(DCPA 8)

Following the spirit of the Second Plenary Council of the Philippines, in


response to the decrees laid down by the Second Provincial Council of Manila,
in our earnest desire to bring about a renewal of the Church in response to the
challenges of the third millennium as envisioned in the apostolic letter “Novo
Milennio Ineunte” of Pope John Paul II, with the recommendation of the
Diocesan Implementing and Coordinating Council on Pastoral Programs, I, Most
Rev. Honesto F. Ongtioco, D.D., Bishop of Cubao, by the grace of God and favor
of the Apostolic See, hereby bestow my approval on the Diocesan Pastoral Plan
– The Diocese of Cubao Priority Agenda 8 (DCPA 8) from 2018 – 2025 and the
same time authorizing the Diocesan Pastoral Team to issue guidelines, policies
and directives for its efficient implementation.

I encourage the clergy, religious men and women, and the lay faithful in
the Diocese of Cubao to extend their generous wholehearted support for the
realization of this plan.

The Love and Peace of Jesus!

I praise our loving God as we launch our Diocese of Cubao Priority Agenda
(2018-2025). It is a fruit of a prayerful and discerning evaluation of our past
priority agenda. The Lord has been faithful to His promise to be with His Church
until the end of time. This is our experience as a local Church, as His people. If
we have accomplished the mission He has entrusted to us for the past five
years as articulated in our plans and goals, it is because of His continuous
blessings and abiding presence in our lives.

We have designed our new Pastoral Plan, our DCPA 8 (Diocese of Cubao Priority
Agenda 8) that will set our direction as a Diocese in the coming years. We thank
our priests, the religious men and women, consecrated persons, lay faithful and
all pastoral workers for their remarkable commitment and dedication in
continuing the work entrusted to us by the Lord.

We ask the Holy Spirit to guide us always in this important journey we are
about to undertake. Without the Lord helping us, we will be laboring in vain.

Thank you to all of you for your commitment and for all your sacrifices. Let us
journey together in carrying out our DCPA 8. Atin ‘To! Bago ‘To!! Cubao ‘To!!!

Sa nakalipas na panahon ang Diyosesis ng Cubao ay binayayaan ng mga pari, relihiyoso
at laiko na magkatuwang na nagtutulong–tulong sa pagbuo ng Programang Pastoral na naging
gabay sa patuloy na pag-unlad at pagkakaisa.

Sa panahon ngayon, muli na naman tayong gumawa ng Planong Pastoral na angkop at


makatutugon sa mga hamon ng komunidad, kapaligiran at buhay ispirituwal ng bawat isang
nasasakupan ng Diyosesis ng Cubao. Nabuo natin ang isang malikhaing at epektibong Planong
Pastoral na tinatawag na “Diocese of Cubao Priority Agenda 8” o DCPA 8 na pinapangarap natin
na masiglang maisasakatuparan sa loob ng pitong taon mula 2018 hanggang 2025 batay sa
tatlong kaisipan na ating matatandaan.

Atin ’To! Muli nating pasisiglahin ang pagsasama-sama ng mga pari, relihiyoso at laiko
sa pamamagitan ng pakikipag-ugnayan sa pagbuo at pagsasakatuparan ng Planong Pastoral.
Bawat isa ay maangkin na naging bahagi siya ng programa.

Bago ’To!! Ang paggamit ng “Agenda Based” mula sa dating “Ministry Based” na higit na
makakatulong sa pagtugon sa mga iba’t-ibang karanasan ng mga mananampalataya. Ito ay
nangangahulugan ng pagbabago ng direksyon at mga programa.

Cubao ‘To!!! Madadama natin ang sama samang pagkilos ng Diyosesis ng Cubao sa isang
Pastoral Cycle na may antas ng pagpaplano, pagsasakatuparan, pagtutok at pagtatasa mula sa
antas ng Diyosesis, Bikaryato at Parokya.

Ang “Diocese of Cubao Priority Agenda 8” ay isang hamon sa ating lahat upang tayo’y
epektibong makatugon sa pangangailangan ng sambayanan ng Diyosesis ng Cubao. Patnubayan
at basbasan tayo ng Panginoon sa pagpapalaganap at pagpatupad nito.

