COMMITMENT TO PUBLIC INTEREST

 HOW CAN YOU SHOW YOUR COMMITMENT TO PUBLIC INTEREST?

When I was given the opportunity to work in the government, I was very

thankful and glad and at the same time frightened that I might not be able to

perform my task and duty well as people expect me to. But then, thinking the

trust they had given me, this serves a motivation for me to do my job well by

setting aside my personal interest and always put first the public interest in order

to render the best service I can to the people.

Appreciation and taking care of the government properties and supplies is

one way of showing my commitment to public interest. Treating them as my own

and using them properly and carefully so that it will last long and so that it will

always be available to use in serving the people with speed and accuracy at their

most convenient time. Also, by taking care of government properties and

supplies, I think we can help save the environment and at the same time we can

save some funds of the government, like recycling use bond papers and not

wasting it, we can save some trees, and using energy (electricity) efficiently by

switching off some lights or computers or devices not in used, we can help

lessen the greenhouse effects.

Government properties and supplies are for the people not for our

personal needs, so we have to care and use them properly.


PROFESSIONALISM

 HOW CAN YOU BECOME MORE PROFESSIONAL? HOW CAN YOU

IMPROVE THE WORK YOU DO IN THE OFFICE TO IMPROVE YOUR

SERVICE TO PUBLIC?

There was this chance that I got to attend a forum/seminar and when I

signed in a registration form, I’ve got to see the positions of the attendees and I

felt immediately that it seems that I don’t belong to the forum because I am in low

position but then I told to myself that I am glad that I have attended such forum.

Reflecting on my day to day doings, is one way to help me become more

professional and improve my work, thru this, I can think of what is wrong or

lacking to some works I felt am not good enough. In this case, I can do my work

better by refraining to do the unwanted deeds and change to good.

Another one is asking for client’s feedback by giving them client’s

feedback form, in this way I can know better what’s the client’s thought about

how I served them. Through this, I can set a little bit higher standard for me to

fulfill in order to improve my professionalism and work in the office to render a

more satisfying and service to the people.


POLITICAL NEUTRALITY

 HOW CAN YOU PUT INTO PRACTICE POLITICAL NEUTRALITY?

We all know at that during this time, politics have been so difficult to deal

with and kinda stressful. I can put into practice political neutrality by just doing my

job and with the guide of the rules and regulations of the Code of Conduct and

Ethical Standards of the Civil Service Commission. Reminding myself always to

serve anyone humbly, whatever his/her party affiliations and by being

professional at all times. And maybe being not aware of who the people I served

and dealt with helped me a lot.


JUSTNESS AND SINCERITY

 CAN YOU RECALL AN EXPERIENCE WHEN YOUR HONESTY WAS

TESTED? OR WHEN YOU BECAME A VICTIM OF DISHONESTY? (YOU MAY

WANT TO SHARE YOUR EXPERIENCE(S) WITH A COLLEAGUE).

I can still remember when I worked at a company outside the country, and

I was still a newbie back then, there was an incident when I left an item in our

locker room and forgot to bring home. And the next morning, I asked the security

personnel, if there was anyone who surrendered an item (because that was

supposedly the practice and the rule if someone left an item/thing, surrender it to

the security personnel), but then they said no one. And I said okay, and I forgot

about it already because it’s not a big deal anyway. But then after quite

sometimes, the security personnel approached me and said they’ve checked the

CCTV footage, and found out who took the item and consumed it. And the next

thing happened was really unexpected to me. I didn’t know that the person/s

involved have been watched before I came to the picture, it’s just that no one

pursues a complain something like that. And the next thing happened, they got

terminated immediately right after the security personnel convinced me to just

complain. And I heard they were also handed to the police. And then I became

the talk of the company branch.

1. What can you conclude from your story or experience?

 Well, I can say that it was a bit harsh, because it is just a little thing and

boom, the persons involved was being terminated, but then when I started

working in that company, they told us about honesty as well during our
orientation. Either small or big things, big deal or no, taking things of what

is not yours is stealing, not being honest to what you are doing is cheating,

and that when a small thing become a big deal. When someone cannot be

honest in a small thing, how can the company trust them, right?

