2 PURPOSE
This Quality procedure establishes requirements for qualification and certification of
personnel responsible for conducting nondestructive testIing while in the employment in
Aero Nusantara Indonesia (ANI).
Qualification and certification on non destructive testing personnel in accordance with this
quality procedure is applicable to each of the following NDT methods:
1) Liquid Penetrant Testing (PT)
2) Magnetic Particle Testing (MT)
3) Eddy Current Testing (ET)
4) Ultrasonic Testing (UT)
NDT personnel qualified and certified by this procedure may perform NDT tasks on all
aircraft and aircraft components.
This Quality Procedure shall be reviewed and approved by Responsible NDT Level 3 who
is assign by ANI and shall be maintain on file.
3 ASSOCIATED PROCEDURES

4 DEFINITIONS
Certification : A written statement by ANI that an individual has met the applicable
requirements of this procedure.
Certifier : A designated representative of ANI with responsibility of attesting to
the certification requirements.
Experience : Actual performance of an NDT method conducted in the work
environment resulting in the acquisition of knowledge and skill

Level 3 Examiner : An employee of ANI or an Individual level 3 that is hired by ANI having
responsibility for preparing, administering and grading the qualification
examinations. The level 3 examiner shall be certified for specific test
methods.
Method : One of the disciplines of nondestructive testing (e.g. eddy current,
ultrasonic, etc) within which different techniques may exist.
On-the-job training : Training in the work environment to gain experience in learning
instrument set-up, equipment operation, applying the process, and
recognition, interpretation and evaluationof indicationsunder
appropriate technical guidance.
Outside Agency : An organization under contract to ANI to provide level 3 services which
may include the training and examination of personnel to the
requirements of this standard. Consultants and employed individuals
are included in this definition.
Procedure : A written general “how to” instruction for conducting a given process.
Procedures are then used to develop work instructions.
Qualification : The skills, training, knowledge, examinations, experience and visual
capability required for personnel to properly perform to a particular
level.
5 LEVELS OF QUALIFICATION
There are three NDT Levels of qualification used by ANI NDT personnel.
c. Have four years of experience beyond the NDT Level 2 requirements in NDT in
assignment at least comparable to that of a NDT Level 2 in the applicable method(s).s

NOTE:
1) Experience as trainee; a trainee must complete the required classroom training and fulfill
the requirements in section 8.
2) During the first 90 days, the individual should independently accomplish only procedures for
which they have previously been qualified by OJT.
3) Their experience must be recorded to NDT Personnel Log Book ANI Form Q-024
4) Experience as Level 2 with NO college/university degree.
5) Experience as Level 2 with have completed two years related college/university.
6) Experience as Level 2 with have graduated four years related college/university.
7 TRAINING PROGRAMS
a. Personnel considered for certification shall complete sufficient organized training, both
theoretical and practical to become familiar with the basic principles and practices of the
applicable NDT method related to the level of certification desired and applicable to the
products being tested.
1) Training shall cover basic principles, products, equipment, operating procedures and
techniques and applicable specifications, codes and instructions used by ANI.
2) At least 50% of all NDT training given shall be “hands-on” practical training assimilating
course theory and developing practical skills.
b. Regardless of any NDT training received prior to joining ANI all applicants shall receive
additional training/instruction before certification in the following subject:
1) Standardization and calibration of ANI’s NDT equipment;
2) Operation of ANI’s NDT Equipment;
3) Interpretation and evaluation of test results on ANI products;
4) Specific test or inspection procedures;
5) Safety Precautions;
6) Applicable codes, specification and standards used by ANI;
7) Training syllabus for all NDT Training refer to SNT-TC-1A Document as revised.

