1.0 SCOPE
1.1 This instruction:
Specifies the frequency of ITM of fire protection equipment.
Assigns responsibility for ITM, reporting of deficiencies, and replacement of fire protection
equipment.
Defines which types of equipment and systems are classified as fire protection equipment.
1.2 This instruction does not address ITM of Personal Protective Equipment (PPE) or emergency response
equipment, with the exception of Self-Contained Breathing Apparatus (SCBA) and Supplied Air Breathing
Apparatus (SABA).
2.0 DEFINITIONS
Alteration: Any upgrade, modification, relocation, and/or replacement of fire protection equipment.
Area Fire Chief: The Unit Head who manages the affairs of the Local Fire Control Unit (FCU).
Divisional Fixed Fire Systems & Inspection Unit (FFS&IU): A unit assigned to each Area Fire Protection
Division that is responsible for conducting Annual Testing and Inspection (T&I) of fire protection
equipment within its area of jurisdiction.
Facility: Any discrete location with buildings or plant equipment, whether occupied or not. Facilities can
be either onshore or offshore, and include residential communities, commercial buildings, plants, wells, and
marine vessels.

EQUIPMENT
Fire Extinguishers and Breathing Apparatus (FE&BA) Workshop: A Fire Protection Department
(FrPD) workshop where maintenance services (e.g., repairs, hydrostatic testing, and refilling) are performed
on Company fire extinguishers and breathing apparatus sets.
Fire Protection Equipment: Any fire protection device, fixed or semi-fixed fire protection system, fire
detection and alarm system, or component thereof. Refer to Supplement 1781.001-01 for a list of fire
protection equipment.
Where the term fire protection equipment is used in this general instruction, it shall mean all or any of the
following:
A. Fire Extinguishers
B. Breathing Apparatus Sets
C. Water-Based Fire Protection Systems
D. Fire Detection and Alarm and Systems
E. Smoke Control Systems
F. Special Hazards Fire Suppression Systems
G. Other equipment (Refer to Supplement 1781.001-01)
Fire Protection Equipment Layout: A plan or drawing of a facility that illustrates the type and location
of all fire protection equipment, with its associated tag number or other identifier (e.g., SAP number).
Local Fire Control Unit (FCU): The operational unit within an AFrPD that is responsible for providing
support to the proponent organization for a specific area (community and/or industrial facility).
Logbook: A dedicated record book used to document the history of all ITM activities and activation of fire
protection equipment.
Mandatory Saudi Aramco Engineering Requirements (MSAERs): Mandatory Company requirements

pertaining to the design, installation, and acceptance of facilities and equipment; fabrication and testing of
materials and equipment; and details related thereto. These requirements are provided in Company
documents: Saudi Aramco Engineering Procedures (SAEPs), Saudi Aramco Engineering Standards
(SAESs), Saudi Aramco Material Specification Standards (SAMSSs), and Saudi Aramco Standard
Drawings (SASDs).
Oily Water Drainage System (OWDS): A system that removes surface runoff and effluents from process
areas within a plot limit and transports them to a disposal facility or off-plot pond area. Refer to SAES-S-
020 for more details.
Organizations: The Saudi Aramco entities with responsibilities defined in this GI are as follows:
Proponent Organization: An organization that is responsible for oversight, operation, and

maintenance of a given Company facility. Such an entity may simultaneously be an Occupant and/or
Maintenance Organization for the same facility.

Occupant Organization: Any organization (or its sub-group) that occupies and/or operates in any
portion of a Company facility, including section(s) of a building.
Maintenance Organization: Any organization (or its sub-group) that maintains any fire protection
equipment in any facility on behalf of the Proponent or Occupant Organization.
Superintendent of Fire Operations: The Division Head who manages the affairs of the AFrPD.
System Application and Product Plant Maintenance (SAP PM): An online management information
system used for the coordination, control, analysis, and visualization of inspection and testing schedules,
work-order notifications, maintenance work requests, follow up notifications, task lists, etc. This system is
utilized by Proponent Organizations, Maintenance Organizations, and FrPD.
PM01 Sub-order: A work-order that details deficiencies identified during execution of a PM02
work-order.
PM02 Work-order: A work-order for Annual Testing and Inspection (T&I) that is performed
annually by FrPD.
Testing and Inspection (T&I): The various types of tests and inspections are as follows:
Annual T&I: A thorough and comprehensive test of fire protection equipment, its components, and
its functions. These tests are intended to ensure that the equipment is in proper working condition
and that it will operate effectively for the purpose for which it was installed.
Follow-up T&I: A test and/or inspection of fire protection equipment, intended to verify completion
of maintenance or service work for all previously identified deficiencies and/or discrepancies,
relative to MSAERs, and restoration of the system to normal operating condition.
Performance and Acceptance Testing (P&AT): Walkthroughs, inspection, and tests conducted to
determine acceptability of new installations. This includes complete testing of applicable devices,
equipment, systems, and their functions. P&AT verifies that the system has been installed in
conformance with National Fire Protection Association (NFPA) standards, MSAERs, Issued for
Construction drawings, specifications, and manufacturer's instructions.
Reacceptance Testing: Assessments conducted after alteration or repair of existing equipment. All
new and altered components, and system functions affected by the changes, are tested. The testing
may also include all or a portion of the original functions to verify proper system operation.
Routine ITM: Weekly, monthly, quarterly, semi-annual, annual, or other periodic, routine visual
checks, tests, and/or preventive maintenance. Routine ITM is intended to ensure that fire protection
equipment is in normal operating condition, with no deficiencies that may adversely impact the
performance of the equipment.