I. DIOCESAN PASTORAL PLANNING PROCESS

EVALUATION OF 8PPA

In order to assess the performance of the Diocese of Cubao via-a-vis its pastoral goals in
the last five years, the Summative Evaluation was conducted in late 2017. The Evaluation
process included administering evaluation instruments at the Ministry levels, Vicariate, and
Parish Levels. These were accomplished by the Clergy, members of the Diocesan ministries, and
each parish under the Diocese of Cubao. The Bishop’s Pastoral Visit to each of the 47 parishes
was preceded by an assessment of their status of implementation of programs under the 8
agenda. Finally, in order to validate the results of the assessments, Vicariate conversations
were also held to elicit personal reflections on the performance of the Diocese and generate
suggestions for the improvement of activities for the next planning period.

TAGAYTAY GENERAL ASSEMBLY

Members of the Cubao Clergy, and representatives from religious community, and laity
composed of PPC lay coordinators and Formation Ministry coordinators were invited to join this
assembly in February 2018. At this time, the collated and synthesized data from all the
evaluation activities were presented. A talk that focused on Philippine realities significant for
Roman Catholics was then given. Ten (10) working groups coming from the 165 participants
were then tasked to come up with pressing concerns that could possibly be addressed by the
Diocese of Cubao. The discussions during a plenary session resulted in the draft of 8 pastoral
agenda.

DRAFTING WORKSHOPS

Several workshops were conducted with the aim of fleshing out the output of the
Tagaytay General Assembly - the proposed diocesan pastoral agenda for 2018-2025.
Participants to the first workshop conducted in the Secular Order of Discalced Carmelites
(OCDS) Retreat House were priest and lay ministry coordinators and members of the Diocesan
pastoral staff. Working groups identified Goals and Objectives for each agenda and Agenda-
based action plans were drafted in this workshop. This workshop was followed by several
meetings at the Obispado to finalize the action plans.

The workshop held at the St. John Vianney Retreat House in Norzagaray, Bulacan was
attended by the Working Groups and Agendum Directors. The Agenda action plans were
further refined and would be the versions of the Action Plans submitted to the Diocese for
approval.

CONSULTATIONS

Prior to approval of the agenda and its components, several drafts were presented
before the Board of Consultors, the Agenda Directors and Assistant Directors, and also during
Clergy and Lay Assemblies. Comments and recommendations were solicited from these groups
and their recommendations were incorporated into the final version of the 2018-2025 Diocesan
Pastoral Plan.

APPROVAL and LAUNCHING of the DCPA 8

Bishop Honesto F. Ongtioco, D.D. approved The Diocese of Cubao Eight Priority Agenda
for 2018-2025 and it was formally launched during a Holy Mass to celebrate the 15th
anniversary of the Canonical Establishment of the Diocese of Cubao.

IMPLEMENTING GUIDELINES

The implementing guidelines detail the processes on how DCPA 8 will be implemented
through the next seven (7) years. A manual has been prepared for this purpose and will be
distributed to every parish for their guidance. In addition, training activities to be conducted at
the Vicariate level have been designed to assist parishes in the implementation phase of the
pastoral plan. A technical team is also on hand to address the particular needs of parishes in
connection with planning and evaluation activities.

The previous section described the process undertaken by working groups to produce
the documents and outputs necessary for the next phase of pastoral planning. Following is a
diagram that illustrates the flow of activities from the diocese to the parishes and the
relationship of the elements of the documents from the Diocese to the production of action
plans at the level of the parishes.

II. DIOCESAN VISION AND MISSION STATEMENT
DIOCESAN VISION:

A COMMUNITY of CHRIST-LIKE DISCIPLES empowered and sent


through effective SERVANT-LEADERSHIP moving towards becoming
CHURCH OF THE POOR.

In order to realize the seed sown and the fruits reaped for the past years, this
formulated vision and mission statement is more straightforward and directional in nature.

It wants to maintain the envisioned model of the Church according to the Second
Plenary Council of the Philippines. A Community of Disciples (PCP II, #143). This community,
consisting of the laity, religious and clergy, is not only centered on Christ but also follows in
word and witness (Phil 2:1-11). Through the inspiration of the Holy Spirit and the
intercession of the Blessed Mother, she is empowered through formation in the Gospel and
sent to proclaim the Good News through a renewed integral evangelization. (PCP II, #155).

But effective evangelization can best be carried out through effective servant-
leadership. The Church as servant–leader is a maturing model of the Church based on the
Second Vatican Council. Inspired by this model, agents of renewal in the district have the
task of healing and humanizing the world (Avery Dulles, Models of the Church).

The task at hand is to become the emerging model of the Church: The Church of the
Poor. The community of servant-leader disciples must be in solidarity with the poor. In so
doing, they are not only evangelizers of the poor, but are also evangelized by the poor (PCP
II, #127-136).

We are the Church of the Poor!

