1. Introduction:
This project presents a proposal to address the verification challenges encountered by
Alimosho General Hospital in relation to medical certificates. Alimosho General
Hospital in Igando, Lagos State, Nigeria, was founded on February 12th, 2006 (About
Us – Alimosho General Hospital, 2022) to meet the growing healthcare needs of the
Alimosho Local Government Area and its surrounding communities, one of Nigeria's
most populous local governments with an estimated population of over two million
(LAGOS BUREAU OF STATISTICS MINISTRY OF ECONOMIC PLANNING AND
BUDGET, SECRETARIAT, ALAUSA, IKEJA., 2017). Alimosho General Hospital, one
of the Lagos State Health Service Commission's twenty-six (26) secondary health
institutions, has several health departments that save lives and implement the Lagos
State Government's vision to improve public health. The hospital has long been a
major healthcare provider. It offers maternity and paediatric care, general medicine
and surgery, paediatric dentistry, physiotherapy, pharmaceutical, radiology/scan,
and laboratory services. The hospital has undergone improvements to enhance
services including automated medical certificates and fulfil the community's growing

2022). The purpose of this proposal is to provide a solution to the difficulties
experienced by Alimosho General Hospital in verifying medical certificates. The
hospital has been facing challenges in ensuring the authenticity of medical certificates
presented by patients. This issue has resulted in the hospital being unable to
effectively manage patient care and treatment. Therefore, this Project aims to address
these problems by proposing solutions such as the creation of a unique QR Code using
QR code Monkey and the integration of open-source Hyperledger Fabric blockchain
technology as a smart contract that will enable the hospital to verify medical
certificates in a timely and efficient manner. The extant manual verification process
has resulted in several predicaments, including but not limited to the perpetration of
fraudulent activities, impairment of the hospital's standing, ill-trained personnel and
even fatalities caused by spurious medical certificates. The implementation of an
automated verification system is deemed necessary to tackle these issues. And, the
present proposal will lead to the digitization of medical certificates, reducing
manpower lost on manual verification, eliminating racketeering, and restoring the
Hospital’s reputation most particularly guaranteeing the genuineness of medical
certificates.
3. Methodology:
To attain the goals of this project, qualitative research analysis will be executed. This
will involve the collection of data through structured interviews with relevant
stakeholders. The proposed solution entails the digitization of medical certificates and
the generation of distinct QR codes utilising QR Code Monkey (QRCode Monkey - the
Free QR Code Generator to Create Custom QR Codes with Logo, n.d.). The present
study aims to implement the Hyperledger Fabric blockchain network by installing
and configuring it. Additionally, a smart contract will be developed using
Hyperledger Fabric's chaincode in Node.js (A Blockchain Platform for the Enterprise
&Mdash; Hyperledger-fabricdocs Main Documentation, n.d.). The patient data will
be stored on the blockchain in a secure manner, in compliance with the relevant data
protection regulations. The adoption of smart contracts and blockchain technology
has been observed in multiple countries, namely Estonia, Switzerland, the UAE,
Singapore, South Korea, Sweden, Malta, Australia, the United States, and China,
across diverse industries, including healthcare (2023). Several nations have executed
various initiatives, conducted pilot projects, and established regulatory frameworks
that facilitate the adoption of blockchain technology in domains such as government
services, finance, supply chain management, and real estate.
The present study focuses on the mitigation of fraudulent claims, with the aim of
increasing trust in Alimosho General Hospital and empowering stakeholders with
reliable information. The study will employ a range of open-source tools like QR code
Monkey and blockchain framework from Hyperledger Fabric Foundation to achieve
the project objectives, including the implementation of robust fraud detection
mechanisms, the establishment of secure data management protocols, and the
deployment of advanced analytics tools to identify patterns and trends in claims data.
The study also emphasises that the implementation of enhanced measures to
safeguard privacy and ensure compliance with data protection regulations has
resulted in improved data security.
5. Conclusion:
The aim and objectives of this project are to tackle issues such as reputation loss,
counterfeit medical certificates, and racketeering at Alimosho General Hospital by
implementing QR codes and blockchain technology to digitise and e-verify medical
certificates. The proposed system will be designed to improve security, optimise
verification procedures, and mitigate instances of fraudulent claims for insurance
companies. The implementation of the hospital's services will be supported by
training and change management initiatives aimed at mitigating staff resistance.
These efforts are expected to foster trust and transparency, ensuring successful
implementation.
