II. PROJECT SUMMARY

Over the past few decades, teenage pregnancy has become a


public concern which has generated a great deal of attention in the
social and economic consequences of teenage pregnancy has led to a
consensus opinion among policy makers and the public that teenage
pregnancy and child bearing is a significant social problem. It has
been linked to an array of other social issues, such as welfare
dependency, child health and well-being, out of wedlock births,
fatherhood responsibility, child abuse and neglect, school drop-out
and workforce development.

The frequency of teenage pregnancy among the youth is


alarming and has become more or less a fact of life in many nations of
the world including Philippines. This remains both culturally
deleterious and personally destructive. Teenage pregnancy has lots of
effects on Educational Development of teenagers who are victims of
this phenomenon.

The Philippine government and other religious institutions are


studying every angle to look for ways to reduce untimely pregnancy
among teenager. It has been noted and well documented that today’s
teenagers face more sexual temptation than previous generations.
They seem to be more aware of sex and susceptible to the dangers of
illicit sex. Today’s society is more bombarded with sexually oriented

materials in the environment. The teenager are more vulnerable to
sexual temptations. Health and Home, Philippines, Pregnant at 16,

The Philippine government through some of its agencies like


Department of Social Welfare and Development (DSWD) and
Department of Education (DepEd), introduced some strategies to
minimize the increasing cases of pregnancy as observed after a decade
in the Philippines. Sex education is being incorporated to the subject
matters in school. RH bill could be a big help to let the teenagers
know how to act about sex. Filipino families and communities are
properly informed about their responsibilities to their youngsters with
regards to sex. While teenagers whenever they are must be reached to
educate and be well informed how to counter early pregnancy.

This project aims to:


1. Enhance the over-all wellness of the Filipino adolescents
(physical, mental, social, emotional and spiritual.)
2. Contribute to better learning outcomes, reduced drop-out rate,
increased completion rate, and improved quality of learning;
and
3. Address the reproductive health concerns of adolescents who
are exposed to risky behaviors that may cause unfavorable and
long-term consequences.

This Project STEP enables positive health-seeking behaviors


by increasing knowledge about different aspects of sexuality,
behaviors and risks, reduces risky sexual behaviors, increases
knowledge on the consequences of early pregnancy and can
reduce adolescent and youth vulnerabilities to violence by
promoting bodily integrity, self-confidence and negotiation
skills, and gender-equitable norms.

III. PROJECT BACKGROUND

The current situation of increasing early pregnancies, violence


and increasing incidence of HIV among young Filipinos has brought
more attention to the need to equip them with the correct information
and appropriate life skills that would enable them to make responsible

decision-making and respectful behavior that will protect their health,
well-being and dignity.

DepEd is committed to provide and protect the rights of Filipino


learners to good education and improved health and to help Filipino
learners complete basic education without the burden of health
concerns. It also recognizes the roles and responsibilities of the school
system to give learners their right to good health by leading the
implementation of the comprehensive sexuality education (CSE).

DepEd Order no. 031, s. 2018 “Policy Guidelines on the


Implementation of the Comprehensive Sexuality Education In order to
effectively address the needs of the learners for health and protection
through education, CSE is designed to ensure that the learners are
receiving comprehensive and appropriate information that can
advance gender equality and empowerment. CSE has been shown to
increase learners' knowledge, clarify their values and attitudes, and
develop the skills to reduce risks related to poor health outcomes and
achieve their full potential.

Along with the Comprehensive Sexuality Education is the


DepEd Order No. 28, s. 2018 OK (Oplan Kalusugan) sa DepEd is the
convergence of DepEd’s school health and nutrition programs for their
effective implementation at the school level. It highlights six flagship
programs, namely, the School-Based Feeding Program (SBFP)
complemented by other nutrition support programs; Medical, Dental,
and Nursing Services, including the School Dental Health Care
Program (SDHCP); Water, Sanitation, and Hygiene (WASH) in Schools
(WinS) Program; Adolescent Reproductive Health; National Drug
Education Program supported by comprehensive tobacco control; and
the School Mental Health Program.

IV. PROJECT OBJECTIVES

General Objectives:
1. Ensure that adolescents have access to adequate and
appropriate information and health care education;

2. Enable teachers to integrate key concepts and messages on
reproductive health concerns across the curriculum wherever
these can be done most appropriately.
3. Develop mature and responsible children and young
adolescents imbued with desirable health values, which can
assist them in making rational decisions that can lead to
satisfying productive, and quality life.

Specific Objectives:

1. Continues to ensure the safety, health, and well-being of


learners
2. Delivery of comprehensive sexuality education for the youth.
3. Understand sexual and reproductive health and rights
4. To mitigate vulnerabilities and to protect their health, well-being
and rights.

V. EXPECTED OUTPUTS/ OUTCOMES


The expected outcomes/ outputs are the following:
 Training of teachers and students
 Actual integration of CSE OK sa DepEd, and WINS program in
lesson plans of teachers
 Evidence of its short-term impact (i.e., quick survey on
knowledge and attitudes of students receiving lessons with CSE
integration)
 Evidence at the outcome level (e.g., changes in adolescent birth
rate)

1. Resources
The project implementer will coordinate and
communicate to the different agencies in relative to the
trainings, seminars, and workshops of the students on disaster
preparedness and management.
2. Commitment of the Project Management Team
Attitudes of the project management team might differ
from time to time. To encourage them to religiously do their
part the project implementer will give token as simple
appreciation to the efforts their exerted in the completion of the
project.
3. Availability of the Speakers and Facilitators
The project implementer will send communication letters
to the agencies/ offices inviting them to be the speakers and
facilitators of the trainings, seminars, and workshops to be
conducted in relation to the field of their expertise in disaster
preparedness and management.