III. DIOCESAN CORE VALUES / MISSION STATEMENT:
To better reach the vision, the following basic values, as her mission, have to be
imbibed. This can best be remembered through an acronym using the district name:

Conversion and Renewal


• The solid basis of effective evangelization and servant-leadership is conversion and
renewal. Santatlo needs metanoia, or change of heart, from a life of sinfulness to a life of
grace. From conversion must follow constant renewal to sustain conversion (PCP II, #271-
74).

Unity in Diversity
• But this conversion and renewal can only be done in the context of a community of
servant-leader disciples. This community is characterized by unity in diversity who draws its
strength from the Blessed Trinity. The Triune God inspires the community to be one Church,
synergizing different charisms and ministries. (PCP II, #91-94).

Being and Becoming


• Amidst unity in diversity, the community grows in the spirit of communion: being the
Church God wants her to be, appreciated and cared for; and becoming the Church God
wants her to become, bearing fruit a hundredfold (PCM II, Ch3, p.98).

Authenticity and Availability


• Being and becoming develops our communal discipleship into authentic servant leadership
where there is sincerity in reaching out to those in need. This also means being available,
especially to the poor (PCP II, #435).

Openness and Flexibility


• To be authentic and available, servant leaders demand being open and flexible to the
“signs of the times” in order for one’s service to be apt and relevant for the people served
(PCP II, #435).

DIOCESAN GOAL

Within the period of 7 years (2018-2025), the Bishop, priests, religious and
laity of the Diocese of Cubao, moving together as a community of disciples,
having been renewed, will undertake the mission of new and integral
evangelization; thus, becoming a vibrant local church committed towards total
human development.

V. Diocese of Cubao Priority Agenda 8 (DCPA 8)
(2018-2025)

INTRODUCTION
The process of crafting the 2018-2025 Diocesan Pastoral Agenda began with the General
Assembly in Tagaytay where we reviewed our performance as a Diocese from 2011-2017.

This was followed by a series of workshops attended by representatives from different


ministries and commissions who comprised the Technical Committee (Diocesan Pastoral Team)
and finally, consultations with the Consultores of the Diocese.

After several revisions based on recommendations from the Cubao Clergy, final approval was
given by Bishop Honesto F. Ongtioco, D.D. on August 22, 2018.

In the previous Pastoral Plan 2011-2017, we named the thrust of the Diocese of Cubao as
Pastoral Priority Agenda (PPA). Now, however, in view of greater participation at the level of the
Diocese, we renamed our Pastoral Plan as Diocese of Cubao Priority Agenda (DCPA).

This is in congruence with the call of Most Rev. Honesto F. Ongtioco, D.D., the Bishop of the
Diocese of Cubao, for the different active and dynamic parishes to unite as one and always
ready to “Think Diocese.”

Another major change is the shift of using the Agenda formulated and legislated on February
20 and 21, 2018 by the different stakeholders of the Diocese of Cubao, namely; Bishop Honesto
F. Ongtioco, Parish Priests, Diocesan Pastoral Staff and PPC Lay Leaders and Formation Ministry
heads as the basis for writing the Action plans at the Diocesan level. Previously, plans and
programs were formulated at the Ministry level.

DCPA # 1 INTEGRATING FAMILIES IN THE LIFE OF THE CHURCH
The socio-economic-political and cultural changes contribute to the breakdown of marriage,
relationships and values within the family; which ultimately affect church life. The
phenomena of migration, cohabitation, same-sex union, teenage pregnancies, divorce, single-
parenting, contraceptive mentality, LGBT demands for acceptance, and poverty are some of
the issues that families are faced with.

We believe parishes should have inclusive and concrete pastoral programs to journey with
couples and families offering hope, encouragement and strength leading towards fuller
participation/integration in the life of the church.

Evangelii Nuntiandi, 471. The family, like the Church, ought to be a place where the Gospel is
transmitted and from which the Gospel radiates. In a family which is conscious of their mission,
all the members evangelize and are evangelized. The parents not only communicate the Gospel
to their children, but from their children they can themselves receive the same Gospel as deeply
lived by them. And such a family becomes evangelizer of many other families and of many other
families and of the neighbourhood of which it forms.

Pope Francis, Amoris Laetitia # 87. The Church is a family of families, constantly enriched by the
lives of all those domestic churches. “In virtue of the sacrament of matrimony, every family
becomes, in effect, a good for the Church. From this standpoint, reflecting on the interplay
between the family and the Church will prove a precious gift for the Church in our time. The
Church is good for the family, and the family is good for the Church. The safeguarding of the
Lord’s gift in the sacrament of matrimony is a concern not only of individual families but of the
entire Christian community”.

