Law Enforcement
The first pillar is the Law Enforcement
Pillar. It consists mainly of the
officers and personnel of the
Philippine National Police, National
Bureau of Investigation, Philippine
Drug Enforcement Agency,Anti-
Money Laundering Council
(AMLC),ArmedForcesofthe
Philippines, and 34 other related
agencies. These agencies are “at the
forefront of the Criminal Justice
System of the country. They deal with
the citizens and are directly exposed
to the criminal elements.” Clearly, it is
thus necessary that the member
agencies within this pillar are both
trained and well- oriented with “the
ways of civil society.”
Their work consists of the
prevention and control of
crimes, enforcement of laws and
effecting thearrestof
offenders, including the conduct
of lawful searches and seizures,
to gather necessary evidence so
that a complaint may be filed at
the Prosecution’sOffice.
Identified as the first point of
contact with the community,
this pillar initiates the CJS
machinery upon arresting a
person believed to be a suspect.

The second is the Prosecution
Pillar, which is composed of the
National Prosecution Service of
the Department of Justice (DOJ),
Office of the Ombudsman, and the
Public Attorney’s Office. While the
focus of this pillar is the speedy
disposition of cases, its principal
task is the investigation of
criminal complaints emanating
from the community and the law
enforcement agencies and
bringing these complaints to their
successful prosecution in the
judicial system. The prosecution
pillar conducts preliminary
investigation of cases filed in the
prosecutor’s office and prosecutes
cases filed in the court against
alleged offenders after probable
cause is established.
Court
The Courts Pillar adjudicates
cases and renders judgment.
The Philippine Judiciary is a
four-tiered court system
consisting of the Supreme Court
as the highest court of the land;
the intermediate courts
consisting of the Court of
Appeals, Sandigan bayan, and
Court of Tax Appeals; the
second level courts, which
consist of Regional Trial Courts
and Sharia’s District Courts; and
the first level courts consisting
of Metropolitan Trial Courts,
Municipal Trial Courts in Cities,
Municipal Trial Courts,
Municipal Circuit Trial Courts
and sharia’s Circuit Courts.

The law enforcement
consists of the officers and men

Investigation (NBI), and other
agencies. When they learn of the
commission of crimes or discover
them, their duty is to:

System because they are
regarded as the initiator of the
system. They are the first contact
of law violator in the Criminal
Justice Process.
Prosecution
Within the Philippines legal
setting, prosecution occupies a unique
position in our criminal justice
system. The prosecutor serves as
lawyer of the government in criminal
cases and automatically considered an
officer of the court at the same time a
member of department of justice
under the executive branch. The
prosecutor has more control over life,
liberty and reputation than anyone
else. The public prosecutor is actively
involved in the investigation of crimes
and can commence an investigation
upon receiving a report from law
enforcement agency or private party.
The Prosecution pillar takes care
of evaluating the evidences and
formally charges the suspects before
the court. It serves as screening
process on whether to file a case base
on evidence or dismiss the same.
Court
The court is the center pillar of the
criminal justice system. it plunks as the
cornerstone of the system. the court is
involved in securing the efficacy,
efficiency and fairness in the
administration of criminal justice.
In the Philippines the verdict is rendered
by the judge in the united states court
system the power to determine the
innocence or guilt lies on a panel of jury a
jury which is a body of persons selected
temporarily according to law, sworn and
vested with the power to present or
indict a person for a public offense.