8 EXAMINATIONS
8.1 Administration and Grading
NDT Level 3 shall be responsible for the administration and grading the examinations
specified in section 9.3 through 9.6 for NDT Level 1, 2 or other Level 3 personnel. The
administration and grading examinations may be delegated to a qualified representative of
the NDT Level 3 and so recorded.
For Level 1 and 2 personnel, a composite grade should be determined by simple averaging
of the results of the general, specific and practical examinations.
Examinations administered for qualification should result in a passing composite grade of
at least 80 percent, with no individual examination having a passing grade less than 70
percent.
8.2 Vision Examination
Near-vision Acuity.
The examination shall ensure natural or corrected near-distance acuity in at least one eye
such that applicant is capable of reading a minimum of Jaeger No.2 or equivalent type and
size letter at a distance designated on the chart but not less than 12 inches (30.5 cm) on a
standard Jaeger test chart. This examination shall be administered annually and using ANI
Form Q-023.
Colour contrast Differentiation.
The examination shall demonstrate the capability of distinguishing and differentiating
contrast among colours used in method as determined by ANI. This examination
conducted upon initial certification and at five-year intervals thereafter and using ANI Form
Q-023.
8.3 NDT Level 1 and 2 Examinations
The description of the specimen, the NDT procedure, including check points and the
results of the examination should be documented.
8.6 NDT Level 3 Examinations
9.6.1 NDT Basic Examination
It is require only once when more than one method examination is taken. The minimum
number of questions that should be given as follows:
15 questions relating to understanding the SNT-TC-1A document.
20 questions relating to applicable materials, fabrication, and product technology.
20 questions that are similar to published Level 2 questions for other appropriate NDT
methods.
9.6.2 Method Examination (for each method)
The minimum number of questions that should be given as follows:
30 questions relating to fundamentals and principles that similar to published ASNT Level
3 questions for each method.
15 questions relating to application and establishment of techniques and procedures that
are similar to the published ASNT Level 3 questions for each method.
20 questions relating to capability for interpreting codes, standards, and specifications
relating to the method.
9.6.3 Specific Examination (for each method)
20 questions relating to specifications, equipment, techniques, and procedures applicable
to ANI and methods employed and to the administration of ANI Quality Procedure.
ANI may delete the specific examination if the candidate in the method has a valid ASNT
NDT Level 3 in the method and if documented evidence of experience exists, including
the preparation of NDT procedures to codes, standards, or specifications and the
evaluation of test results.
9.6.3 Practical examination (for each method)
This examination is to demonstrate proficiency in selecting, specifying, writing, and
performing applicable tests. Demonstration of practical proficiency is documented and
made available to the Outside Agency level 3. Such documentation includes technical
papers, technical reports, written procedures, or specifications which the applicant has
prepared relating to the applicable test method. If the candidate has not prepared such
documents, then an original technique/procedure is produced for a sample similar to that
manufactured/inspected by ANI together with a written report showing the location of any
discontinuities exceeding acceptable limits.
NOTE: All written examinations shall be taken without access to reference material
(closed book), except that necessary data, such as graphs, tables,
specifications, procedures and codes are provided by the level 3 examiner.
8.7 Re-examination
Those failing to attain the required grades should wait at least 30 days or receive suitable
additional training as determined by NDT Level 3 before re-examination.

9 CERTIFICATION
Certification of all levels of ANI NDT personnel is the responsibility of ANI. ANI shall assure
that training, examination and certification services are in accordance with this Quality
procedure. An outside Agency may be engaged to provide NDT qualification services. In such
instances, the responsibility of the certification of the ANI employees shall be retained by ANI.
The personnel certification record shall be maintained on file by ANI and shall include the
following:
a. Name of certified individual,
b. Level of certification and NDT method.
c. Educational background and experience of certified individuals.
d. Statement indicating satisfactory standard of training in accordance with this document.
e. Results of the vision examinations.
f. Results of all examinations for certification
g. Date of certification and/or re-certification and the dates of assignments to NDT.
h. Certifiation expire date.
i. Signatures of level 3 NDT Examiner who conducted the examination.
These records are filed by QA Department for reference, with one record card per person.
11 RECERTIFICATION
The recertification intervals are 5 years for all certification levels.
All levels of NDT personnel shall be recertified periodically in accordance with one of the
following criteria:
Evidence of continuing satisfactory technical performance.
Reexamination as described in this document.
An individual previously certified to level 1, 2 or 3 by another employer may be re-certified to
this former level by ANI, based on examinations as described in this procedure and provided
all of the following conditions are met:
1) The individual has proof of prior certification.
2) The individual was working in the capacity in which they were certified within 6 (six) months
of leaving the company.

