GENERAL RULES OF THE YOUNG GARDEN
DESIGNERS’ COMPETITION
Art. 1 - ORGANIZATION
Le Comité des Floralies (association declared in accordance with the law of 1901)
organizes an International Ornamental, Vegetal and Floral Exhibition under the
name of:
"13th FLORALIES INTERNATIONALES - FRANCE"
The exhibition will take place in the Parc du Domaine de la Chabotterie - Saint-
Sulpice-le-Verdon - 85260 Montréverd, from 17th to 26th May 2024, with the official
inauguration taking place on the afternoon of May 16th, 2024.
« Flower Games » is the unifying theme on which the entire conception of the next
exhibition and the ornamental variation of the concept will be based. An integral
part of all cultures, games are one of the oldest forms of human social interaction.
It captures the ideas and worldviews of a culture and nourishes future generations.
A true source of energy and positive emotions, it values challenge and self-
improvement.
This theme is also a nod to the current events of 2024, the year in which the Paris
Olympic Games will be held. The « Flower Games » theme is divided into 5
categories:
• Water games
• Childhood games
• Intellectual games
• Flower games
• Physical games
Each participant must be consistent with one of the categories specified above.
The Floralies Internationales - France will occupy an area of approximately 30
hectares, indoors and outdoors.
A total area of 2000m² will be reserved for the "Young Designers" competition.
The exhibition will be open to the public from 9.30 a.m. to 9 p.m. every day,
without interruption.

Art. 2 – INTERNATIONAL RECOGNITION


Le Comité des Floralies is a member of the International Association of Horticultural
Producers (AIPH).

Art. 3 – AIM OF THE EVENT


Le Comité des Floralies does not pursue any profit-making aim.
The Floralies Internationales - France are organized to promote the value of plants
in their great diversity by favoring professional relations.
They must also play an educational role with the public.

The Young Garden Designers' are intended to experiment with new landscape
practices, to initiate new trends, to introduce the world of gardening to the public
and to showcase their professional know-how.
The gardens will be integrated into the general scenography, inspired by the theme
"Flower Games".

Art. 4 – THE APPLICANTS


The Young Creators are about:
• Students enrolled in landscape or horticultural schools (training center,
horticultural or agricultural high school, landscape college, etc.)
• Young professionals from the world of landscape and horticulture
• Start-up companies in this field of activity (less than 1 year of existence at the
date of the garden's creation.
• This competition is also open to the foreign public in the same categories as
notified above.
The maximum age of participants in the "Young Creators" competition is 29 years.
Furthermore, an entry to the competition is made directly in the name of the
individual(s) taking part (maximum 4 participants per project).

Art. 5 – RESTRICTIONS
The following are excluded from the "Young Creators" competition:
• All presentations of artificial flowers
• All distribution of leaflets and catalogues
• Any direct sales
• Any presentation of various materials (bookshop, tools, treatment products,
etc.)

Art. 6 – REGISTRATION
Registration and participation are entirely free of charge for the Young Designers,
provided that they send their application to Le Comité des Floralies, before
September 30th,2023 and within the limits of the available spaces.

The final application form will be signed by each participant in the competition.
Registration implies that the candidates expressly accept, without any
reservation, the provisions of these rules.
In order to help the candidates of the "Young Designers" competition in the
elaboration and creation of their project, an allowance of 500 € is attributed
after validation of the project by Le Comité des Floralies. This grant will be
returned by the candidates if they do not produce the required documents
and do not carry out their design project.

Art. 7 – ADMISSIONS
Only those candidates who have submitted their graphic documents (plans,
models, etc.) for approval by Le Comité des Floralies before December 31st, 2023,

will be definitively admitted. The attribution will be done within the limits of the
available spaces and in connection with the theme "Flower Games".
Le Comité des Floralies decides on admissions, as well as on the allocation of
spaces, taking into account the consistency of the candidates' project with the
theme of the desired exhibition space. Placement in the competition area will be
organized by Le Comité des Floralies.

