the Treaty of Guadalupe
Hidalgo guarantees Mexicans the right of citizenship, and because
non-whites could not be citizens, it was logical that the Treaty
recognized Mexicans as white. To accept the label non-white or even
“other white” is demeaning and a surrender of Treaty rights.
©Since 1970, the job of determining race has been given to the
individual. Ti 1980, the census classified Latinos as an ethnic group-
Latinos could choose from 15 racecategories.24ljhe Latino identity,
however, goes beyond race; it is a cultural identity. Culture unites all
Latinos. The notion of race is also absurd. Race is a human construct,
and it has little to do with science.} Why should Latinos want to
identify as non-white? African Americans do not consider Latinos
non-white. Would blacks consider Latinos black if they chose to list
themselves as black? What is the difference between white and black
racism? Because of the distorted construction of race in this country,
many blacks such as Professor Patterson are resentful and consider
Latinos white; thus Latinos will never be part of their world. African
Americans believe whites have decided to let Latinos in the club.
Many African Americans also believe that they created the civil rights
movement, and it was through their sacrifices that civil rights gains
were made. Why should Latinos beg to be accepted by blacks?
Economically it makes more sense to try to fit in.25
Against
Race is a social construct, and eugenics is an inexact science at
best.26 The Census Bureau has added to the confusion by classifying
Latinos as an ethnic and not a racial group. The reality is that
historically, race has been more divisive for Latinos than other groups
because Latinos come in different colors. The Census Bureau has thus
given Latinos the option of being white or other, in other words, of
being white or black. Given the choice, Latinos will choose white
because it has more privileges. According to newspaper columnists
Patrisia Gonzales and Roberto Rodriguez, this has the effect of
“whitening” the country via “demographic genocide.” They posit that
“[a] check of any encyclopedia will show that between 85 percent
and 90 percent of all Mexicans and Central Americans are either
indigenous or indigenous- based mestizos.”27 The columnists
correctly point out that the European population in Latin America
was never large enough to be dominant outside countries such as
Argentina and Uruguay.
For 300 years of Spanish rule and 180 years of U.S. rule, Mexicans
and other Latinos have been conditioned to accept that being white
is superior to Indian. The Census Bureau itself has refused to accept
admixtures, and it was only in the 2000 census that the reason for
this choice became clear. By lumping all Spanish-speaking peoples
under the rubric of Hispanic/Latino, the Census Bureau confuses
identification and encourages a crossover, which some Latinos have
come to accept. The exercise of identifying oneself as white is a joke
among Latinos. In Mexico, for example, a person may call him or
herself white, but others will wink and comment “y no mas le faltan
las phimas!” (he or she is “only missing his, or her, feathers!”).
People should be proud of their heritage and not strive to be white;
pride is what adds value to a person.
Rather than changing the way a person thinks about race, the
designation of U.S. Latinos as w hite further complicates the process.
The Census Bureau argues that self-identification gives Latinos more
options. However, history show's otherw ise. Under the Spanish
system, the look-alike test was no better than the drop of black blood
test. Spanish subjects would tell the priest that they w'ere Spanish
and he would sarcastically note, “dice que esespanol/” (“He says he
is Spanish!”). Just thinking that he or she is w'hite gives that person
the illusion of inclusion.30
QUESTIONS
6. Why did the Spaniards during the colonial era use such
complicated racial categories to identify the different racial
mixtures? Were their categories racist? Why or why not?
Texas, and later, U.S. troops invaded Mexico. How would these
attitudes condition American views of Mexicans and other Latinos? In
what way does racism become a pretext or justification for
aggression?

plurality of Latinos identify themselves as white, but more identify