12 TERMINATION
NDT Personnel’s certification is terminated automaticaly when an individual leaves ANI.
NOTE:
1) All current forms required for the implementation of this procedure are located in Doc.
No. QA3B1/ANI.
2) Records for all renewal examinations, whether satisfactory or unsatisfactory, shall be
kept.
13.2 NDT PERSONNEL RESPONSIBILITY
The NDT personnel have responsibility to:
a. Fluorescent (liquid) Penetrant inspection (PT):
1) Perform controls such as penetrant comparison test, water contamination test
penetrant wash-ability test, penetrant sensitivity test, etc. as described in the
appropriate process control procedures. The tests are performed daily, weekly and
monthly and the results are recorded on the forms as described in the appropriate
NDT methods procedures.
2) Select the process to be used for each application according to the sensitivity
required, the type of defect sought, and the available equipment. Consult the
Taskcard, workcard and maintenance manual requirements for type of penetrant to be
used. Knowing the kind of penetrant to be used, perform the process as required by
the NDT procedure or manufacturers’ technical manuals;
3) During the inspection process, it is important to remember that the penetrant must
enter and fill the surface before an accurate indication of the defect can be obtained.
The surface being inspected must be thoroughly clean and dry and sufficient time
must be allowed for the penetrant to fill the discontinuity completely. The time period
will vary considerably, depending upon the type of penetrant used, type of material
being inspected, sensitivity required, and types of defects expected to be found (refer
to appropriate NDT procedures or Standard Practices);
4) Care must be taken to ensure that none of the penetrant is washed out of the defect
while the excess is being removed form the surface.

CAUTION
NEVER USE PENETRANT REMOVER TO CLEAN THE SURFACE FROM
EXCESSIVE PENETRANT, USE ONLY APPROVED CLEANERS.
5) Use developers; A proper indication of the flaw depends upon the amount of penetrant
drawn out of it by the developer, and spread on the surface;
6) Control the ultra violent light intensity to be within limits as required by the NDT
procedures. Allow time while the black light is on before inspecting the parts;
7) After completion of any penetrant inspection process, all traces of inspection material
residues must be removed within as soon as possible. Thoroughly clean the parts
using any suitable approved method;
8) It is very important that the part be clean and free of foreign material of all kinds,
including moisture that may clog surface discontinuities and. Thereby interface with
the efficient action of the penetrant. Keep the part(s) in the oven as long as required to
become properly dried. Adjust the oven to the correct temperature and ensure that the
temperature is maintained in limits all the time (consult manufacturers’ standard
practices and/or NDT procedure for the proper temperature the time);
9) Paint, varnish or similar coatings as well as grease dirt, and corrosion must be
completely removed to prevent the development of misleading indications. Plating
should also be removed down to the base metal if this can conveniently be done
without camouflaging any surface defects. Refer to NDT procedures of manufacturers’
manuals for information on parts preparation;
10) Wear gloves to protect the hands and, if necessary, wash skin with soap and water as
soon as possible. Wear safely glasses, goggles, or plastic face shield whenever there
is risk of the solvent splashing.
CAUTION
KEEP PENETRANT AND SOLVENT OFF OF CLOTHES AND SKIN. THESE
CHEMICALS CAUSE IRRITATION WHEN IN PROLONGED CONTACT WITH THE
SKIN.
11) Provide adequate ventilation at all times, vapors arising from the penetrant or solvent
may be toxic.
12) Dry developer powders are considered harmless, but the inhaling of excessive
amounts should be avoided.
13) Avoid looking directly in the black-light source. The liquid in the eyeball glows in black
light and causes the viewer’s sight to become hazy. The effect is not so harmful, and
normal vision is restored after a momentary period of adjustment.
b. Magnetic Particle Inspection (MT):
1) Perform controls such as bath concentration, known defect check, ultra violet light
intensity, machine amperage, etc. as described in the appropriate process control
procedures. The tests are performed daily, weekly and every six months and the
results are recorded on the forms as described in the appropriate NDT methods
procedures.
2) Determine the method of applying the magnetic fields on to the part. The direction of
the magnetic field is very critical for detecting discontinuities. Ensure the that the lines
of force are at right angles to the longest dimension of the discontinuity if the best
inspection results are to be obtained;