4.0 GENERAL INFORMATION

4.1 Fixed halogenated fire extinguishing systems (e.g., Halon 1301 systems) must be scheduled for replacement
with a suitable environmentally safe agent. Prior to replacement of such systems, approval must be obtained
from LPD regarding the proposed replacement agent. FrPD and LPD shall be consulted regarding any
proposed changes to halon systems. Refer to SAER-6119 for additional guidance.
4.2 Where approved by FrPD, fire protection equipment installed in mothballed facilities, including marine
vessels, shall be exempt from required periodic ITM, including Annual T&I. To request such an exemption,
the Proponent Organization shall submit an official written request to FrPD.
5.0 FIRE PROTECTION DEPARTMENT RESPONSIBILITIES

5.1 Conduct Annual T&I of fire protection equipment as specified in Supplement 1781.001-01.
5.2 Provide FE&BA workshop facilities and manpower to process assigned maintenance notifications upon
receipt from proponents, plan and execute approved work-orders, and procure sufficient quantities of
required spare parts for maintenance of fire extinguishers and breathing apparatus sets, as described in
Supplement 1781.001-03.
5.3 The Area Superintendent of Fire Operations shall be responsible for the following tasks:
Ensure that all fire protection equipment in his area of responsibility is tested, inspected, and
maintained in accordance with Supplement 1781.001-01.
Delegate Annual T&I responsibilities to the Local FCU for fire hydrants, fire monitors, live hose
reels, post indicator valves (PIVs), fire extinguishers, and breathing apparatus sets.
Issue a letter to the Proponent Organization’s Manager immediately following the discovery of any
fire protection equipment, in his area of responsibility that is not in SAP.
Assign a representative to serve on the Mechanical Completion (MC) Acceptance Committee and
to sign Mechanical Completion Certificates (MCCs), as per GI 2.710, where FrPD involvement is
applicable.

5.4 The Local Fire Control Unit (FCU) Head shall be responsible for the following tasks:
Review and track any submitted Saudi Aramco Form 3708 (SA-3708), Fire Protection Equipment
Status Report, that is provided in accordance with Section 6.1.2, and ensure that appropriate
corrective action is taken. Local FCU representatives must record on SA-3708 any actions,
conditions, or corrections taken. A copy of SA-3708 shall be submitted to the Divisional FFS&IU.
Conduct Annual T&I for the equipment specified in Section 5.3.2 upon receipt of a PM02 work-
order from the Divisional FFS&IU, in accordance with Section 5.5.3.
Create a PM01 Sub-order in accordance with Sections 5.5.6.1 and 5.5.6.2 to report any deficiencies
observed during Annual T&I activities.
Inform the Divisional FFS&IU of any critical deficiencies or impairments that are observed during
drills or familiarization visits.
5.5 The Divisional FFS&IU shall be responsible for the following tasks:
Coordinate with Proponent Organizations to plan and schedule Annual T&I for fire protection
equipment – with the exception of the equipment specified in Section 5.3.2– installed in all company
facilities, in accordance with Supplement 1781.001-01.
Access the SAP PM system to view the planned Annual T&I schedule. Confirm the dates and times
in writing, either through e-mail or letter, with the Proponent Organization responsible for the
facilities to be tested and inspected. Submit a copy of the written confirmation to the Local FCU.
Transfer Annual T&I PM02 work-orders for the types of equipment specified in Section 5.3.2 to the
Local FCU.
Ensure, prior to Annual T&I activities, that the Proponent Organization, Local FCU, and any
Regional Security Control Center or supervising stations are aware of the planned activities. This
action will minimize false alarms.
Ensure that Proponent Organizations assign a representative to witness all Annual T&I and Follow-
up T&I of fire protection equipment installed in the organization’s area of responsibility.
Conduct Annual T&I for all fire protection equipment in SAP PM, except as noted in Section 5.3.2.
Follow the process outlined in Supplement 1781.001-02.
Note: For assistance in conducting Annual T&I activities, refer to the ITM Checklists available
on the FrPD website.
5.5.6.1 Create a PM01 Sub-order to report any deficiencies.
5.5.6.1.1 Select “Emergency Work” if fire protection equipment specified in Supplement

1781.001-01 exhibits one of the following deficiencies:
A. Fire protection equipment or a portion thereof is impaired (i.e., out of
order).