Le Comité des Floralies reserves the right to exclude any product or material that
is not related to the ornamental, plant, and floral sector and that is of questionable
interest for the exhibition.

Art. 8 – LOCATIONS
The dimensions of the plot are 5m x 5m, located on a grassy area with a flat
surface, north of the “Physical games" plot.
Le Comité des Floralies will allocate the plots.

The allocation is made considering as much as possible the wishes expressed by


the candidates and the theme developed.

The candidates are obliged to accept the designated sites. They may not modify
in any way the layout of the surrounding alleys; they must respect the general
outlook and comply with the instructions of Le Comité des Floralies.

Art. 9 – PRIZES - SPECIAL CONTEST


An official jury will reward the three selected gardens with three prizes:
• 1000 € for the 1st prize
• 800 € for the 2nd prize
• 600 € for the 3rd prize
There will also be a special public prize worth €300.
In addition to these prizes, trophies, medals, and diplomas will be awarded.

Art. 10 – JUDGING PANEL


The members of the Jury will be chosen from among French and/or foreign
professionals.
The work of the Jury will begin on May 16th at 9 a.m. and will end at 12 p.m.
The Jury does not have the possibility to modify the classification method
established by Le Comité des Floralies. Nevertheless, it may submit to the
Committee any proposal to increase the amount of the prizes for lots of exceptional
quality, within the limit of the prizes awarded to all the competitions in the section
being judged. The Jury's verdict is final.

Art. 11 – CONSTRUCTION OF THE STANDS


The space must be completed by 12 pm on May 15th, 2024.
The afternoon of May 15th will be devoted to cleaning and safety work.

No presence, other than that of the Jury, will be tolerated until the official opening
on 16 May 2024.
Further instructions will be communicated to candidates at a later date.
Le Comité des Floralies reserves the right to refuse plants or batches of plants
whose quality is deemed insufficient.

Art. 12 – MATERIALS - WATER - ELECTRICITY


Le Comité des Floralies will provide the basic materials necessary for the
presentation of the plots free of charge to the candidates, as far as it is able to do
so, and provided that a detailed request, using an appropriate form, reaches Le
Comité des Floralies before December 31st, 2023.
The free supply of grass is limited to 20% of the total surface of the plot.
Le Comité des Floralies may provide a water supply and an electricity supply free
of charge to the candidates, on request, after advice from the technical
commission.
Applications for connection must be sent to Le Comité des Floralies before
December 31st, 2023.Applications received late will be examined on a case-by-case
basis subject to acceptance by Le Comité des Floralies.
As far as possible, the exhibitor must ensure that water and electricity consumption
is kept to a minimum in order to avoid over-consumption or unnecessary waste.

Art. 13 – LABELLING
In the interests of uniformity, Le Comité des Floralies will provide each participant
with a panel bearing the names of the candidates. In addition, a plan of the project
and a front view will be displayed. No other advertising will be tolerated inside the
plot.
In order to ensure complete confidentiality during the jury's deliberations, the
names of the candidates on their stands must be obscured.
Any mark that could identify the participant must be concealed before and during
the Jury's proceedings, on the penalty of cancellation of participation in the
competition.
The labelling of the products exhibited and participating in the competitions will
be of particular interest to the Judges.
Each plant or batch of plants must be correctly labelled with its name and variety.
The plants or batches of plants participating in the competitions will be identified
by means of signs issued by Le Comité des Floralies. These signs must be collected
by the participant from the General Commissariat before 6.00 p.m onMay 15th,
2024 and must be put in place by him on May 16th, 2024, between 6.30 am and
8.30 am.
They must be removed from the stands by the participant between 1.00 pm and
3.00 pm on May 16th, 2024, for the inauguration. Any unidentified plot or
presentation cannot be judged by the International Jury.

Art. 14 – TRANSPORTATION
The transport of plants and materials is the responsibility of the participant.

