A. The State of Libya realizes the complex situation that is the military intervention in
transnational conflicts, it's a hard topic to debate since it's so delicate and has so many
points of view ethically and legally. But one thing's is a fact, the amount of deaths and
innocent lives lost along the way to a possible win, even though diplomacy doesn't
always works and military forces may be of need we have as people more than
governments look at the risks and the best way to deal with it, and only in extreme
cases use violence.

B. The Libya population has been facing for a long time a hostile situation as so for
terrorists and extremists groups, an unstable government and elections process, war
crimes… our country is unfortunately very unstable and fragile right now and maybe
a military intervention would help to reestablish security to the population and also
for the political situation. But as said before the topic it's still a very complex and hard
to debate one since it could also go really wrong and turn the country into a more war
zone as before.

C. The Libyan government believes that for an intervention with less casualties it's
important for the international community to give priority to the safety of the civilians
as during and after the intervention, but principally during since it's when the
population is more fragile, it would be good if the community population invested in
more shelters with protection. Also after the intervention the infrastructure would be
for sure very damaged and also the population and country, it would be important for
the country to receive help as in financial aid, for the infrastructure restoration but
especially for the post intervention population scenario, people would be homeless
and scared, and as the Libyan state said before it would be only acceptable in extreme
states as for expecting the possible low quantity of deaths, and if was demonstrated
that the country wouldn't be able to deal with the situation by any means
