CHAPTER I
INTRODUCTION
I. Rationale
As poverty being one of the social issues in our country, the Pantawid
Pamilyang Pilipino Program (4Ps) “gives fish” but does not “teach the poor
how to fish”. When we talk about aiding the current group of poor Filipinos,
this adage should not be taken seriously. Only 10% of the adult members of the
4Ps have a high school diploma, so we should take this into consideration
before we decide to "teach how to fish" or provide jobs in place of financial
transfers. They lack the human capital (educational attainment,
entrepreneurial knowledge, and skills) necessary to sustain productive forms
of self-employment or livelihood, which prevents them from being employed in
well-paying occupations (which typically demand a high school certificate).
Being one of the members and beneficiaries of this program, we wanted to
explore the advantages of the 4PS to the people of Sabang Calabangga Camarines
Sur. This program helps family members to talk openly about issues and come up
with solutions that are beneficial. The assistance that we get help us in our
daily problems in providing the basic needs of life. This has been incredibly
helpful not just for a family, but also for a student. Providing them with the
resources to assist with their studies.
II. Setting
The Pantawid Pamilya Pilipino Program (4ps) provides support for those
families who are experiencing the adversity of life. It aims to provide
assistance or conditional cash for their health, nutrition, and education. A
plan for alleviating poverty and investing in human capital that gives
advantages to poor households, for a maximum period of 7 years. Has been
signed into law as republic act no. 1131, Via a standardized targeting system,
qualified household beneficiaries are chosen. The following criteria must be
met in order for households or families who have been classified as being poor
or near poor to be eligible for the program. At the time of registration, you
must be (a) with a family member who is 0–18 years old or (b) with a pregnant
family member. The standardized targeting technique automatically includes
farmers, fisherfolk, homeless families, indigenous peoples, informal settlers,
and those who live in geographically remote and underprivileged locations. The
Family Development Sessions (FDS) are a monthly parent group activity that the
primary grantee(s) of the household, (typically mothers) attend in order to
improve their parenting skills and motivate them to become more engaged
members of society. The two 4Ps impact evaluations completed in 2012 and 2014
revealed that beneficiaries of the program who are working adult household
members outnumber non-beneficiaries and are more likely to be searching for
new employment. This is in line with international research from other
conditional cash transfer (CCT) programs that shows that providing cash
transfers does not have an adverse effect on the poor's ability to participate
in the labor force. We should be aware of any prejudice that can lead us to
believe that the reason the poor are poor is because they are unwilling to
look for and perform actual labor. Most of the time, the poor are unable to
attend school (only 10% of adult 4Ps members have completed high school),
which results in a low level of productivity and an inability to obtain well-
paying, stable employment.

financial assistance?
c) What are the good impacts of 4PS in the selected families in Sabang
calabanga?
This study assumes that the “Pantawid Pamilyang Pilipino Program” has a good
impact to the lives its beneficiaries, giving them the enough support or
assistance in providing their basic needs provide for their daily needs. The
burden of the Filipinos has been reduced, and because of the 4PS, they will be
able to finish their children's education. As we can see, this program has a
lot of achievements. It helps a lot of Filipinos in identifying problems and.
Even if they only get a small salary or they don't have a permanent job
because of the “pantawid pamilyang pilipino program”(4PS) they can address
risks, poverty, health issues, and educational challenges in the life of
Filipino people. Furthermore, this study assumes that the Pantawid Pamilyang
Pilipino Program (4Ps) has very high impact to its beneficiaries in Sabang
Calabanga in which the program has the great achievement in the goals of
obtaining registered beneficiaries of a better life. The Pantawid Pamilyang
Pilipino (4PS) management , should broaden and continue their program and give
more assistance to those poor people who are not currently member of the
program.
1. The 4Ps program will be able to provide positive results for the people
living in Sabang Calabangga by providing them with access to basic needs
such as food, shelter, and education, as well as financial assistance to
help them improve their quality of life. This program can also help
improve the economy of the region by creating jobs, increasing the
number of skilled workers, and providing financial support for small
businesses. By helping the people of Sabang Calabangga become self-
sufficient, the 4Ps program can help create a brighter future for the
people living in the area.
2. This program offers a path out of poverty and allows people to become
more self-sufficient and live better lives. It also helps to reduce
inequality and provide basic needs to those who need it the most. By
providing access to essential services and cash assistance, the 4Ps
program will help improve the overall quality of life of the people
living in Sabang Calabangga.
3. The people living in Sabang Calabangga will benefit greatly from this
program, and thus they are likely to cooperate and comply with its
implementation, as they understand the benefits it will bring them.
The following has been excluded from this study those who do not not are in
the higher household is on above or higher condition in terms of income,and
those who can provide or support their families basic needs in terms of
health, nutrition,and education
Significance of the Study
The target people of 4ps is those who don't have financial stability. This are
the people who don't have the courage to sustain a family need, and also a
person or a family who are suffering in a poverty. The significance of 4Ps
(Poverty, Participation, Peace, and Prosperity) program helps poor families
with their basic needs while also providing them with opportunities to improve
their economic prospects. A family that is a member of 4PS is significant as
it can provide important insights into how 4PS may benefit or disadvantage
members of a family and also it helps in a various ways. First, it provides
cash grants that can be used in basic need such as food, clothing, and school
supplies. And second, it provides health insurance, which can be used to
access healthcare services such as vaccinations, check-ups, and
hospitalization. It may also benefited by a person who don't have courage to
continue in college because it provides educational grants which can be used
to pay for school fees and supplies. The 4Ps is an important concept for
unemployed persons. It helps the unemployed to plan ahead, so they can make
the best use of their time. An Unemployed person that can build skills and
knowledge needed to secure a job. It encourages unemployed persons to think
strategically about their job search and create a plan with short and long-
term goals. It also helps them to identify opportunities and develop skills
that can help them to have a job. And also the 4Ps provide unemployed persons
with the motivation to stay focused and continue to search for employment.
Studying the impacts of 4Ps in the benificiaries of Sabang Calabangga,
Camarines Sur is an important because it can help the community to gain
insight about poverty and how to effectively address it. The 4Ps is a
government assistance includes providing access to health care, education and
employment opportunities." By studying the impacts of 4Ps in the benificiaries
Sabang Calabangga, Camarines Sur, the government can gain a better
understanding of the local population's needs and develop more effective
policies and programs to combat poverty. And also the study could help
identify areas of improvement and suggest new approaches and strategies that
could help reduce poverty levels in the area.
