III.1.1 Sub-Sector: EDUCATION

III.1.a Situational Analysis: Elementary and Secondary

The Municipality of Argao has 43 public elementary schools, 4 public primary

schools and 9 public secondary schools. Complementing the public schools are the 3
private elementary schools, 2 private secondary schools and 1 preschool. With the
institutionalization of Kindergarten Education into the Basic Education System R.A. No.
10157 otherwise known as “An Act Institutionalizing the Kindergarten Education into
the Basic Education System and Appropriating Funds Therefor,” all public elementary
schools in the municipality are offering kindergarten classes to cater the 5 year old
school children.
For school year 2018-2019, there are 1,152 pupils enrolled in Kindergarten,
10,212 pupils in elementary and 6,835 students in the public secondary schools. In the
private schools, there are 141 kindergarten pupils, 307 elementary pupils and 465
secondary students. Public schools enrolment manifested a decrease of (-) 1.89 % for
the elementary and an increase of (+) 113.26 % in the secondary compared to the
previous school year 2017-2018.
Elementary teacher-pupil ratio is 1:41.03 and1:26.09 in the secondary. The
rainbow spectrum reveals the need of more teachers in the elementary. Classroom-
pupil ratio is 1:31.65 in the public elementary and 1:44.10 in the public secondary. This
signifies that more classrooms are needed and with the institutionalization of
Kindergarten in basic education, this also means additional classrooms to be
constructed with provisions for 5 year old pupils. The public schools in the municipality
still need more science equipment and laboratories to improve their knowledge and
skills in Science. Sports facilities and equipment are also very important in honing the
talent of our young athletes. The increase of enrolment in every level, the
Institutionalization of Kindergarten and the implementation of K to 12 Program
collaboratively point to the need to purchase additional textbooks in all levels. Although
the enrolment is continuously increasing, participation rate is decreasing in secondary
level. This can be attributed to the economic/financial constraint. Some students are
forced to work for a living and even others serve as the bread winner of the family. The
Alternative Learning System of Municipality of Argao also provided alternative
opportunities to our less privileged school children to acquire education. The ALS
offered various programs from literacy to livelihood. This is to ensure maximum
participation among all learners.

III.1.b Situational Analysis: Higher Education

The Municipal Government is true to its commitment to help the poor but
deserving students has been extending financial support through its Special Program
for Employment of Student (SPES) and Argao Tertiary Education Scholarship
Assistance Program (ATESAP). The number of students accommodated in the
program has increased every school year.
The Municipality of Argao has one (1) government-operated higher learning
school. The Cebu Technological University Argao Campus (CTU-AC) is located on a

more or less 4 hectares lot at Barangay Lamacan, Argao, Cebu. It offered courses like
Bachelor of Science in Education, Bachelor of Science in Forestry, Bachelor of Science
in Agriculture, Bachelor of Science in Hotel and Restaurant Management, Bachelor of
Science in Industrial Technology and Bachelor of Science in Industrial Engineering.