2. What can you say about honesty? About being just and sincere?

 Honesty is the best policy as the saying goes. Being honest is I think the

basis of trust. If someone can’t be honest, how can they be trusted? There

will always be doubt in everything they do and say. Like when you found

out someone is cheating or stealing in work, the effect would be whenever

something is missing, you cannot erase in your mind not to doubt that

person. “Parang sa pagibig, kapag niloko ka na minsan, hindi mo na

maiaalis sa isipan na hindi ka na lolokohin muli, hehe”.

 So, whatever we do, put your heart into it. Do things right and sincerely

with all your heart, and that you’re the one who will be benefited after all.

It’s really satisfying and really feels great when you do things right and

sincerely.

3. How can you show justness and sincerity in the performance of your work?

 Appreciation of my job and doing my work with all my heart are some of

the keys to enjoy it. If I love my work, there would be no room for

complains. There would be less stress. I can serve my clients sincerely

and satisfy them with the service I rendered.


RESPONSIVENESS TO THE PUBLIC

 The phrase states that the farm laborer is truly the one earning very little. That

they are the one who exerts more effort are the one gain less and the capitalist,

oligarchs are the one earning a lot.

 HOW CAN YOU SHOW RESPONSIVENESS? WHAT REALIZATIONS DID YOU

GAIN FROM THIS SESSION? LIST DOWN BELOW YOUR ANSWER.

I can show my responsiveness by attending immediately to the walk-in

client, asking what and how can I help them and respond immediately to what

they need. It’s like working in a retail store that you had to attend to a customer’s

query or something and respond immediately, that’s what personnel in a retail

store do to render a good customer service, same with the government, to render

an excellent service to the people, you had to deal with them with your best and

humble ability to provide whatever things they need when they come to your

office, although sometimes we had to deal with some difficult people, just smile

and be humble and help them instead.

Realizations:

 Rich are still the one who become more rich

 Farmers are still going through hard times even if they strive harder

because of capitalism, when they sell their produce products, the price is

very low and when the farmers buy from the market, the price is much

higher
 But then thanks to the government projects for the farmers like

machineries, free fertilizers and so on, that helps a lot to the farmers

 That the laborers and middle class are still earning just enough but most

of the time is not enough for their daily needs


NATIONALISM AND PATRIOTISM

MY FEELINGS AS A FILIPINO

Learning of what our heroes have fought for our country to achieve freedom from

the invaders, you will feel so proud of it. I am so proud to be a Filipino but sometimes

feel little bit shame. Why a little bit shame? Because thinking of our heroes had done for

our country, people these days is just throwing it away. We Filipinos are destroying our

country, instead of taking care of it, we are making our country fall, instead of lifting it.

Corrupt officials (puera de los buenos), self-centered leaders are the few who are

making our country’s reputation dirty and the world knows it. Luckily, there are some

Filipinos who lift up the country’s reputation through sports, pageants, entertainment,

etc., that makes Filipinos so proud.

SENSE OF PRIDE FOR HER KNOWING HOW “POWERFUL” FILIPINOS ARE

AS A PEOPLE? HOW WOULD YOU SHOW YOUR LOVE FOR HER? HOw

MUCH DO YOU CARE ABOUT HER?

I am always proud about the Philippines knowing its finest natural

resources, gifted people, especially when we talk about the achievement of our

fellows competing with other countries, the feeling is awesome. But when other

nationality talks about belittling our country, that would make me feel sad. I can

always show my love and care for her by being just a lawful abiding citizen, by
doing my duty as an ordinary citizen, by being a Filipino in thoughts, in words and in

deed.

Filipinos are very patient - We have so many OFW who

manage to work away from their families

Filipinos are great singers and dancers - We have so many artists that

conquer the international stage

Filipinos are family oriented - We Filipinos loves our families,

we can endure any hardships and uncounted

sacrifices for our families

Philippines has many breath-taking tourist destinations - Boracay is

one proof, El Nido in Palawan, Batanes


Island etc., foreign tourist come to visit these

places of our own

Philippines are very rich in natural resources - Foreign countries come to

dig our natural resources and even came to

invaded one of our islands because it is rich

in natural gas

Filipinos are very artistic - Filipinos are great song

writer, painter, designer, etc.


COMMITMENT TO DEMOCRACY

I. A NATION FOR OUR CHILDREN

There is one dream that all Filipinos share;

that our children may have a better life than we have had.

So there is one vision that is distinctly Filipino;

the vision to make this country, our country, a nation for our

children.

A NOBLE nation, where homage is paid not to who a man

is or what he knows, but to what he is and what he does.