B. A critical deficiency that, if not corrected, can have a material effect

on the ability of the fire protection equipment to function as intended
during a fire event.
5.5.6.1.2 Issue a letter under the signature of Area Fire Operation Superintendent to the
Proponent Organization’s Manager if Proponent Organization fails to resolve
an issue identified in the second PM01 Sub-order.
5.5.6.2 Conduct Follow-up T&I to verify job completion and to ensure that equipment has been
restored to normal operating conditions within fifteen (15) working days of the closure date
of the PM01 Sub-order.
Witness the Performance and Acceptance Testing (P&AT) of all new fire protection equipment, in
accordance with MSAERs, NFPA standards, and manufacturer’s recommended procedures. The
results of the P&AT shall be approved by FrPD before new fire protection equipment is placed in
service.
Witness reacceptance testing, upon request by the Proponent Organization in accordance with
Section 6.3.1, when system components or equipment are added, replaced, removed, repaired, or
altered. The testing shall verify all system functions and ensure new, altered, and repaired
components are installed in accordance with the applicable codes and standards. Refer to
Supplement 1781.001-04 for an outline of the reacceptance process.
Provide technical assistance to Proponent and Occupant Organizations for the operation of, and
safety concerns related to, fire protection equipment.
Update Inspection Tags and log all relevant information in the fixed fire protection system logbook
during each site visit.
6.0 PROPONENT ORGANIZATION RESPONSIBILITIES

6.1 Fire Protection Equipment:
Ensure that new and existing fire protection equipment that is identified in Supplement 1781.001-
01 and installed in its facilities are online and operating properly at all times.
Immediately inform the Local FCU of any changes in the status of fire protection equipment by
submitting SA-3708 when fire protection equipment has activated or been used, or where one of the
following deficiencies exists:
A. Impairment due to alterations, repair, and/or maintenance.
B. A critical deficiency that, if not corrected could have a material effect on the ability of the fire
protection equipment to function as intended during a fire event, is identified during Proponent
Organization Routine ITM.
Repair, replace, or recharge fire protection equipment on an expedient basis (i.e., emergency
priority) that is impaired or otherwise not functioning per the intended design.

Ensure that all personnel working in an area protected by fire protection equipment are:
A. Informed about the sequence of operation of the system.
B. Trained regarding safety issues for extinguishing agents, as required per G.I. 1783.001.
Prohibit the use of fire protection equipment – including hydrants, monitors, and live hose reels –
for operations other than drills or emergencies.
Upload all fire protection equipment (as identified in Supplement 1781.001-01) in its area of
responsibility into SAP PM. The Proponent Organization shall comply with the following when
entering fire protection equipment in SAP PM:
A. Enter the equipment make/manufacturer, model, serial number, location, and date of
manufacture.
B. Enter the word “FrPD” in the “General Info.1” field.
C. Select “Z008” as the “Planning Plant” for the equipment organization responsibility and the
respective Area Fire Protection Division as the “Planner Group.”
D. For fire extinguishers, enter the exact location of the extinguisher next to the equipment
description and enter the extinguisher classification in the “Sort Field.”
Ensure that Routine ITM of fire protection equipment is performed by competent personnel with
suitable training and experience.
Conduct Routine ITM all fire protection equipment for which the organization is responsible in
accordance with the frequency requirements specified in Supplement 1781.001-01. In buildings
with multiple Occupant Organizations, the building’s Proponent Organization is the responsible
agency for ITM of fire protection equipment.
Note: For assistance in conducting Routine ITM activities, refer to the ITM Checklists available
on the FrPD website.
Maintain and repair all fire protection equipment in its area of responsibility, in accordance with the
manufacturer’s requirements.
Exception: Maintenance and repair of fire extinguishers and breathing apparatus sets is to be
performed by FrPD. Refer to Supplement 1781.001-03 for guidance.
Support Divisional FFS&IU representatives during Annual T&I by providing the required
witnesses, manpower, notifications, shutdowns and materials (e.g., hand tools, calibrated gauges,
etc.).
Avail any fire extinguishers and/or breathing apparatus sets assigned to vehicles and/or marine
vessels to the Divisional FFS&IU annually for T&I, or more frequently as necessary (e.g., if
maintenance is required based on the results of an inspection performed by the Proponent
Organization).

