1. INTRODUCTION:

This work method statement defines the method to be adopted to ensure that the installation of
Embedded PVC Conduits for Electrical services (Power, Lighting ) carried out at site are in compliance
with the approval designs and materials using recognized installation practices that are compliant with
project safety plan and associate’s safety procedure compliance with the contract specification and
drawings.

2. SCOPE OF WORKS:

This method statement defines the general procedures to be carried out for the installation of embedded
PVC Conduits for Electrical services (Power, Lighting) in NER site, WICR site Buildings. For all project
NEOM Circular City Water storage reservoirs, KSA.

4. LOCATION:

 At walls of Internal culvert panels , walls of Access road utlity culvert panels , underground
Direct buried from Electrical substation to different buildings.
 and interconnection from DBs To SMDBs
 Underground and above ground UPVC conduits will be installed within the building electrical
system according to the approved drawing.

6. RESPONSIBILITIES AND SUPERVISION:

6.1 PROJECT DIRECTOR (PD)

PD is responsible for the overall execution of the work; prior to the commencement of the works,
the approved shop drawings will be reviewed by construction management team. The project
document control department will ensure the latest revision and controlled copy of drawing are
issued to site. All relevant technical information will be communicated to personnel in –charge of
the construction, coordinate with surveyor, site Engineer to ensure that the necessary resources
and equipment’s including tools and tackles are provided to implement the works in an acceptable
manner as per the approved documents, MS and ITPs, check list and also to ensure all
construction staffs comply with Engineer’s quality, Health, Safety and Environmental Management
System requirements. He also ensures that MS and ITP fir the scope of works are prepared and
approved by Engineer prior to execution. He shall ensure that all works are executed as per
approved materials for construction purpose and shall also inform the QC engineer at site prior to
commencement of any new activities at site.
6.2 Construction Manager
CM is responsible for the execution of the activity in accordance with the manufacturer
recommendation, MS, and HSE plan. He is responsible for preparation of site execution
drawing, job safety analysis and application for work permits if required prior to commence of
UPVC conduit/sleeves works. He will ensure the approved material being used at site and
conducting necessary tool box talks and training to crew and responsible for ensuring all the
activities are carried out as per this method statement, manufacturer recommendation. He shall
ensure the controlled copies of the drawings only using at site, which are issued to the site
supervising team.

6.3 QA/QC Manager


Shall ensure that project quality objectives, consistent with the project quality policy, are set and
state how they will be achieved.
Shall comply with the procurement quality requirements of the Contractor's approved Quality
Plan. Shall comply with the construction quality requirements of the Contractor's approved
Quality Plan.

Shall ensure control of Contractor and Subcontractor supplied materials and fabricated
assemblies that do not conform to requirements. Controls to restrict further processing or
installation of nonconforming or defective items. Segregation should be done for all non-
conforming materials and assemblies to a designated rejection site.

Shall submit each week a two-week look-ahead schedule of all planned quality
activities to the NEOM Representative during construction and pre-commissioning.
The Contractor shall perform inspections and tests in accordance with the approved
ITP and additional inspections and tests as required by NEOM standards. Shall
witness, review, and approve all inspections and tests performed by
subcontractors/third Party activities.
Should ensure all relevant MIR & WIR as per approved ITP are placed well in
advance and inspected, approved / closed on timely manner, and further uploaded
to Aconex system.
Should ensure all test reports are received as per set test frequency and as done by
approved 3rd party laboratory and should maintain a log summary for the same.
Should identify any non-conformity and raise accordingly in order to maintain NEOM
QC procedures and to have proper control on Construction.

6.4 QC Engineer/Inspector
QC Engineer will manage and coordinate the inspection and testing in accordance with
ITP and responsible for ensuring all the activities are carried out as per this method
statement, manufacturer recommendation. He shall ensure the controlled copies of the
drawings only using at site, which are issued to the site supervising team. He is
responsible for reviewing WIR for all the related day to day activities at site as per the
approved ITP and attending all the required day to day inspection along with Project
engineer, site engineer and the engineer’s representative for approvals.
6.5 Site Engineer, Supervisors & Foreman

Site engineer, supervisors & foreman is responsible for ensuring that the workforce
is aware of the quality control procedures and safety requirements and responsible
for executing the works as per approved IFC drawings/ SD, project specification and
method statement. Site Engineer will raise Work inspection request (WIR) to the QC
dept. at appropriate stages of the work as per approved ITP. WIR’s should be raised
at least 24 hours in advance to the required time of inspection. Site engineer is also
responsible to fill the inspection checklist and handover to QC Inspector.

6.6 MEP Coordinator :


MEP Coordinator is responsible for execution of the activity in accordance with the
manufacturer recommendation, MS and HSE plan. He is responsible for preparation
for preparation of job safety analysis and application for work permits if required prior
to commence of Installation of UPVC Conduits/sleeves for Electrical Services. He will
ensure the approved materials being used at site and conducting necessary tool box
talks and training to crew and responsible for ensuring all the activities are carried out
as per this method statement, manufacturer recommendation. He shall ensure the
controlled copies of the drawings only using at site, which are issued to the site
supervising team.

