 One (ET General Contractor & Machinery Renting) out of the two mandatory
subcontractors has been mobilized to the site, since August 2023, for the
permanent works only for Earthworks from Km 0+000 to 14+000.
 In addition, one sub-contractor (SABITTA Consultancy) has been also assigned for
HIV/STD Prevention and Control works of the project since August 2023.

7. OUTSTANDING ISSUES
i) Potential Delays, Early Warnings, Causes and Mitigation Measures
 Shortage of resources (Earthmoving Machineries, Concrete Mixers, Cement, Fuel etc.)
 To resume and improve daily production rate for the precast productions (RC Pipe, RC U-
Drain, Edge Cub Stone etc.)
 Poor and unsustainable performance of the crusher plant and inadequate quarry
development.
 Failure to start preparatory works for Asphalt Surfacing works (Bitumen supply, Asphalt
Plant Installation & Commissioning etc.)
 Limitations in the provision of Laboratory Equipments and Engineer’s Facilities (Office &
Housing Furniture, Tools, Lab Equipments, Potable Water etc.)
 Non-compliance on dust control and management of crusher site and access roads.

ii) Potential Variation or Claims Increase in Quantities, Early Warnings, Causes and
Mitigation Measures
Even though it will be identified after the consent from the Employer on the final
design review, the underlisted items could be the causes of cost variation or claims:

 Hard rock exaction at the Runway Section, Airfield.


 The new MTC Masterplan.

8. INFORMATION REQUIRED
 Final design review has already submitted.
 The Employer’s consent on the new MTC masterplan remains unclear.

9. QUALITY MANAGEMENT, PROCEDURES AND REPORTING


 Consultant’s progress and comments on performance appraisal systems.

10. QUALITY CONTROL


 Monthly laboratory report summarizing test result from on site, site laboratory or
external laboratories.
 Test result failures, causes, rectifications and avoidance measure.
 Concrete compressive strength test machine is mobilized.
 Concrete aggregate tests are done at the external laboratories.
 Mixed design for RC has done.
 Senior ME and LT are mobilized.

12. FINANCIAL MANAGEMENT


 The Contractor has generated 12 interim payment certificates to date.
 The Engineer has collected 14 invoices (only 10 invoices paid).

13. CLAIM STATUS


 The Contractor has submitted the notice of claim for EoT and recovery of additional
cost due to the shortage of cement on the market through his letter of Ref. No.
PY/SBMTC/02/0029/15 dated August 17, 2023.