GOAL: By the end of 2025, the Diocese of Cubao will be a local church where Parishes, as
FAMILY of FAMILIES will create an environment of hope, trust, transparency and communion
thru pro-active sustainable small-group discipleship programs leading towards fuller
integration of families in the life of the church.

OBJECTIVES:

1. To integrate family-oriented programs and ministries in the parish pastoral programs.


2. To develop/train Pastoral workers in becoming truly authentic servants and witnesses
of the Gospel.
3. To equip families with knowledge of Scriptures and Catholic doctrines to help them
become living witnesses of God’s love.

DCPA # 2 ANIMATING PARISH LIFE

Parish life has considerably weakened in the course of years despite the many efforts of
renewal in the Church. This is easily seen in the decrease of mass attendance and
participation in parish activities; the un-churched Catholics remains a great challenge.

Unless addressed, the weakening of parish life may lead further to the disintegration of
parish life and erosion of faith and morals of the parishioners, already affected by secular
mentality and religious indifference.

This situation calls for a concrete plan of action to animate the parish life, in which
parishioners claim their parish as their community, where they feel belongingness and
participate in its mission through the lifestyle of stewardship.

Lumen Gentium #7:52. Really partaking of the body of the Lord in the breaking of the
Eucharistic bread, we are taken up into communion with Him and with one another. “Because
the bread is one, we, though many, are one body, all of us who partake of the one bread”. 53 In
this way all of us are made members of His Body, 54 “but severally members one of another”.

GOAL: By the year 2025, the Diocese of Cubao will be a local church where parishioners claim
their parish as their community, where they experience belongingness and participate in its
mission of new evangelization.

OBJECTIVES:

1. To intensify a sense of identity & community as a parish through activities that


encourage fellowship.
2. To systematize participation through ministries in the spirit of stewardship.
3. To strengthen communion and mission in the parish through BEC.

DCPA#3 DEVELOPING EFFECTIVE, COMMITTED AND RENEWED
WITNESSES OF THE CATHOLIC FAITH

Majority of Filipino Catholics lack basic knowledge and understanding of Catholic Faith.
There is a need to deepen our faith so that we gain the confidence and skill to profess and
share their faith. That is why it is important that the Diocese develop, implement, and
institute sustainable and continuing formation programs for the faithful to make them
effective, committed and renewed witnesses of faith.

Catechism of the Catholic Church #1397 The Eucharist commits us to the poor. To receive in
truth, the Body and Blood of Christ given up for us, we must recognize Christ in the poorest, his
brethren.

GOAL: By the end of 2025, The Diocese of Cubao will develop the Christian faithful of the
Diocese to become effective, committed, and renewed witnesses of Catholic faith.

OBJECTIVES:
1. To develop lay formation programs on Basic Catholic Faith.
2. To recruit, train and sustain committed lay evangelizers from the ranks of the faithful.
3. To synergize formation programs and resources leading to the institutionalization of
pastoral development.

DCPA#4 UPHOLDING HUMAN DIGNITY AND INTEGRITY OF


CREATION
We are witnesses to the neglect of the value and dignity of the human person, especially of
the poor and marginalized sectors, whose rights are constantly threatened and attacked. Our
Catholic faith emphasizes our responsibility to uphold and respect the basic dignity of our
fellow humans. Therefore, we strive to maintain a Catholic community where everyone
enjoys basic human dignity and respect, and lives without prejudice and discrimination.

In addition, this is in response to Pope Francis challenge to “protect our common home”. It
is also our responsibility as Catholics to address environmental problems, especially if they
affect the poor and vulnerable people.

Gaudium et Spes (“The Church in the Modern World”), Vatican II, 1965, #24. Love of God and
of one’s neighbor, then, is the first and greatest commandment. Scripture teaches us that love
of God cannot be separated from love of one’s neighbor: “Any other commandment [is]
summed up in this sentence: ‘You shall love your neighbor as yourself…’ therefore love is the
fulfilling of the law” (Romans 13:9- 10; see 1 John 4:20). It goes without saying that this is a
matter of the utmost importance to people who are coming to rely more and more on each
other and to a world which is becoming more unified every day.