6.7 SURVEYOR

Surveyor is responsible to ensure the location, levels and alignment of each concrete
element and shall comply with approved IFC drawings, project specifications & related
Authority Drawings and also responsible for internal coordination with Site execution
team about day to day survey activities. Site Engineer is responsible to confirm the co-
ordinates, levels are as per IFC drawings
6.8 HSE ENGINEER & OFFICER

HSE engineer is responsible for ensuring the activities are carried out as per project
specific safety plan and regulations and all the works shall be executed as per approved
HSE plan and work permit.

7. MATERIALS:

Materials shall be brought to site along with proper documents such as delivery note
Materials to be supplied to site as per daily requirement.
A. UPVC pipes & fittings.
B. UPVC Adhesive Solvent.

8. PROCEDURE:

8.1. Materials Handling and storage:

8.1.1 On receipts of the UPVC Conduits/Duct pipes at site, necessary precaution shall be
taken for unloading, shifting and storage.
8.1.2 All UPVC/Duct pipes and fittings delivered at site shall be carefully off loaded by
adequate manpower and equipment in such a manner that no damage to materials will be
experienced.
8.1.3 UPVC/Duct pipes/conduits and fitting shall be stored in shaded area and not expose
to direct sunlight to avoid discoloration of the materials, all conduits sections which have been
discolored became of exposure to sunlight shall not be used.
8.1.4 UPVC/Duct pipes/Conduits shall be stacked on a flat surface, free from any sharp
objects and shall be given adequate supports at all times. Keep the materials supported by
timber or concrete pad.
8.1.5 Necessary material inspection need to be carried out for the UPVC/Duct pipes/
conduits. If any UPVC pipes and fittings found defective/damaged should raise comment/NCR
to supplier to comply the comment and separate the damage/defective material from good
material.

8.2 Installation of UPVC/sleeves/Conduits

8.2.1 Ensure that the work area is ready and safe to start the installation of UPVC/sleeves
conduits for electrical services.
8.2.2 Prior to start the installation, refer the approved shop drawings related to the area and
services of installation and ensure required material is available at site as per approved
material submittals.
8.2.3 Separate conduit/sleeve shall be provided for each Electrical system.
8.2.4 Mark the location of the UPVC sleeves at the wall as per drawing and level with spirit
level.

8.2.5 Install the UPVC/sleeves/conduits utilizing the steel reinforcement’s as supports by


using necessary binding wires.
8.2.6 The concealed Conduiting of slab/wall/ raft/ screed or any other concrete structure
should be securely fastened with binding wires to reinforcement rods or shuttering to with
stand concrete & screed pour.
8.2.7 The jointing of UPVC/sleeves/conduits shall be done with suitable approved couplers
and solvent cement. The UPVC conduits shall be bonded tightly to the couplers
8.2.8 Both the joining ends of conduits will be cleaned from inside as well as from outside
by using solvent cleaning fluid and wipe it with clean rag to make it dry.
8.2.9 A thin layer of solvent cement is applied to the inner surface of the coupler.
8.2.10 Pushes fit the conduit ends fully in to the coupler by slight twisting action & remove
the spilled or surplus solvent cement from around the joint. Make sure the conduit has entered
fully in to couplers.
8.2.11 Make sure that the joint is tight enough and joint is not detach

8.2.12 Approved connectors / adapters will be used for connections to couplers.


8.2.13 All bends of UPVC Conduiting will be made by using correct size of bending spring
Ensure the radius of any conduit bend shall not be less than four times the outside diameter
of the conduit to satisfy the easy cabling / wire pulling requirements. To facilitate easy cabling
/ wiring sufficient pull boxes / junction boxes will be provided in all Conduiting. At least one pull
boxes shall be provided on every two 90° bends.

8.2.14 Close bunch of UPVC/sleeves/conduits shall be avoided to maximum possible extent


8.2.15 Sufficient gap shall be provided between conduits at cross-over locations.
8.2.16 Ensure all open end of the conduit are covered properly before concrete pouring.
Also ensure caps are provided for unused knock out holes where blanks have been removed.
8.2.17 During construction the conduit ends shall be covered to prevent the Entry of rubbish
materials.
8.2.18 After completion of Conduiting installation for any portion, the area will be cleaned
properly by removing all surplus material, construction scrap material etc., to leave the area
in clean and tidy condition prior to concrete pour.
8.2.19 All the conduits/sleeves shall be checked, cleaned & covered.