f)
Clean the parts after performing Magnetic Particle Inspection. If inspection has
been made with the oil suspension method, magnetic particle residue must be
removed by solvent cleaning or vapor degreasing. If inspection has been made
with water suspension method, clean the part. If the part is cadmium plated use an
air water vapor blast to remove residue;
g) Clean
h) Keep cleaning fluids or magnetic particles out of areas where they could get
entrapped;
i) Do not magnetize bearings;
j) Avoid arc strikes during magnetization to preclude possible damage to critical
items.
c. Eddy Current Inspection (ET):
1) Assure that prior to inspection a known defect sample is processed to facilitate the
instrumentation interpretation;
2) Prior to using the instrumentation for thickness requirements, ensure that the
instrument is calibrated by using a sample of similar material and a known thickness;
3) Make sure that the surface of the area being inspected is thoroughly cleaned so the
eddy current probe can make good contact;
4) Ensure that the proper eddy current equipment selected has been designed to
accomplish the work.
NOTE : Some test equipment have been designed to be used on magnetic materials,
other for use on non-magnetic materials and some models are designed for
use on both type materials. The manufacturer’s specifications should always
be consulted to assure that the eddy current equipment has the capacity to
accomplish the particular inspection application.
d. Ultrasonic Inspection (UT):
1) Ensure that prior to inspection, a known defect sample is proceed to calibrate the
instrumentation;

2) Prior to using the instrumentation for thickness requirements, ensure that the
instrument is calibrated by using a sample of similar material and a known thickness.
13.3 Disposition of Parts after Inspection
The NDT personnel have responsibility to:
a. Before the inspection starts, make sure that the part(s) to be inspected is followed by the
proper maintenance instructions such as: Taskcard, Workcard, or any other work order
form issued by the customer/operator;
b. Perform the work as instructed in the maintenance instructions and maintenance manuals.
Ensure that the maintenance instructions reflect the parts that have arrived;
c. Verify type of discontinuities found, like cracks, overlapping, inclusion, etc. (see definitions
and standard practices manual);
d. Record quantity of discontinuities found, type of discontinuities and length on the
appropriate NDT forms. Use the space provided in each form.
e. Mark the defected areas using approved markings;
f. Claim the works performed by stamping and dating the document following the part and
enter one of the following statements: “No defects found” or “Defects are found”.
ATTENTION: Only level 2 and 3 personnel are allowed to claim NDT results.
g. Complete and attach the applicable NDT form on the document following the part. Keep a
copy for NDT records. See Appendix 3 to 6
13.4 Perform NDT on Aircraft
The NDT level 2 and 3 personnel have responsibility to:
a. Be skilled to identify an area of the aircraft that requires NDT as per applicable drawings
and maintenance manuals and be guided by aircraft maintenance personnel to assist in the
identification of the area requires NDT;
b. When such area has not been previously inspected by the NDT personnel, they will be
followed by another skilled NDT personnel who has previously performed such inspection;
c. Use portable NDT equipment as recommended by the manufacturers;
d. Use the requirements of section 5.2 as applicable to perform NDT and the requirements of
section 5.3 to disposition and claim the work performed;
e. Appropriately mark the defected area and show defects found to aircraft maintenance
personnel before leaving the aircraft.