Art. 15 – CUSTOMS
Plants and flowers from other countries will be admitted duty and tax free for the
duration of the exhibition. However, these same duties and taxes will be paid in the
case of sales on the stand, for example. In addition, the products sold must be
authorized by the customs authorities.
All plants destined for the Floralies Internationales - France must be delivered
directly to the site of the event. Le Comité des Floralies and the forwarding agent
shall not be held responsible for any breach of this regulation. At the end of the
exhibition, the products placed under suspension of duties and taxes (temporary
admission) may either be destroyed - in the presence of the customs service - or be
given to horticultural training establishments, also with the agreement of the
customs service, or be re-exported. In the latter case, a re-export declaration will be
made at the end of the exhibition.
A pro forma invoice, a packing note and a phytosanitary certificate are essential for
the entry of the goods into France. Of course, some goods must be accompanied
by other documents, such as the CITES permit. We would like to draw your
attention to the fact that it takes some time to obtain this document from the
Ministry of Ecological Transition - DREAL Pays de la Loire.
The pro forma invoice will be used as a document necessary for the customs
clearance of the goods and the value to be retained, as well as for the calculation of
a depreciation and a possible compensation.
The customs clearance operations will be carried out exclusively by the customs
forwarding agent / carrier approved by Floralies Internationales - France.
In case of doubts or problems, it will be preferable, before the departure of the
products, to inform you about the requirements of the French and E.E.C.
regulations.

Art. 16 – PHYTOSANITARY CONTROL


The phytosanitary inspection will take place inside the cargo area of Nantes
Atlantique airport.
Participants are required to provide the phytosanitary certificate of the country of
origin, and a phytosanitary passport for products in free circulation in the European
Union.
The participant will be held responsible for non-compliance with the regulations in
force and for any damage that may result from the poor health of the plants or the
absence of the required documents.

Art. 17 – SETTING UP AND DECORATING THE STANDS


Prior to the installation of their stand, and no later than December 31st, 2023, those
responsible must submit their plans to the Technical Commission of the Floralies
Internationales - France for approval.
The Floralies Internationales - France must be highly artistic and innovative. The
Technical Manager reserves the right to modify or remove any installation or
construction that could harm the general appearance of the event, be detrimental
to the neighboring participant, hinder the circulation of visitors, or not conform to
the plans or models previously approved.
In general, the Organizing Committee will have the right to refuse plants, objects,
or materials which it considers to be in contradiction with the spirit of the
exhibition.
No music or other background sounds will be allowed on the stands unless
expressly agreed by the organizers.
Electrical installations must comply in all respects with the decrees and provisions
in force. Electrical power may be supplied free of charge to the space, provided
that the installation complies with the required prescriptions: electrical power may
be withdrawn if these prescriptions are not observed.
Decorative elements using water should be designed to use water in a closed loop.

Art. 18 – MAINTENANCE
The maintenance of plants and flowers is the responsibility of the candidates.
Cleaning of the stands and restocking must be completed by 8.30 a.m. each day.
Candidates are required to keep their plant lot in a fresh condition until the end of
the exhibition. Bulk packaging and objects not used for the presentation of the
stand must be kept out of sight of visitors.
Important: Le Comité des Floralies will check that the stands are in good order
and will have full powers to reduce or even cancel the prices, or even cancel
all the advantages granted. Its decisions are final.

No product may be removed before the end of the Floralies Internationales -
France, except for the immediate renewal of plants or flowers whose state of
freshness is not satisfactory.
A possible sale of the products exhibited will be possible on May 27th, from 9 a.m.
to 1 p.m., under the conditions established by Le Comité des Floralies.

Art. 19 – NEON SIGNS - ADVERTISING


All advertising, other than the names and addresses of the candidate(s), is
forbidden on the stands.
These panels will be provided by Le Comité des Floralies, to ensure uniformity and
sobriety.
Advertising by means of sound devices made by the candidates themselves is
strictly forbidden, on pain of immediate closure of the stand without this giving rise
to any compensation or reimbursement.

