Abstract
Purpose – The purpose of the paper is to present the influence open access initiatives (OAIs) have on
journal cancellations in university libraries in South Africa.
Design/methodology/approach – The paper is based on part of a doctoral research project which
examined the crisis in scholarly communication and its effect on university libraries in South Africa
that was carried out at the University of KwaZulu-Natal from 2005 to 2009. Part of the investigation
focused on open access (OA) and how it influenced journal cancellations. The survey methodology was
adopted and the study used a quantitative approach to collect data on the influence of OA.
Findings – The findings revealed that OAIs had a very limited influence on journal cancellations in
South African university libraries.
Practical implications – The study presents data that can be used by university libraries to
develop, support and facilitate access to local research.
Originality/value – The study provides data on which future developments in OA as a solution to
university library journal cancellations could be based.

Introduction
The loss in buying power caused by the annual 10-20 per cent price increase for library
periodicals was, and is still, a major concern for most, if not all, academic libraries. Few
academic libraries have been able to avoid the negative impact of these economic
forces. Librarians, in an attempt to find solutions to these challenges, have had to resort
to annual journal cancellations (Hoon, 2003, p. 33). As the increase in journal
publishing costs outstrips many library budgets, cancellation projects have become a
routine part of library collection management for universities. Although there has been
a growing effort to find a long-term solution to the serials’ crisis, academic libraries
continue to depend on serial cancellation projects as a short-term, albeit necessary,
response to continuing serial costs. Librarians have been struggling to maintain access
to their periodical resources due to shrinking budgets. Richard et al. (2009) note that the
cost of subscriptions to journals has skyrocketed since the 1980s. However, as a result
of the many open access initiatives (OAIs) more OA journals have become available.
Schmidt et al. (2005) argue that libraries now operate in an environment where the
traditional model of publication and OA coexist.
The Electronic Library To overcome the serials’ crisis, librarians have been investigating alternative

pp. 574-592 solutions such as OAIs. Using the definitions provided by the Budapest Open Access

subject to copyright (not in the public domain) and is made available free of charge by Influence of OA
depositing it in a long-term reliable, standards-compliant online repository with a on journal
licence permitting unrestricted access and utilisation subject only to proper attribution
of authorship and ethical norms. Since OA provides a solution to the serials’ crisis cancellations
many librarians have supported these initiatives. However, Lor (2007) argues that
while some librarians may have embraced OA others have been reluctant to do so for
various reasons. Lor (2007, pp. 197-198) argues that the potential advantages of OA for 575
libraries include:

Authors would own, not merely license, their own copies of electronic journals.
.
Authors would have the right to archive them forever without special permission
or periodic payments. Long-term preservation and access would not be limited to
the actions taken by publishers, with future market potential in mind, but could
be supplemented by independent library actions.
.
If publishers did not migrate older content, such as the back runs of journals, to
new media and formats to keep them readable as technology changed, then
libraries would have the right to do it on their own.
.
Access and usage would not be limited by: password, IP address, usage hours,
institutional affiliation, physical location, a cap on simultaneous users, or ability
to pay. Librarians would not have to authenticate users or administer proxy
servers.
.
Librarians would have the right to lend and copy digital articles on their terms to
any users. Librarians could offer the same services to users affiliated with their
institution, walk-in patrons, users at home, visiting academic staff, and ILL
users.
. Academic staff and others could donate digital literature and software without
violating their licenses, and could accept them without limiting their usability.
. All use would be non-infringing use, and all use allowed by law would also be
allowed by technology. There would be no need for fair-use judgment calls and
the accompanying risk of liability. There would be no need to err on the side of
non-use. Academic staff could reproduce full-text documents for students
without the delays, costs, or uncertainties of seeking permission.

Librarians would not have to negotiate, either as individual institutions or
consortia, for prices or licensing terms. Librarians would not have to remember,
consult, or even retain, complex licensing agreements that differ from publisher
to publisher and year to year.

Users who object to cookies or registration would have the same access
privileges as other users. Anonymous inquiry would be possible again for every
user.