A PROUD nation, where poverty chains no man to the plow,

forces no woman to prostitute herself and condemns

no child to scrounge among garbage.

A FREE nation, where men and women and children from all regions

and with all kinds of talents may find truth and play and sing

and laugh and dance and love without fear.

A JUST nation where whatever inequality exists is caused not by the way

people act towards each other but my differences in natural talents;

where poverty, ignorance, and hunger are attacked and every

farmer

has a land that no one can grab from him; every breadwinner,

a job that is satisfying and pays him enough to provide


a decent standard of living; every family, a home from which

it cannot be evicted; and everyone, a steadily improving quality of

life.

An INDEPENDENT nation which rejects foreign dictation,

depends on itself, thinks for itself, and decides for itself

what the common good is, how it is to be attained,

and how it costs and benefits are to be distributed.

An HONORABLE nation where public powers are used for the public good

and not for the private gain of some Filipinos and some foreigners;

where leaders speak not only well but truthfully and act honestly;

a nation that is itself and seeks to live in peace and brotherhood

with all other nations of the world.

I feel that I’ve been living a simple since birth. That I never tried to live in a

luxury life even once while others like some other government

officials/employee (puera de los buenos) are drowning into it.

living against the code of conduct.

I will continue to live my life low and simple as a government employee.

Case Study # 1

AN ISLAND FIRESTORM

Kailangang magsakripisyo para umasenso, ika nga ng iba. Pero kailangan ba

talaga? Kagaya nga ng pagdevelop ng isang lugar, do we really need to compromise

our environment just to obtain it? Hindi ba pwedeng sundin ang mga dapat at tamang

patakaran para makamit ito lalo’t kung ang pagdevelop na ito ay hindi naman talaga

kailangan? Well, those are some questions playing in my mind after reading the case.

Well. If I were the official concern, I will try to solve the problem with the help of

other agency concerned and try to find a long-term solution for the problem. I will make

sure that the island will be clean thoroughly before opening to the public again. I will

encourage the business establishment to follow the protocols and regulations of

business operations and make sure that they have to or else they have to charge for

penalties or worse close their business.

If I were the official concern, I will see to it that there is a proper place and facility

for waste disposal, if there is a need for recycling, then we have to recycle and try to
provide a recycling equipment, I will see to it that the agency concerned is doing their

job in making sure that environment will not be in at stake again. That no individual will

be in danger because of the kapabayaan ng mga opisyales ng gobyerno dahil lang sa

gusto nilang kumite ng pera. Dapat inuuna ang kapakanan ng mga tao at ng ating

kapaligiran hindi ng kung ano mang interes na pwede silang makalikom ng malaking

halaga mula sa mga negosyante or whatever na para lang sa kanilang sariling interes.

Case Study # 2

WANTED: DEAD HEROES

Kapag mahina ka or mababa ka, mag-aalangan ka talagang lumaban para sa

kapakanan ng mga taong nakapaligid sa iyo. Rick knows that their force is outnumbered

that is why he got anxious.

If I were Rick, I will get anxious also. Thinking if I will let them pass, perhaps I can

avoid trouble and conflict for the sake of my men. If I will not let them pass, probably we

might get into trouble knowing that they were fully geared and ready to fight.

But then, I will talk to them respectfully that what they have done is illegal, I will

explain to him even though the intention is good, still what he had done is against the

law, that he can never justify a bad deed. I will tell him that we cannot let him pass thru,

that we are only doing our duty, that he should know since he is a high-ranking officer. If

Alonzo won’t listen, I will report immediately to my commanding officer what is the

situation in my area. Maybe in that case, we can settle the situation.


Case Study # 3

WHAT ELSE CAN I DO?

This is one of the hard parts of being a righteous employee. When you are given

an order to do such things, especially if it is not right.

I would agree with Glenda. Why? If I have no other way to stop such rush

decision compromising the people and the environment, I will do it. But of course, it will

take enough courage to do so, it might even get her into trouble. But then, if someone

knows about it, maybe we can solve the problem, it might even result to a better one

because through this she might buy sometimes to do the study about the location, may

come up to a good suggestion or solution not to destroy the environment and not to put

the people in harm while the mining company is operating..

I don’t care about the whistle blowing to the media as whistle blowing to an

elected national official, all I care is for the good of the people and for the environment.

