(2020)

INTRODUCTION
Education is fundamental for achieving full human potential, developing an equitable and
just society, and promoting national development. The global education development
agenda reflected in the Goal 4 (SDG4) of the 2030 Agenda for Sustainable Development,
adopted by India in 2015 - seeks to “ensure inclusive and equitable quality education and
promote lifelong learning opportunities for all” by 2030.
The New Education Policy was released by the Ministry of Human Resource Development
(MHRD) under the guidance of Prime Minister Narendra Modi. The National Education
Policy 2020 was released on 29th July 2020, after it was approved by the Union Cabinet. The
New National Education Policy (NEP 2020) replaced the 34-year-old National Education
Policy (NEP) that was formulated in 1986 & subsequently revised in 1992 & 1998. It became
the 1st education policy of 21st century.

Since the formulation of National Education Policy,1986, major changes have been seen in
the world & country & the education needs to be modified according to the current
scenario. For the formulation of a new policy, a committee was set up in June 2017 to
prepare the draft of a new education policy under the Chairmanship of Dr Krishnaswamy
Kasturirangan. The committee handed the draft to central government in 2019 that was
released to public by MHRD for public opinion.

RECOMMENDATION REGARDING NURSING EDUCATION IN NEP DRAFT


 In long term, it is advisable to make BSc Nursing the sole entry level qualification for
nurses.
 Due to current shortage of nursing staffs, a careful decision of when the GNM course
can begin to be phased out, will be made.
 Quality of nursing education will be improved & strengthened.
 Institutions providing nursing education will be accredited every 5 yrs. A national
accreditation body will be formulated for this purpose.
 Nurse practitioner course will be introduced & recognized throughout the country.
 Continuing nursing education & Renewal of License guidelines will be framed by INC.
 An Indian Nurses Registry will be created.
 The role of INC will be reviewed & amended as needed.

MAIN KEYPOINTS UNDER NEP 2020


 The NEP renamed the Ministry of Human Resource Development as Ministry of
Education.
 The center & states will work together to increase public investment in education
sector to reach 6% of GDP at the earliest.
 Increasing GER in higher education to 50% by 2035.
 Achieving 100% youth & adult literacy.
 The policy replaced the old 10+2 structure of school education with new (5+3+3+4)
structure. This includes 3 yrs in Anganwadi/pre school & 12 yrs in school.

There will be free access to safe & high quality Early Childhood Care & Education (ECCE) at
Anganwadis for 3-6 yrs old children.
For students of grade 3-5 or the Preparatory stage, the new policy suggests play, discovery,
activity based & interactive classroom learning.
For students of grade 6-8 or the Middle stage, the NEP proposes experiential learning in
sciences, mathematics, arts, social sciences & humanities.
For students of grade 9-12 or the Secondary stage, the NEP aims to bring in multidisciplinary
study, greater critical thinking & flexibility. Students can take subjects of their choice.

 Emphasis on promoting multilingualism & promoting Indian languages. The medium


of instruction will be mother tongue/regional language until at least Grade 5, but
preferably till Grade 8 & beyond.
 The policy also suggests 10 bagless days for school students. These 10 days will be
treated like informal internship where students can learn vocation of their choice.
 No hard separations between arts & sciences, curricular & extra-curricular activities
& vocational & academic streams.
 Assessment reforms – Board exams on upto 2 occasions during any given school
year, 1 main examination & 1 for improvement, if desired.
 The NEP wants to redesign the report cards of students. In future, the progress card
of all students will be a holistic one that would focus on progress & uniqueness of
each student. It would also include self-assessment, assessment by peers & teachers.
 Academic Bank of Credit (ABC) will be created as a digital recognition awarded for a
student’s academic performance. It can help keep a track of credits each student has
earned over time.
 Setting up of a new National Assessment Centre, PARAKH (Performance
Assessment, Review & Analysis of Knowledge of Holistic Development).
 The Bachelor’s programmes will be multidisciplinary with multiple entry & exit
points.
 The NEP discontinued the M Phil degree henceforth.
 The policy makes it mandatory that for teaching in schools, the minimum
qualifications will be a 4-year integrated B.Ed. degree (to be implemented by 2030).
 Robust & transparent process for recruitment of teachers on merit-based
performance.
 The NEP proposes an autonomous body National Educational Technology Forum
(NETF) that will give a platform to teachers & students for free exchange of ideas.
 “Light but Tight” Regulation
 Setting up of National Research Foundation (NRF).
 Internationalization of education.
 Multiple mechanisms with checks & balances will combat & stop commercialization
of higher education.
 All education institutions will be held to similar standards of audit & disclosure as a
“not for profit” entity.
 Strengthening of Central Advisory Board of Education to ensure coordination to
bring overall focus in quality education.

CONCLUSION
The NEP aims at making India a “global knowledge superpower”. The NEP 2020 thus
emphasizes a holistic, learner centered, flexible system empowering students to shift
towards “New Age Learning” & increases the focus on 21st century skills & interdisciplinary
approaches.