Librarians would never have to cancel a subscription due to a tight budget or
unacceptable licensing terms. Researchers would not encounter gaps in the
collection corresponding to journals with unacceptable prices or licensing terms.
Palmer et al. (2009) argue that for libraries OA offers a variety of new opportunities and
challenges for libraries. Such opportunities could assistance libraries with reduced
material budgets by mitigating costs for purchasing resources and the negotiation of
EL electronic journal and database licenses. Bolarinwa and Utulu (2011) note that OA is
31,5 considered a key strategy for promoting access to scientific knowledge by researchers
in developing countries.
Given the above advantages OA could be a solution to the serials crisis for
librarians. In addition, the South African academic library is not exempt from the
effects of the serials crisis as most journal titles subscribed to, are paid for in US dollars
576 and British pounds. A further challenge faced by South African academic libraries, is
the fluctuating rand or exchange rate. Therefore, the study plays a vital role in
understanding what the status and influence OA can have on journal cancellations in
university libraries in the South African context.
The current study was based on a larger study that examined the effect the crisis in
scholarly communication had on university libraries in South Africa (Hoskins, 2009).
The research objectives of the study examined the cause of the crisis together with its
characteristics, the factors that influenced journal cancellations, institutional support
for OA repositories, funding of library budgets and the effects of OA on journal
cancellations. This article reflects on the last objective of the study relating to the
influence OA has on journal cancellation in South African university libraries. Based
on the previously mentioned problems and objective, the following research questions
guided the study:
RQ1. What factors determine whether a journal, which then becomes available in
an aggregation (EBSCOHost, ProQuest) product, was cancelled?
RQ2. The length of the delay period that was considered acceptable by the
university libraries before deciding to cancel a subscription to a journal
when it is available in an OA archive?
RQ3. What factors influenced the university libraries’ decision on how short the
delay period had to be before they cancelled a journal?
RQ4. What freely available versions of a journal article (preprint, postprint)
would the university libraries consider as acceptable substitutes for a
traditional published journal article?
RQ5. How much of a journal’s content would need to be immediately freely
available in an OA archive before the university libraries would consider
that the free content provided an acceptable alternative to a published
journal?
RQ6. What proportion of the university libraries journal content was freely
available online?
RQ7. Whether the university libraries had plans to put in place systems that
would allow them to estimate the overlap between their journals and freely
available online content?
RQ8. Why the university libraries did not consider the immediate and free
availability of content in an OA archive a good reason to cancel a journal?
Public universities in South Africa are divided into three types: traditional universities,
which offer theoretically-oriented university degrees; universities of technology
(Technikons), which offer vocational oriented diplomas and degrees; and Influence of OA
comprehensive universities, which offer a combination of both types of qualification. on journal
The study surveyed 17 South African traditional and comprehensive university
libraries. Universities of technology, or technikon libraries were not included because cancellations
research is not a major function for such institutions.

Literature review
The literature review covers a brief history of the development of OA, the types of OA
repositories at academic institutions in South Africa, librarians and OA and related
journal cancellation studies. In 1994 Steven Harnad posted “A subversive proposal” to
the discussion list VPIEJ-L based at the Virginia Polytechnic Institute; a list devoted to
“electronic journals” (Harnad, 1995a). Harnad, introduced Psycoloquy, the first peer
reviewed scientific journal on the internet, and in 1997, the Cognitive Sciences E-prints
Archive. In 1998, he started the American Scientists OA Forum, a high-volume
discussion list concerned with OA and open archives (Harnad, 2003). Harnad’s
proposal was the inspiration for the OAI (Brent, 1995). He suggested that scholars
publish their preprints of unpublished, unrefereed, original work on a globally
accessible archive, freely available to scholars with network access anywhere in the
world. When a work is formally published, scholars will substitute the published work
for the preprint. Harnad made the point that scholars need not withdraw preprints
from public viewing after being refereed and accepted for paper publication (Yiotis,
2005). Once this process becomes common, journal publishers will then be forced to
restructure their costs for electronic-only versions to be truer to actual costs, which he
estimated to be 25 per cent less than the paper page costs (Harnad, 1995b). Harnad also
suggested that the cost for local archiving should be built into the cost of research and
be paid in advance by the author or the funding agency rather than the end-user. Thus,
the current publishers would have to restructure. If they did not, a new generation of
electronic-only publishers would take over the market.
The intention of “a subversive proposal” was to legally bypass restrictive copyright.
Publishing unrefereed preprints by self-archiving before submitting the paper to a
journal enables the author to negotiate to hold, rather than transfer copyright. If the
author holds copyright, the author would self-archive the refereed post-print. If the
author loses copyright, the author would self-archive the corrigenda, the differences
between the preprint and the post-print (Yiotis, 2005). Either way, the article would be
freely available and the author’s research impact would continue unfettered. In
Harnad’s “Post-Gutenberg galaxy”, permission is not a barrier (Harnad, 1991). The
debate on what is OA and how it can be provided is an ongoing debate. More recently
Harnad (2011) who has been a central figure in the debate provided some insight into
the types of OA. Harnad (2011) notes that there are two ways of providing OA. The
green route allows authors to self-archive their peer-reviewed final drafts online, free
for all, in their institutional OA repository, immediately upon acceptance for
publication. The gold route however, requires that the peer-reviewed journals are
convert to OA publishing and made free for all online, with the author’s institution or
funder paying the cost of publication. Given the nature of the current study the focus is
on OA content that is provided by the green route.
EL OA repositories
31,5 Repositories have existed in most institutions and universities since the onset of digital
libraries. Krishnamurthy (2008, p. 50) therefore defines OA archives or repositories as
digital collections of research articles that have been placed there by their authors. This
archiving can be done before or after publication. Krishnamurthy (2008, p. 50)
identifies the following types of OA within the context of academic institutions:

e-print archive (authors self archive);

unqualified (immediate and full OA publication of a journal);
.
dual mode (both print subscription and OA version of a journal are offered);
.
delayed OA (OA is available after a certain period of time);
.
author fee (authors pay a fee to support OA);
.
partial OA (some articles from a journal are available through OA);
.
abstract (OA limited to table of contents and/or abstracts); and
. co-operative approach (institutional members support OA journals).
In terms of OA and the South African research community, Fullard (2007) undertook a
survey to access the current awareness, concerns and support for OA amongst local
researchers, and policy makers in South Africa. The study found at the time that
within the prevailing framework, there was little prospect that academics would
choose to publish within OA journals. The study did, however, recommend that the
library community provide advocacy for OA. Van Deventer and Pienaar (2008) provide
an overview and background to South African repository development initiatives and
mention the existing repositories. According to Van Deventer and Pienaar (2008) in the
South African context the implication of eResearch is not yet being fully supported in
any co-ordinated way. One initiative, the South African Research Information Services
(SARIS) research project report, intended to make key stakeholders aware of the
changing needs in research, and recommended that South Africa should position itself
in the forefront of the new research paradigm (Page-Shipp et al., 2005). This implied
that individual research institutions should take the necessary steps to implement such
strategies, collaborate amongst one another and lobby government to support OAIs.
The SARIS project was started inter alia because of the extremely high costs to South
African research institutes and university libraries in accessing the global research
literature.
The report on a strategic approach to research publishing in South Africa (Academy
of Science of South Africa, 2006), recommends that OA repositories, particularly at
higher education institutions, should be promoted to enhance the visibility of all South
African research articles and to make them accessible to the entire international
research community. The success rate for archiving articles in institutional
repositories was extremely low and no local university at the time of the report had
an institutional repository for archiving locally produced articles as either pre or
post-prints (Page-Shipp and Hammes, 2006).
Fortunately organisations such as the Electronic Information for Libraries (eIFL)
and the Mellon Foundation have been playing an important role in the development of
OAIs and the development of repositories in South Africa – especially at academic
institutions (Veldsman, 2007; De Beer, 2006). South Africa currently gives access to at
least eight OA repository collections at several of its academic institutions. These Influence of OA
include the institutional repositories of the University of Pretoria, University of on journal
Johannesburg, University of the Western Cape, Rhodes University, University of Cape
Town, Stellenbosch University, Durban University of Technology and the University cancellations
of KwaZulu-Natal. In addition, the Council for Scientific and Industrial Research (CSIR)
has also established its repository. Obviously these repositories, as a collection, have
become a vehicle through which South African collections could be made accessible to 579
the rest of Africa and ultimately to the rest of the world.
An important OAI in South Africa was the inaugural meeting of Academy of
Science of South Africa’s (ASSAf) Journal Editors’ Forum, which took place in late July
2007. The meeting mentioned the use of an OA model to increase the output and reach
of South African research publishing. It is anticipated that OA would greatly enhance
the impact, reach and speed of the dissemination of South African scholarship. The
ASSAf has thus established an OA platform for high-quality South African scholarly
journals. This initiative, which is supported and funded by the Department of Science
and Technology, is led by the Academy’s Scholarly Publishing initiative. According to
Meyer (2009) the proposed platform will enable users worldwide to access a wide range
of top peer reviewed South African academic journals in full, on the internet, at no cost
and free from most copyright and licensing restrictions.
Librarians and OA
Much has been written on librarians and their perception and reaction to OA. Richard
et al. (2009) reflecting on the experiences of academic librarians involved in OA in
Canada note that librarians are active participants in the OA movement. Librarians
participate by adding OA titles to their collections, educating academic staff and
promoting the values of OA. In addition, librarians support OA standard for
publishing and digitize their historical collection. Thus, the chief role of librarians is to
advocate for OA.
Palmer et al. (2009) examined the attitude of academic librarians to OA. Their study
was conducted by way of a national survey in the USA. The study found that
librarians supported OA and were of the opinion that their main contribution was to
educate academic staff and advocate for OA. However, Palmer et al. (2009, p. 328)
found that “agreement with various open access-related concepts does not constitute
actual action”. The study concluded that librarians were not doing enough in terms of
supporting OA with funding being the primary reason for lack of such support. In
terms of an African context, Bolarinwa and Utulu (2011) examined the perceptions of
academic librarians in Nigerian private universities. The study adapted the survey
instrument used by Palmer et al. (2009). The study found that the Nigerian librarians
had a positive perception towards OA. However, the level of involvement in creating
awareness and contributing to the development of OA was low. Drawing also on
Palmer et al.’s (2009) study, Mercer (2011) examined the OA publishing and
self-archiving behaviours of academic librarians. The study was based on an analysis
of the OA library and information science literature of 2008. Mercer (2011) found that
these librarians had not been making their content they produced has authors available
via OA publishing and self-archiving. Therefore, academic librarians may support OA
but their contribution to facilitating access to OA content and OA publishing has not
been significant.
EL Although much has been written on librarians advocating for OA, however few
31,5 studies relating to how OA influences journal cancellations have been conducted.
What does all this mean for the debate on whether or not pre/post-print repositories
will reduce journal subscriptions? Ware (2006) notes that, given the early stage of
development of self-archiving in most fields, it is not surprising that this study gives
no conclusive answer. In support of the view that self-archiving will not harm journals,
the study arrived at the following conclusions (Ware, 2006):