Pope Francis, Laudato Si #16 Although each chapter will have its own subject and specific
approach, it will also take up and re-examine important questions previously dealt with. This is
particularly the case with a number of themes which will reappear as the Encyclical unfolds. As
examples, I will point to the intimate relationship between the poor and the fragility of the
planet, the conviction that everything in the world is connected, the critique of new paradigms
and forms of power derived from technology, the call to seek other ways of understanding the
economy and progress, the value proper to each creature, the human meaning of ecology, the
need for forthright and honest debate, the serious responsibility of international and local
policy, the throw-away culture and the proposal of a new lifestyle. These questions will not be
dealt with once and for all, but reframed and enriched again and again.

GOAL: By the end of 2025, the Diocese of Cubao will be a local church with a fully-developed
social action arm with the capability and resources that respond to current socio-political
and environmental issues and challenges.

OBJECTIVES:
1. To conduct Basic Orientation and capability building formation for both Clergy and Lay
Leaders, highlighting the importance and current trends in advocacies for social
apostolate and environmental protection.
2. To institutionalize the necessary offices/desk to serve the cause of the poor and the
environment with collaboration among these ministries; SSDM, RJM, PAM, CARITAS,
Urban Poor Ministry, the YOUTH, and the Ecology Desk.
3. To strengthen the linkages with GOs, NGOs and Private Sectors for partnership
endeavors in response to the needs of the poor.
4. To identify available resources and support existing programs that protect the rights
of the sectors that experience discrimination and abuse on account of their
imprisonment, mental and physical disabilities, sex and gender, age, and ethnicity.

DCPA#5 ENGAGING THE YOUTH
The Filipino youth today faces different issues such as increasing suicide rate, premarital sex,
illegal drugs, depression, identity crisis and family problems that greatly affect their
emotional, social, spiritual, physical and moral wellbeing. These situations hinder their
involvement and active participation in the life-mission and work of the church.

Therefore, it is vital for young people to be properly informed and formed about the
Catholic faith and Christian values and empower them to be Christ-centered servant leaders
and active proponents of change. (Proverbs 22:6 Train the young in the way they should go;
even when old they will not swerve from it) (BENEDICT XVI, Letter to the Diocese and City of
Rome on the urgent task of educating young people).

I thought of addressing this letter to you in order to speak to you about a problem of which you
yourselves are aware and to which the various members of our Church are applying themselves:
the problem of education. We all have at heart the good of the people we love, especially our
children, adolescents and young people. Indeed, we know that it is on them that the future of
our City depends. Therefore, it is impossible not to be concerned about the formation of the new
generations, about their ability to give lives a direction and to discern good from evil, and about
their health, not only physical but also moral.

GOAL: By the end of 2025, the Diocese of Cubao will be a local church where the youth are
Christ-centered servant leaders and active proponents of change.

OBJECTIVES:
1. To empower young people through intensive leadership training and formation
programs focusing on virtue, learning, spirit and service towards SELF-
TRANSFORMATION.
2. To formulate programs and activities that engage the youth in the life-mission and
work of the church which will help them become proponents of change.
3. To establish relationship and collaboration with other ministries that provide
opportunities for growth and development of the young.

DCPA#6 MOLDING SHEPHERDS AFTER THE HEART OF JESUS
In the likeness of Christ, the Good Shepherd who is willing to lay down his life for his
sheep, our priests are committed to lead the flock of the Christian faithful to receive God’s
salvation. They are faced daily with the challenge of making God’s abounding love concrete
and alive by answering not only the spiritual needs of people but also the other facets of their
lives.

In order to fulfill this Divine mission, it is vital that our clergy continue to enrich and
deepen their faith life and achieve competence in discharging their priestly responsibilities.
We look towards a future where the clergy “know their sheep” and the faithful see them as
dedicated, compassionate and effective shepherds, thereby providing the inspiration to
attract and inspire vocations. (John 10:11 I am the Good Shepherd; a Good Shepherd lays down
His life for His sheep). (Jer. 3:15 “I will give you shepherds after my own heart”).

Pastores Dabo Vobis Post-synodal apostolic exhortation to the Bishops, Clergy and Faithful on
the formation of priests in the circumstance of the present day. God promises the Church not
just any sort of shepherds, but shepherds “after his own heart.” And God’s “heart” has revealed
itself to us fully in the heart of Christ the good shepherd. Christ’s heart continues today to have
compassion for the multitudes and to give them the bread of truth, the bread of love, the bread
of life (cf. Mk 6:30 ff.), and it pleads to be allowed to beat in other hearts – priests’ hearts: “You
give them something to eat” (Mk 6:37). People need to come out of their anonymity and fear.
They need to be known and called by name, to walk in safety, along the paths of life, to be
found again if they have become lost, to be loved, to receive salvation as the supreme gift of
God’s love. All this is done by Jesus, the good shepherd – by himself and by his priests with him.

