Proposal 1: SW deployment optimization

In order to ensure the availability of the congestion tax system in the course of the rollout of a software
change, the contractor carries out this process in several stages. The SW repository, as the central
point for the distribution of SW packages, takes over the main role in this process.

In the course of tests (FAT / SAT) with the help of the monitoring system which is part of the DSC GUI
the changes in the system status or runlevels (active / inactive) on the one hand and the changes in
the software versions on the other hand can be observed and checked by the monitoring system
during a software upgrade.

The software packages of the individual components of the RSE that have been created, tested and
versioned released according the quality management processes serve as the basisfor the update.
These software packages are transferred to the repository in the DSC and are available in versioned
forms there. If a software upgrade has to be carried out on a certain CP, a puppet run is initiated on
the corresponding RSE component. Puppet is a server client-based configuration management tool,
whereby the puppet server is part of the DSC.Puppet clients are installed on the RSE components.
The puppet server creates a catalog with a corresponding status description for the individual
components and carries out the installation of all predefined relevant SW parts.
It is checked whether a new software version is available for the corresponding component in the
repository. If a new software package is available, it is dragged into the package management of the
operating system and installed on the RSE component.

Since every RSE component that is eligible for a software upgrade is completely redundant, the
puppet run on the first stage is carried out on the part of the system that is currently inactive and the
system with the new software is put into operation. If no error occurs the upgraded system will be put
into status active.

After checking that the installation has been carried outsuccessfully, the puppet run is carried out on
the other part of the system.

This enables a seamless transition from the old to the new software version.
System-specific configurations of the CP (ID, location, ..) are not changed with such an upgrade,
which avoids errors in the configuration.

The other CPs are only upgraded after the software upgrade has been successfully carried out on the
first CP. In this context, successful means that the software package could be installed on the system
without an error message
Should problems arise during the installation, a rollback to the last version used is carried out, which
prevents system failures.

Proposal 2: Quality assurance of delivered SW

The implementation of changes during the operation of a congestion tax system poses a particular
challenge.
In order to guarantee functionality, quality and adherence to deadlines for changes and adjustments to
the RSE system, the contractor relies on a combination of quality assurance processes, recognized
methods, state-of-the-art tools and experience gained in similar projects.

The efficiency and effectiveness of the proposed measures can be checked using different
parameters.

With regard to adherence to punctuality, the number of postponed milestones according to the
project plan can be used as an indicator. Regarding the quality of the software, the number of
incidents / problem issues reported and the errors identified that delay the rollout can be checked.

Large parts of the developments are part of planned and well-defined roadmap developments, which
combine requirements and empirical values from different tolling system projects.

All developments are carried out by stable and well-rehearsed teams of experts, most of which consist
of the same people. These teams not only consist of developers but also of comprehensively trained
project managers.
Development tasks are coordinated without exception by the contractor’s development project
managers, who are all IPMA certified and are carried out by the contractor’s experienced, highly
educated and trained employees.
This ensures that the essential PM parameters of time, quality and budget are taken into account,
adhered to and properly reported.
The bidder uses an issue tracking system to process development tasks. In this, all requirements
agreed with the client are categorized, prioritized and processed accordingly. Due to that, the current
status of each task can be tracked clearly and transparently.
After finishing the development tasks, they are mapped in the issue tracking system and released as
fully versioned packages for testing via the Test Case Management system. In this system specific
test cases are defined for all development tasks and are processed and documented accordingly.
After any development loops that may be necessary, a final software package is created that is
”frozen”.

These software packages contain all the tested requirements and are imported into the available test
system in Gothenburg for real traffic tests. Multiple real traffic tests are carried out and extensive data

evaluations are executed. The corresponding software packages are only released for use on the
productive CPs after the test has been successfully completed.