Repositories were clearly not seen by librarians as a substitute for properly
managed journal holdings: they point to concerns over long-term availability,
stability, completeness and integrity; the academics want “the real journal”;
embargoes of even three months are a major obstacle; and post-prints (let alone
preprints) were not seen as an adequate substitute for the journal article.

Furthermore, the large majority of librarians did not know whether the content of
the archives overlaps with their holdings, and most did not plan to introduce
systems to measure this.

Availability via OA archives was ranked a long way behind the needs of faculty,
usage and price in determining cancellations.
.
Three times as many respondents thought there would be no impact on holdings
compared with those who thought there would be some impact.
According to Ware (2006) at present the impact on usage does not lead to journal
cancellations for the reasons given above: the academics still want the real journal,
librarians want to maintain holdings, a post-print is not seen as an adequate substitute, Influence of OA
and so forth. Ware is also of the opinion that there is no evidence in this study that core on journal
journals are under any threat from repositories. There are some hints, however, that
very peripheral journals might feel some pressure, and for that reason the threat might cancellations
be felt more by aggregators than by journals, but only if there was very comprehensive
coverage by repositories of the literature. Following on from Ware’s (2006) study the
Publishing Research Consortium (PRC) acknowledging that there was a lack of data on 583
the impact OA was having on journal cancellations commissioned a study which was
conducted by Beckett and Inger (2007). The main related objectives of this
international study was to investigate whether the availability of OA articles on an
institutional repository influences the cancellation of journal subscriptions and what
were the key factors that determined such a cancellation.

In terms of the factors influencing the delay period, Table II shows that the subject area on journal
for the journal was considered important in determining the appropriateness of the
delay period by a vast majority of the libraries (91.7 per cent). Only half the libraries (50 cancellations
per cent) considered the frequency of the journal a factor in determining the
appropriateness of the delay period.

Acceptable substitutes for a journal
In terms of acceptable substitutes for a journal, 91.7 per cent of the libraries viewed an
archived copy of the publisher’s final PDF as an acceptable substitute for the journal
(Table III). This finding is consistent with that of the ALPSP study (Ware, 2006).
Journals in their post-print and preprint format were not considered acceptable
substitutes since post-prints were acceptable only for two (16.7 per cent) libraries and
preprints for one (8.3 per cent) library.

freely available in an OA archive in most areas of their collection. None of the Influence of OA
university libraries, which responded to the survey, had content that was freely on journal
available in all areas of their journal collection. This finding suggests that most of the
journal content that is available in South African university libraries is not freely cancellations
available in OA archives. University libraries therefore, are dependent upon
maintaining their journal collections through paid-for subscriptions.

Plans to estimate overlap
However, in terms of the overlap between the university journals and the freely
available content, more than half of the libraries (58.3 per cent), did not have plans to
put in place systems that would allow them to estimate the overlap between their
journals and freely available online content. Only five (41.7 per cent) had planned to put
in place a system that would allow them to estimate the overlap. This would suggest
that more than half the libraries had no plans to take advantage of any freely available
content that overlapped with their journal content. When compared with the ALPSP
study, 16 per cent of US librarians had estimates of the overlap between their journals
and archives, and only 31 per cent had plans to introduce systems to measure this
overlap (Ware, 2006).
However, in the ALPSP study (Ware, 2006) librarians did consider academic staff
demand for “the real journal” a more important reason than lack of additional
functionality.