GOAL: By the year 2025, the Diocese of Cubao will be a local church where the clergy are
more dedicated, compassionate and effective shepherds, who are able to attract and inspire
vocations.

OBJECTIVES:
1. To pursue the on-going formation of the clergy, focused on strengthening pastoral
zeal.
2. To foster fraternal mentoring on shepherding (by vicariate).
3. To enhance relationship with parishioners.

DCPA#7 MAXIMIZING NEW MEDIA FOR EVANGELIZATION

In an age when social and other forms of digital media are significantly shaping and
reshaping public views and opinions, Pope Benedict’s call to “evangelize the digital
continent” is an affirmation of the Catholic Church’s recognition of the potential of digital
communication for evangelization. We endeavor to establish a stronger new media presence
for our local parishes in order to spread the Gospel and Catholic values to a much
wider audience. (Mat 28:19 Go thereforth and make disciples of all nations…)

Apostolic Letter on the Rapid Development, John Paul II, 2005 #7. In the communications
media the Church finds a precious aid for spreading the Gospel and religious values, for
promoting dialogue, ecumenical and inter-religious cooperation, and also for defending those
solid principles which are indispensable for building a society which respects the dignity of
human person and is attentive to the common good. The Church willingly employs these media
to furnish information about itself and to expand the boundaries and evangelization, of
catechesis and of formation, considering their use as a response to the command of the Lord:
“Go into the whole world and proclaim the gospel to every creature” (Mk 16:15)

DCPA#8 EMBRACING STEWARDSHIP AS A WAY OF LIFE
Stewardship involves the principles of Ownership (Psalm 24), Responsibility, Accountability
(Parable of the Talents), and Reward (Colossians 3:23-24).

We are all called as God’s stewards to manage that which belongs to God. We are all
stewards of the resources, abilities, and opportunities that God has entrusted to our care.
Those who faithfully undertake this responsibility can expect to be rewarded fully in the next
life.

In the present time, we need to embrace this biblical view of stewardship, which goes
beyond financial matters and building projects. We need to be faithful stewards of all that
God has given us within the opportunities presented through his providence to glorify him,
serve the common good and further his Kingdom.

It is imperative that we work towards applying the concepts of “faith, work, and
economics” to where we can support the mission and apostolate of the Church.

Pope John Paul II as quoted by the Second Plenary Council of the Philippines “Nobody is so rich
that he has nothing to receive.” (Pope John Paul II as quoted by the Second Plenary Council of

Acts 4:32-35 The group of believers was one in mind and heart. None of them said that any of
their belongings were their own, but they all shared with one another everything they had…
there was no one in the group who was in need… Those who owned fields or houses would sell
them, bring the money received from the sale, and turn it over to the apostles, and the money
was distributed according to the needs of the people.

GOAL: By the end of 2025, ALL PARISHES in the Diocese of Cubao are “Stewardship Parishes”
where parishioners live out the spirituality of stewardship, recognizing the graciousness and
generosity of God calling us to be “Good and faithful servants” (Matthew 25:21),
acknowledging the gift we have received and sharing them gratefully and generously.

VI. IMPLEMENTING GUIDELINES FOR DCPA 8
After the crafting of the priority agenda, its presentation, and its dissemination, the next
step for the implementation of the pastoral plan is its successful application in the various
settings in the Diocese. In order for this to be achieved, a thorough knowledge of the guidelines
and acceptance of their validity in parishes are key conditions that must be met.

This manual details how the diocese, vicariates, and parishes will put the principles of
the agenda into actual practice. In general, this manual will provide directions and guidance on
how to implement the agenda. More specifically, it will describe the set of actions by which
parishes would demonstrate that it is implementing the pastoral plan of the Diocese.

1. The Features of DCPA 8: Context and Strategies

A. Inclusivity of Planning Activities and Ownership of Plans (Atin ‘To!)

A.1 Upholding the Santatlo: In order to strengthen the dynamics and working
relationships between and among the clergy, religious men and women, and the laity, there is a
systematic inclusion of all sectors in all phases of the pastoral cycle.

A.2 Final Consultation with Lay Leaders: Traditionally, approval of the agenda only
needed the nod of the Clergy before being endorsed to our Bishop for final approval. As a
measure to foster ownership of the pastoral plans during the implementation phase, the DCPA
8 was presented to the parish lay leaders for their final inputs before its presentation during the
Clergy Assembly.