Art. 20 – DISMANTLING OF STANDS


For safety reasons, no stand may be dismantled before 1 p.m. on May 27th. The
dismantling of the stands is the responsibility of the participants.
Vehicles and construction equipment will not be allowed inside the Floralies
Internationales - France enclosure before 1 p.m. on May 27th.
The stands must be completely vacated by the candidates and returned in the state
in which they were handed over to them two days after the closure of the Floralies
Internationales - France, i.e., on May 29th, at 1 p.m.
The removal of the stands will be carried out under the control and at the risk of the
participant, who may place his stand under the care of a supervisor, without the
organization of Floralies Internationales - France incurring any liability whatsoever
as a result of any damage, theft, etc. that may occur.
Any material or product not removed within the time limit set will be evacuated or
stored by Le Comité des Floralies at the expense and risk of the participant.
Supervision of the exhibition will cease on May 27th, at 8 p.m.

Art. 21 – INSURANCE - LIABILITY


Each participant agrees to take out professional civil liability insurance with a
reputable company, covering bodily injury, material, and immaterial damage,
whether consecutive or not, caused to third parties as a result of his or her
participation in trade fairs or events.
He must justify this, when submitting his registration file, by producing a certificate
from his insurance company listing the guarantees taken out, their amount and
their period of validity.
Le Comité des Floralies is absolved of all responsibility, particularly in the event of
loss, theft, or damage of any kind.

Art. 22 – PLEDGE ON THE EXHIBITED ITEMS
For any sum that may be owed by a participant or for any claim that may be made
against him, Le Comité des Floralies or its representative may take pledge on the
objects exhibited and the decoration of the stand of the participant in question.

Art. 23 – PUBLIC ACCESS


The public will be admitted every day at the times fixed by Le Comité des Floralies,
subject to payment of an entry fee, the amount of which will be determined
according to the categories of visitors.
In the event of a major circumstance or for any other reason, in particular for safety
reasons, Le Comité des Floralies may order the suspension or evacuation of the
premises, without this measure giving rise to any right to reimbursement.

Art. 24 – VARIOUS EVENTS


Le Comité des Floralies reserves the right to organize any events or shows which it
deems likely to increase the scale or prestige of the exhibition.

Art. 25 – VISITOR'S GUIDE


Le Comité des Floralies reserves the exclusive right to advertise and distribute the
visitors' guide.
It will be published for the visitors and will include the name and address of the
participants, as well as their specialty.
In order to allow the printing in due time, the participants are required to send the
information requested by circular before December 31st, 2023.
Le Comité des Floralies will not be held responsible for any omissions, reproduction
or composition errors that may occur.
The proposed texts must not contain any mention likely to harm the smooth
running of the event.

Art. 26 – OBLIGATIONS OF LE COMITÉ DES FLORALIES


Le Comité des Floralies will make available to the participants the stands that have
been designated for them.
It will provide, as far as it is able, water and electricity, and will ensure the
surveillance and guarding of the stands during the closing hours of the exhibition.
Le Comité des Floralies cannot be held responsible for any prejudice (including
disturbance of use and any commercial prejudice) which may be suffered by the
participants for any reason whatsoever, in particular, a delay in the opening of the
Floralies Internationales - France, an early closure, a possible destruction of the
stand due to fire or any other disaster.
The participants undertake not to exercise any recourse, on any grounds
whatsoever, against the organizers.

Art. 27 – BADGES AND ENTRACE TICKETS


The access of exhibitors, their teams and service providers to the event will be by
means of a personal access badge issued by Le Comité des Floralies. This badge will
be checked at the entrance to the site.

Le Comité des Floralies reserves the right to prohibit the entry or to expel any
person, visitor or exhibitor, whose presence or behaviour would be prejudicial to
the security, the tranquillity, or the image of the event and/or to the integrity of the
site.

