Base location: New Delhi
Duration: November 2023 – June 2024 (extendable based on requirements)
Working days: Monday to Friday
Working timimgs: 09:30am to 06:00pm

Children®, Room to Read (RtR) is creating a world free from illiteracy and gender inequality through
education. We are achieving this goal by helping children in historically low-income communities
develop literacy skills and a habit of reading, and by supporting girls as they build life skills to succeed
in school and negotiate key life decisions. We collaborate with governments and other partner
organizations to deliver positive outcomes for children at a scale. Room to Read has benefited more
than 39 million children and has worked in 23 countries and in more than 182,000 communities,
providing additional support through remote solutions that facilitate learning beyond the classroom.
Room to Read aims to benefit 40 million children by 2025.
Room to Read India was established in 2003 and presently has programs in twelve states – Andhra
Pradesh, Bihar, Chhattisgarh, Delhi NCR, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra,
Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh. We aim to make available educational
opportunities and resources to more disadvantaged children in our mission to break the cycle of poverty
and illiteracy one child at a time.
Position overview: Room to Read is looking for a skilled and detail-oriented SurveyCTO Survey
Programmer to join Reasearch, Monitoring and Evaluation (RM&E) team at Room to Read, India
Country office. As the SurveyCTO Programmer, the consulatnt will be responsible for transforming
survey designs and questionnaires into the SurveyCTO, ensuring the accurate implementation of survey
logic, and facilitating data collection efforts. Moreover, the consultant will play a crucial role in
designing, implementing, and managing SurveyCTO forms and providing technical expertise.
Responsibilities: The responsibilities of the SurveyCTO programmer consultant includes, but not
limited to:

• Collaborate with the project team to understand the survey objectives, questionnaire design,
and specific data requirements.
• Use the SurveyCTO programming language (XML-based) to create functional and user-
friendly surveys.
• Design and develop SurveyCTO forms based on project requirements and survey instruments.
The survey instruments include program monitoring tools; structured and semi-structured study
tools; EGRA based assessment tools; and observations formats.
• Implement survey logics, skip patterns, branching and data checks to ensure data accuracy and
quality.
• Customise creation of dashboards for data visualisation in Excel, PowerBi, Tableau.
• Providing technical support to field teams and end-users during data collection.
• Troubleshoot and resolve any technical issues related to SurveyCTO implementation.
• Develop custom scripts or functionalities as needed to enhance data collection processes.
• Collaborate with the project team to address any modifications or updates to the survey
instruments based on feedback or as per project requirements.
Requirements: A master’s degree from an approved University/institution along with a minimum of
5-7 years of experience in SurveyCTO and its XML-based programming language is required.

• Understanding of survey design principles, question types, skip patterns, and branching logic.
• Strong problem-solving and troubleshooting skills.
• Solid attention to detail.
• Familiarity with data management best practices.
• Ability to work independently, multitask, manage priorities, and meet deadlines in a fast-
paced environment.
• Knowledge of other data collection platforms, such as, Google data studio, ODK, CSPro,
KoboCollect, etc. is desirable.
Room to Read is a child-safe organization; all personnel are expected to adhere to Room to Read’s

Criteria for evaluation: -

• Minimum 5-7 years of experience in SurveyCTO and its XML-based programming language.
• Proficiency in using SurveyCTO programming language (XML-based) to create surveys.
• Ability to implement survey logics, skip patterns, branching, and data checks.
• Experience with customizing dashboards for data visualization in Excel, PowerBi, Tableau.
• Familiarity with data management best practices.
• Strong problem-solving and troubleshooting skills to address technical issues related to
SurveyCTO implementation.
• Collaboration to address modifications or updates to survey instruments based on feedback or
project requirements.
• Providing technical support to field teams and end-users during data collection.
Payment Terms
• The consultant will be compensated on monthly basis.
• To facilitate the payment process, the consultant is required to submit a monthly invoice. This
invoice should detail the consultant's work and the key deliverables achieved during that
specific month.