B. Agenda vs. Ministry-based (Bago ‘To!!)

B.1 The use of ministry-based agenda in the past often resulted in priest and lay
coordinators of ministries limiting their participation and involvement in activities concerned
only with a particular agendum out of several mandated agenda. Ministries writing their action
plans found it difficult to look beyond the programs that would answer their particular ministry
objectives. With a change of focus on the eight (8) agenda as the direction for creating plans,
there is a holistic perspective of the vision and mission of the Diocese which now requires
collaboration among ministries to achieve them.

B.2 Creation of Agenda Teams. For each agendum, a priest will be assigned as
“Agendum Director” and another priest as “Assistant Agendum Director”. The Director/s will
monitor/coordinate the activities associated with the implementation and evaluation of the
programs under the agendum. The Coordinators need not belong to the ministries that might
be directly responsible for implementing the programs. (See Appendix A: Roles and
Responsibilities of Agendum Director)

The Director/s heads a core group composed of clergy, religious, and lay, to assist with
the functions of the Agendum Director. (See Appendix B: Members of Agenda Teams)

The Episcopal Vicar for Pastoral Affairs shall be the Over-all Agenda Director.

B.3 Implementation at the parish level. A structure and mechanics of membership in


agenda teams and reporting during meetings should be adapted. These will include the
formation of agenda teams composed of parishioners who will be responsible for monitoring
and preparing project/program status reports done in relation to each of the agendum. The
parish priest may assign a coordinator who, along with the parish agendum team, will meet
ministries responsible for implementing programs/projects during a particular period and from
there, compile a report to be presented during the PPC meeting (See Appendix C: Proposed
structure of meetings). The Coordinator and agenda team members may be a member of the
Parish Pastoral Council or any of the mandated church organization based in the parish.

C. Synchronizing Activities (Cubao ‘To!!!)

The schedule of the Pastoral Cycle was designed around the schedule of important
liturgical activities of the Church. This measure was done was to ensure focused participation of
all the parishes in the planning and evaluation activities. The same periods for producing the
required outputs will facilitate the systematic retrieval of information that will be used for the
Diocese’s annual evaluation reports.

2. Pastoral Cycle

The Diocese will adapt a synchronized pastoral planning and evaluation cycle to be
followed by the Diocese and the 47 parishes.

A. Transition Phase (June 2018-June 2020)

A.1. Parishes that are currently operating under parish plans based on the 8-point
priority agenda (2011-2017) may continue to be guided by their annual plans and schedule until
the end of the transition period (Pastoral cycle 1). Planning activities and outputs that follow
will then be guided by the DCPA 8 and the schedule of the pastoral cycle.

A.2 Parishes that will conduct the year-end evaluation* of their 2018 parish plan and
then immediately commence with their 2019 planning activities may now opt to be guided by
the DCPA 8 and its pastoral cycle schedule.

To illustrate, after Evaluation, parishes may formulate their action plans for January
2019 to March 2020. From then on, the schedule of planning, implementation, monitoring and
evaluation activities will now be synchronized at the levels of the diocese, vicariates, and
parishes.

B. Effective May 2020, planning and evaluation activities must be aligned with the
Pastoral Cycle and must be followed at the levels of the parish, vicariate, and diocese:

3. Strategies and Schedules for Evaluation and Monitoring

A. Bi-Annual Parish Evaluation

A.1 Parishes will conduct evaluation of their programs twice a year - mid-year and year-
end evaluation. As inputs to these evaluation activities, the reporting on accomplishments shall
be done on agenda-basis during their regular PPC meetings. The projects / activities as
contained in the prepared action plans will be referred to during the reports. These reports will
be submitted and collected as data for the biennial Vicariate evaluation.

A.2 Parishes may conduct their evaluations using their preferred method. These may
either be through quantitative methods (survey questionnaire) or qualitative methods (Parish
Conversations). A template for a year-end Status Report will be provided by the Diocese prior to
the scheduled evaluation period.

B. Biennial Vicariate Evaluation (End of Pastoral Cycles 1, 3, 5, & 7)

B.1 Vicariate Pastoral Assembly. Parishes will be required to attend a vicariate assembly
wherein their representative will present a report on the status of their Agenda plans,
programs, and particularly, their accomplishments before a group composed of the Vicar
General, the Episcopal Vicar for Pastoral Affairs, the Vicar Forane, representatives of the 8
Agenda Teams, and representatives of the parishes from that particular vicariate.