Invitations presented in booklets of 10 at the preferential rate of €165 including


tax.
Valid only once and sold to exhibitors to be offered to their customers.
They allow free entry to the Floralies Internationales - France.
Within the limit of 100 entries per exhibitor.

Art. 28 – SALE OF EXHIBITED PLANTS ONLY


During the exhibition, take-away sales are strictly forbidden on the ornamental
stands.
After the end of the exhibition, the decision to sell or not to sell the exhibited
products is left to the initiative of the participant.
In any case, this sale may only take place on May 27th, 2024, from 9.00 am to 1.00
p.m, under the following conditions:
• Only plants displayed on the stand during the event and plants stored for
maintenance (renewal of plants) may be sold.
• The offending participant will be notified of the immediate and definitive
cessation of all sales within the Floralies Internationales - France and the
withdrawal of any distinctions that may have been awarded.

Art. 29 – ENFORCEMENT OF THE REGULATION


Candidates undertake for themselves and the service companies inherent to their
stand, whoever they may be, to observe the present regulations.
Any infringement of these rules and regulations or of any subsequent rules issued
by Le Comité des Floralies or which may be exposed to it, will result in the
immediate expulsion of the participant and the closure of the stand, without the
participant being able to claim either the reimbursement of sums paid or any
compensation of any kind whatsoever. Any measures that may be taken to ensure
compliance with the rules will be at the expense of the participant who has caused
them.
All questions not provided for in the rules will be studied by Le Comité des Floralies,
which will give its decision without the possibility of appeal.
In case of disputes arising from these rules, the Courts of NANTES will have
exclusive jurisdiction.

Notice
Exhibitors who request a dedicated electricity and/or water connection are kindly
asked to submit their application before December 31st, 2023, by filling in the
forms below.
It is important to account for the real power requirement without
overestimating it unnecessarily.
Shared access points will be installed near the stands in each area and can be used
for assembly/disassembly and for daily maintenance. By default, the power
supply will be single phase 240V, 3KVA, on a standard European connector.
IMPORTANT: The exhibitor undertakes to attach to the forms a lighting plan of the
stand with the location of the connections (electrical panel - distribution box).
Otherwise, the location will be determined by the technical services.
Exhibitors must provide a synopsis of the planned electrical installation, including
descriptions and technical data sheets for the equipment, before the start of
assembly.
Powering up the installations will only be authorized after verification by a
competent technician or inspection by an approved organization.

The event's technical management reserves the right to refuse and prohibit any
installation that does not comply with the rules of the art or that is modified after
verification or inspection.

APPENDIX 10 – BADGES

Notice
Conditions of allocation:
Each exhibitor will be given as many "Exhibitor" / "Assembly/Disassembly" badges
as requested within the limit of what his stand allows him to return before
December 31st, 2023.

Each badge will be unique and identifiable so that it is unique to you.

You can request a daily badge at a rate of 16.50 € per badge. These can be used
once and only on the day requested. If possible, apply for them at the same time as
your other badges and within the time limit of April 12th, 2024.

The sale, loan or reproduction of access badges is prohibited and liable to


prosecution.
In the event of loss of access badges, they will not be replaced.
No badges will be sold on site.

Exhibitors may request assembly/disassembly badges for the service providers in


charge of setting up their stand, as well as for their suppliers.

The badges will be given to you individually on site on your first day. The exhibitor,
his staff, his service providers, and suppliers must present themselves at the
reception point provided for this purpose.

The exhibitor, his staff, as well as his service providers and suppliers, are required to
respect the rules and schedules for access to the Domaine de la Chabotterie.

Preferential rates
Invitations are offered at a preferential rate to ornamental exhibitors.
They are presented in booklets of 10 at the preferential rate of 165 € TTC.

Valid only once and sold to exhibitors to be offered to their customers.

They allow free entry to the Floralies Internationales - France.

Limited to 100 entries per exhibitor.