If whistle blowing means to prevent a great danger and harm to the people and to the
environment, then be it. Maybe I can hide my identity to secure myself from danger

when I’ll do it. Or maybe I’ll just let slide, what do you think?

Case Study # 4

PICK ME UP

We all know that accepting gifts direct or indirect is a violation of RA 6713,

however there is a provision that you can accept gifts that are nominal or insignificant.

The problem is that we wouldn’t know how much is inside the envelop.

If I were Ronnie, I would pick-up the envelop and immediately run to Ms. Santos

and return it back, and would say “thank you for her thoughtful act but I cannot accept

this. It’s my pleasure and to serve you and other people who needed my service. Till

next time again Ms. Santos”.


Case Study # 5

BRING HOME OFFICE GOODIES

I have watched partially in youtube an interview of the late senator Miriam

Defensor Santiago. That part was about the un-spend fund of her office when she was a

newly elected senator. She said in the interview that she will return the un-spend fund

but then she was criticized by other senators. Senator Miriam thought it is the taxpayer’s

money, so it should be returned.

I agree to Cynthia. She will maybe criticize, become the “kontrabida” or whatever

because of doing the right thing. But she’s right, stealing is stealing even if it is small.

It’s the taxpayer’s money so we should use the supplies for them not for ourselves. But

then, we may also say that we are also taxpayer, well that I cannot answer, but I will still

agree that we should use our supplies for the people.


Case Study # 6

MORE THAN JUST CASINOS

Hindi naman na lingid sa atin na ang PAGCOR ay isang gaming and leisure

activities venue na maraming natutulungan. Bagamat isa itong legal na pasugalan,

maraming tao din ang nakikinabang sa buwis na ibinabayad ng corporation na ito.

I have not yet in to casinos but what I know is that most people that go there are

rich. So, for me it’s fine for them to attend to casinos, they just need to have discipline in

this kind of leisure activities, I guess they needed it anyway for them to relax, and its

legal. But it doesn’t mean it is moral I guess, I don’t know. I can just let the people

concern to argue about it, because when we talk about morality, it is a different story

already.
Case Study # 7

I CAN AFFORD ANYWAY

I actually laughed when I read the story. I strongly disagree on her opinion

regarding wearing some flashy jewelries and clothes. Even if she’s not a government

employee, wearing so much jewelries? Nah, I find it funny. For what? Para

ipangalandakan na marami siayng gamit? Okay, but it’s kinda irritating to the eye. A set

of jewelry a day, pwede, but more than that, thanks but I am not into it even if I have

more than more than 1 set of jewelry. She can wear them one at a time anyway, why

must wear at the same time? See, I cannot understand why does she need to wear like

that.
Case Study # 8

GIFTS GALORE

In this case, I think both have a point. Adora has a point regarding the RA 6713

on the provision of nominal of value. But Josie is right also that receiving gifts is against

RA 6713.

RA 6713 clearly states that public officials and employees shall not accept direct

or indirect gifts from any person in the course of their official duties. So, in any way,

Adora should not accept anything from any person in the course of her official duties.

She should have asked them to deliver to her house, just kidding. She should have just

said thank you to them for their thoughtfulness but she cannot accept those gifts

because it is against the law. Maybe for one time, it would still be okay, but if its

frequent already and become a habit accepting gifts, then it is a violation already.
Case Study # 9

FOR OFFICIAL USE ALSO

If I happen to see upon a government service vehicle parked in places where I

least expect a government official may transact business with, I will just ignore it. I will

just think that maybe that government official or employee has an official transaction

there. But for the benefit of my doubt, maybe I will try to investigate a little if why a

government vehicle is being parked there. I will not report to the ombudsman either

because you have to have a strong evidence and the courage to do so. I will just pray

for that employee or official to enlighten their mind to do the right thing.
Case Study # 10

HE DOES, I DO

I think it would be really unfair when the boss is always late also and the leave

credits is in-tact. Okay, when the boss was still as Roy’s position, he worked hard to

achieved where he is now, that doesn’t mean that he should come to work late, beside

of having a service car, he also have a high salary, the more that the boss should not be

late. He worked on Saturdays and Sundays sometimes, that would still be fine because

as a government employee, he should work beyond working hours if needed. That was

indicated in the pledge of government employee.

As to Roy, he knew he lives far from work, he should go to work earlier than his

usual routine in order not to be late. Even if his late will be deducted from his leave

credits, still he should try harder not to be late.