C. Diocesan Evaluation (End of Pastoral Cycles 1, 3, 5 and 7)

C.1 Kamustahan: ABC, an assembly of representatives from the 47 parishes will be scheduled at
the end of first pastoral cycle under the DCPA 8 (2020). This gathering will provide the chance
for everyone involved in the crafting and implementation of the action plans during the
transition period to share their experiences and suggest measures to ensure the efficient
implementation, monitoring, and evaluation of DCPA 8 in the following years.

C.2 The Short-term Evaluation will be done in 2022. A report, made up of a compilation of the
reports from all Vicariate Assemblies, will be prepared by the Diocese. Agenda Directors will
present the accomplishments and best practices of the parishes before a Diocesan Santatlo
Assembly organized by the Diocese. Representatives from the 47 parishes will be invited to
attend these assemblies.

C.3 The Mid-term Evaluation activities will be done in 2024 following the procedure done
during the Short-term evaluation. Again, there will be a Diocesan Santatlo Assembly where
results of the evaluation will be reported.

C.4 The Long-Term Evaluation activities will commence in 2025 and concluded in 2026. A
Summative Evaluation Report will be prepared by the Pastoral Office of the Diocese from the
following sources and presented during a Diocesan Santatlo Assembly:

a) Bishop’s Episcopal Pastoral Visit. The Bishop will conduct his Pastoral Visit of the 47
parishes accompanied by the Vicar General and the Vicar for Pastoral Affairs, starting with the
first batch of parishes in 2024 and the remaining parishes, in 2025. During the Pastoral Visit, the
parish will give a report of their accomplishments vis-a-vis the DCPA 8. The PPC of each parish
will present their Accomplishment report from the years 2018 – 2023 /2024. The Diocese will
produce a consolidated report from the parish reports.

b) Vicariate Conversations. In every Vicariate, there will be gathering of representatives


from each parish to assess the accomplishments of the parishes, in particular, and the Diocese,
in general, vis-a-vis the 8 agenda.

D. Instruments for Monitoring and Evaluation
Evaluation instruments/strategies will be distributed to the parishes at the prescribed
schedule. Both quantitative and qualitative instruments will be used, whichever is appropriate
for the program being monitored or evaluated. Templates for Parish and Vicariate Reports will
be provided by the Diocese prior to the scheduled evaluation period.

4. Proposed Action Plans

A. The Action Plans on the following pages were formulated by Working Groups for each
of the eight (8) agenda. The members of the working groups were assigned to each agendum
on the basis of their experience in the ministries that might be responsible for running
programs and activities under the particular agendum. (See Appendix D: Members of Working
Groups)

B. The Action Plans in this manual were written as Agenda Action Plans, a departure
from the previous practice of having ministries formulate Ministry plans based on the agenda
that were applicable to their particular charisms/ministries.

C. The Action Plans in this manual were written only as templates or guides for parishes
in creating their action plans (See Appendix E: Action Plan Template & DCPA 8 Action Plans).
They are not meant to be duplicated as parish plans need to be based on their particular
context and needs. Included in these Action Plans are specific objectives and examples of
programs and activities which will support the implementation of the agenda. (See Appendix F:
List of Possible Programs and Projects)

5. Incentives for Compliance

Parishes that actively participate in the planning and evaluation activities and submit
requirements will be awarded certificates of recognition during the General Assemblies and
given other incentives after meeting criteria set by the diocese. These will serve as badges of
honor that they can display in their parishes, letterheads, websites, etc. as evidence of their
accomplishments.

6. Technical Assistance

Parishes may avail of technical assistance from the Diocesan Pastoral Team* for tasks
related to creating agenda-based action plans** and conducting monitoring and evaluation
activities. Assistance on the processing and analysis of data using evaluation instruments may
also be provided, when requested. The Diocesan Pastoral Office may be contacted for this
purpose (See Appendix G for Contact information).

* The Diocesan Pastoral Team is composed of the members of the 8 Working Groups, the staff
of the Diocesan Pastoral Office, and facilitators from the Department of Psychology of the
University of the Philippines, Diliman.

7. Statement of Commitment

As parishes embark on their initial stages of implementation of the DCPA 8, it is


suggested that a liturgical celebration be held and the Prayer of Commitment recited as a
reminder of the Divine source of all that we hope to achieve through the pastoral plan. The
prayer may also be recited at the opening of activities and meetings in the diocese (See
Appendix H for the Statement of Commitment).

Statement of Commitment to the Seven-Year Pastoral Plan

We, the Clergy, Religious and the Laity of the Diocese of Cubao,

discernment of the common and urgent pastoral issues

We have realized that God has time and again has called us together
