1. INTRODUCTION

Effective and efficient University-Industry Linkage (UIL) is necessary for


knowledge and technology transfer from university to the industry. Today, the
interplay between universities and industry becomes an indispensable
phenomenon to bring about comprehensive development among stakeholders.
Industries need highly qualified graduates from universities. Equally,
universities are expected to produce sufficiently equipped graduates with
various skills and conduct highly valuable research and make them avail for the
consumption of industries. Therefore, Universities should work together with
industry to update and upgrade curriculum to ensure students graduate with
relevant skills for the workforce. These activities will become effective and
practical based on cooperation and integrated efforts on the side of different
stakeholders. Thus, creating links between university and industry traced on
mutual benefit in turn upgrade the life standard of the society.

In many parts of developing nations including Ethiopia, industries foster


functioning on traditional trade based. They seldom show immediate progress,
which many nations are in need of such swift and sustainable development now
a day. It is because, as mentioned before, industries are not pursuing outcomes
based on researches that come out from universities. The gap here is, thus,
absence of channel between these two huge stakeholders. If once formal
technology transfer channel is established, the cooperative work between
university and industry will be up lifted. The main responsibilities of the
university would be, therefore, take initiative and work across the linkage for
effective knowledge and technology transfer.

The Ethiopian government has taken measures to strengthen the University-


Industry Linkage so as to bring the required economic development. The
adoption of the FDRE Science, Technology and Innovation Policy in 1993 is
one of the measures taken by the Ethiopian government. As indicated in section
2.3 of this policy document, among others, the policy has the objective of
strengthening linkages among the different actors in the national innovation
system. Section 3.7 of the same policy document also identified the core actors
in the national innovation system consisting of universities, research institutes,
TVET institutions and industry.

To achieve the intended objective, as stated in section 4 of the policy document,


the core actors are obliged to contribute their part in the implementation of the
policy. Despite this, university-industry linkage in the country is at its infantile
stage. As provided in section 3.7, the strength as well as effectiveness of this
linkage largely depends on the actors’ tendency and capability to be involved in
activities dealing with technology and knowledge transfer. However, as far as
technology learning is concerned, the current situation of our country confirms
that universities are not taking the leading role and are lagging behind the
industries. Nevertheless, though they fail to play an entrepreneurial role so far,
our universities are reorienting and aligning themselves towards industry
linkage. By strengthening their linkage, they are required to focus on
contributing to capacitating the productivity of manufacturing and service
providing enterprises.
In response to the call, Dilla University has established University-Industry
Linkage and Technology Transfer Directorate Office (hereinafter the
‘Directorate Office’). Some of the main duties and responsibilities of the
Directorate Office are industrial internship, Externship and Educational trips,
industry cooperative research, industry sponsored research, internal and external
industry initiated consultancy services, industry based curriculum development,
technology transfer, and facilitating for patent and licensing.

There is therefore a need to establish Sciences and Technology Park (STP) at


Dilla University to realize these objectives. Ivan Stanković et al (2009) revealed
that, STPs are sources of entrepreneurship, talent and economic development of
countries. They are the key to the stimulation of economic progress in a
country, as well as to the improvement of the global knowledge-based
economy. Specially, when the state administration, universities and private
companies intersect in the same location, then the science and technology park
creates the environment which promotes collaboration and innovation, and
encourages development, transfer and commercialization of technology. It is
also increasingly recognized that universities should play a pivotal role in
applying research and innovation to address socio-economic problems and
promote innovation for economic growth by forging strategic partnerships with
the productive sectors of the economy and national innovation systems.
In sum, establishing STP plays an important role acting as a catalyst in realizing
the under listed activities:
 Enabling the University to establish technology innovation and transfer center,
research commercialization and the creation of innovative enterprises.
 Allowing the university to establish linkages with various industries that
integrate knowledge of various actors (academics, researchers and industries).
 Facilitating quality and practical oriented teaching-learning, demanded driven
and market oriented industry based research and consultancy service that
contribute to the national development agendas.
 Enabling the university to host conferences, seminars, workshops, practical
visits, event organization University-Industry relationships.
 Supporting small and medium scale enterprises in preparation of business
plans, fundraising, marketing and business related training services,
mentoring, advisory services, entrepreneurship and counseling.
 Encouraging innovation and creating a favorable economic environment.
 Stimulating the establishing and financing of new companies.
 Establishing the economy based on knowledge and innovation.
 Enhance dissemination and utilization of research findings and innovations
emanating from the universities.
 Enable universities to access resources available in the private sector.
 Provide platforms for consensus regarding policies on strategic areas of the
economy.
 Encourage pooling of human, physical and financial resources.
 Provide an opportunity for identifying community needs and enhance the
capacity for community involvement and improvement in the industry sectors.
2. VISION, MISSION AND VALUES
Vision

The vision of the Directorate Office is to be one of the centers of excellence


in Ethiopia under the industrialization strategic framework in the area of
innovation, technology transfer and consultancy services by the year 2023.

Mission

The mission of the Directorate Office is to promote and enhance industry


related problem solving researches, innovations, technology transfer and
consultancy services that shall cater to the development needs and policy
imperatives of the country. It has also the mission to promote and facilitate the
commercialization of the university technologies for the benefit of the industry,
the university and the public.

Consultancy Service and Research Team

1. The Science and Technology Park shall have an ad hoc Consultancy Service and
research Team that should be established wherever necessary.
2. The Consultancy Service/research Team shall have a minimum of three members
selected by the V/Director for STT through an open competition. In selecting the
team members, the V/Director for STT should take into account the subject
matters of the requested consultancy service/ research, qualification, competence,
and experience and his/her pre-involvement in the initiated project.
3. The Consultancy Service/ research Team shall have the duties and
responsibilities to:
a) create and continuously build a conducive environment stimulating the
provision of quality consultancy services;
b) ensure that the consultancy activities focus on the client priority needs;
c) ensure that the Office always keeps abreast national and international
developments and position itself to respond effectively to the client’s needs in
consultancy services;
d) prepare plans and budgets for its functioning, and ensure their implementation
upon approval;
e) Conduct the consultancy/research works as agreed with all due care and
diligence to the best of their abilities;
f) Prepare and submit progress reports and final reports to the Office as per the
consultancy/research agreement;
g) Discharge any other related duties and responsibilities as may be required by
the Office.
4. The Consultancy Service/research Team shall have the rights to:
a) Obtain remuneration (70% of the fund released for the consultancy) for the
consultancy service/ research rendered as per the agreement entered with the
Office;
b) A teaching load reduction of three equivalent lecture hours. This is applicable
to each member of the team and only when the required consultancy
service/research takes more than three months.
5. The Consultancy Service/research Team should be disbanded upon completion of
the tasks for which they were set up or when they fail to comply with the terms of
the contract.
6. The Consultancy Service/research Team should be accountable to the V/Director
for Science and Technology Transfer.