8.3 Installation of Underground UPVC sleeves/Conduits/Duct pipes

8.3.1 Ensure that the work area is ready and safe to start the installation of underground
UPVC Duct pipes/conduits for electrical services.
8.3.2 Prior to start the installation, refer the approved shop drawings related to the area and
services of installation and ensure required material is available at site as per approved
material submittals.
8.3.3 Separate Duct pipe/conduit/sleeve shall be provided for each Electrical system.
8.3.4 Mark the location of the UPVC Duct pipes/sleeves at the floor as per drawing and start
excavation upto required depth as per drawing.
8.3.5 Provide the sand bedding before Installation of UPVC Duct pipes
/sleeves/conduits/Duct pipes as per Approved drawing.
8.3.6 The underground UPVC Duct pipes should be concrete encased Duct Bank where
there is Road crossing and at their top surface will be painted by Bitumen primer (Black color) and
start backfilling and compaction layer by layer and provide/lay the warning tape as mentioned in
Approved drawing
8.3.7 The jointing of UPVC Duct pipes shall be done with suitable approved couplers and
solvent cement. The UPVC conduits shall be bonded tightly to the couplers

8.3.8 Both the joining ends of UPVC Duct pipes will be cleaned from inside as well as from
outside by using solvent cleaning fluid and wipe it with clean rag to make it dry.
8.3.9 A thin layer of solvent cement is applied to the inner surface of the coupler.
8.3.10 Pushes fit the Duct pipe ends fully in to the coupler by slight twisting action & remove
the spilled or surplus solvent cement from around the joint. Make sure the Duct pipe has
entered fully in to couplers.
8.3.11 Make sure that the joint is tight enough and entry of water in to the Duct pipe through
joints is not possible.
8.3.12 Approved connectors / adapters will be used for connections to couplers.
8.3.13 All bends of UPVC Conduiting will be made by using correct size of bending spring

8.3.19 All the Duct pipes/sleeves work shall be inspected /checked, cleaned & covered.

9. SAFETY REQUIREMENTS AND PRECAUTIONS:

 All works shall be carried out as per the approved Construction Health and Safety
Plan(CHSP)
 Prior to commencement of any activities, the workforce will receive a safety induction
and toolbox talks will be carried out on a regular basis to emphasize the project site
safety requirements.
 Prior to the commencement of work, all site equipment and power tools shall be
inspected and confirmed fit for use by contractor Safety Representative.
 Site Engineer will ensure that all involved personnel are briefed on the nature of work
and associated hazards, and to always verify the compliance with the required PPE
for the work during construction activities.
 Regular compliance inspections by the Site Engineer and HSE department will take
place throughout the works.
 During night work, a suitably trained supervisor will be on site throughout the work
duration and adequate lighting shall be provided.

 All site activities involving workers and operators at exposed areas during hot
weather season shall adhere to the control measures as per the project heat stress
program me and local regulations and law.
 Emergency response plan procedures shall be strictly followed in the applicable
events; a competent emergency responses coordinator will be nominated for the site;
while first aiders and fire wardens will be deployed, assembly and muster points shall
be clearly identified, and fire drills will be conducted regularly.
 No specific environmental hazards identified outside the scope of the Construction
Environmental Management Plan.
 The Site-Specific Risk Assessment is attached.

10. HOUSEKEEPING:

 Workplaces where MEP personnel are working will be cleaned from the scrap
materials derived from their work ensuring clean and healthy work environment as well
as to maintain free access and egress in the event of emergency.

13. QC DOCUMENTATION & RECORDS:

Documented information required by the project Quality Management System shall be


controlled. We will ensure that it is adequately protected (e.g. from loss of confidentiality,
improper use or loss of integrity).
We will plan, organize, control, and execute all work in accordance with approved Quality
Plan(s), Inspection & Test Plans (ITPs) and documented procedures. We are having approved
project-specific Quality Plan, Inspection & Test Plans (ITPs), and procedures in accordance
with the latest version of ISO 10005 (Quality Management - Guidelines for Quality Plans) and
this Schedule.
The Procedure already addressed but will not be limited to: • Document numbering system; •
Document revision control; • Document status; • Correspondence numbering system; •
Documents and correspondences logs/registers; • Process of documents preparation, review
and internal approval; • Process of documents review and approval by the NEOM
representative; • Templates and forms; and • Filing system and archiving.
The latest revision of the Contractor's Quality Manual and applicable Quality Plans and all
referenced documentation shall be available for the NEOM Representative’s use at the
Contractor's design, procurement, fabrication, and installation or construction locations.
Reference documents include all those contained in drawings, specifications, and procedures
for the inspection of equipment and materials to be fabricated or constructed at the applicable
site.
1. All Inspection & Test Record log shall be maintained by Shapoorji, and Log shall be
shared to consultant on weekly basis.
2. Weekly WIR / MIR Loga update shall be submitted along with Weekly QC Report.
3. Daily QC Inspection Schedule & QC report shall be submitted on timely manner.
4. 2 Week look ahead inspection schedule shall be submitted.
5. All Calibration logs shall be updated for the measuring apparatus or testing equipment
using at site.
6. Weekly Quality Highlights shall be implemented along with Lesson Learnt Log.
7. All Lab Test Reports shall be submitted through Aconex on timely manner.
8. All stages of work are inspected and witnessed in accordance with approved drawings
9. All materials to be used or installed to be approved and inspected by the
Consultant/client inspector prior to installation.
10. All test and inspection are recorded and documented properly.
