SUBJECT : Human Rights Advisory on the Celebration of Ninoy Aquino Day

1. References:

a. Memorandum from Regional Director dated August 17, 2023 with subject
same as above;

b. PNP LOI 55/07 (PAMANA) otherwise known as the PNP Human

Rights Development Program; and

d. PNP P.A.T.R.O.L Plan 2030.

2. To ensure peaceful celebration and to avoid human rights violation committed

by the PNP personnel, the higher office recommends the following:

a. Deployment of Police Human Rights Officer (PHRO) to conduct monitoring

and ensure that Human Rights obligation are observe;

b. PHROs shall remind PNP personnel deployed to exercise maximum

tolerance, to strictly adhere the POP and Human-Rights Based Policing;

c. Prior to the deployment, PHROs should conduct briefing on the importance

of Force Continuum; and

d. Ensure that any apprehended individuals are properly handled and be

given medical intervention if necessary.
 3. In line with the above references, at about 08:00 o’clock in the morning of this
date PLTCOL ROMEO G CUBO, ACOP facilitates the Police Information and
Continuing Education (PICE) to the personnel of Guihulngan City Police Station
regarding the recommendations from the higher office to avoid any human rights
violations during rallies or demonstrations that may arise in our area of responsibility.