Notify all affected facility occupants about the dates and timing of Annual T&I performed by FrPD
according to the SAP PM02 schedule in its area of responsibilities.
Plan PM01 Sub-orders within one (1) working day of receipt through SAP. Under no circumstances,
shall PM01 Sub-orders be closed due to lack of materials or spare parts or similar issues. Refer to
Supplement 1781.001-02 for guidance.
Review the status of planned maintenance necessary to address PM01 Sub-orders during local Safety
Management Committee (SMC) and Safety Operation Committee (SOC) meetings.
Record the results of all Routine ITM activities identified in Supplement 1781.001-01, including the
date and time each activity was performed, in the logbook on the day the ITM is performed. Records
shall be submitted to the Divisional FFS&IU upon request.
Ensure fire protection equipment used by contractors is inspected, tested, and maintained by the
contractor in accordance with the approved Construction Safety Manual and GI 298.010.
6.2 Documentation:
Install permanent, legible, SAP number stickers on all fire protection equipment (including each fire
extinguisher’s hanging plate) for which the organization is responsible. The SAP number sticker
and numbering process shall be coordinated with the Divisional FFS&IU.
For each fire pump, maintain a copy of the pump performance test procedures, the original
unadjusted field test curve, and the pump manufacturer’s certified shop test curve, on site. The
documents shall be made available to the Divisional FFS&IU during pump performance testing.
Develop annual test procedures for OWDS installed in industrial plants in the organization’s area of
responsibility. Submit the procedures to LPD and FrPD for review.
Maintain and update the fire protection as-built drawings, specifications, and technical manuals for
all fire protection equipment installed in its facilities whenever there is any change in fire protection
equipment. Such documentation must be made available to the concerned Area Fire Protection
Division upon request.
6.2.4.1 Maintain a copy of the updated fire protection equipment layout in the Emergency
Response Plan (ERP) and maintain copies of the ERP in the Disaster/Emergency Control
Center for easy reference during fire or other emergencies.
6.2.4.2 Immediately report any changes to the layout of fire protection equipment to the Local
FCU. Any change to or involving fire protection equipment should be reviewed by FrPD
and LPD.
Maintain a logbook on a shelf near the control panel for each fire detection and alarm or other fixed
fire protection system. The logbook shall be used to document any activation of the equipment.

Exception: Where there are multiple fire detection and alarm systems and/or other fixed fire
protection systems installed in a building and the systems are maintained by the same
Maintenance Organization, a common logbook may be utilized for all the systems.
6.3 Reacceptance Testing:
Create a Maintenance Notification through SAP PM, directed to the Divisional FFS&IU, requesting
that the FFS&IU attend/witness reacceptance testing (as indicated in Supplement 1781.001-04) after
fire protection equipment or components are added, removed, altered, adjusted, reconditioned, or
repaired.
6.4 Fire Extinguishers and Breathing Apparatus Sets:
Deliver all new fire extinguishers or breathing apparatus sets to the Local FCU for inspection and
tagging before placing them in service.
Ensure that an equal number of spare fire extinguishers and breathing apparatus sets are available to
replace each of those due for hydrostatic testing and/or maintenance. The average service duration
is approximately fifteen (15) working days.
Transport fire extinguishers and breathing apparatus sets that require maintenance or repair to and
from the Area FE&BA Workshop, as described in Supplement 1781.001-03. Storage, handling, and
transportation procedures and guidelines for fire extinguishers and breathing apparatus are contained
in Section 9.0 of Construction Safety Manual.
Replace each fire extinguisher or breathing apparatus cylinder with an approved type if it exhibits
one or more of the following conditions:
A. The cylinder threads are worn, corroded, broken, cracked, or nicked
B. The cylinder has been exposed to excessive heat, flame, or fire
C. Corrosion has caused pitting, including pitting under a removable nameplate
D. General corrosion or cuts have reduced the cylinder wall thickness
Note: Do not submit a fire extinguisher or breathing apparatus cylinder for hydrostatic testing if
it exhibits any of the conditions listed above.
Remove all portable halogenated (Halon) extinguishers from service when they are due for
hydrostatic testing, require any type of maintenance (e.g., refilling or part replacements), are
damaged or used, or are deemed unsafe in any way.
Exception: Halon fire extinguishers installed on marine vessels and barges or in aviation facilities.
7.0 OCCUPANT ORGANIZATION RESPONSIBILITIES

7.1 Ensure that the fire protection equipment installed in the facilities they occupy are online and operating
properly at all times.

7.2 Inform the Proponent Organization and Local FCU by submitting SA-3708 immediately after fire protection
equipment is activated, used, damaged, placed out of service, or exhibits one of the deficiencies listed in
Section 6.1.2.
8.0 AREA LOSS PREVENTION RESPONSIBILITIES

8.1 Review specifications and/or design drawings for proposed alterations to existing fire protection equipment
upon request from a Proponent Organization or FrPD.
8.2 Witness fire water network flow tests, OWDS tests, and fire pump performance tests.
8.3 Witness reacceptance testing of fire protection equipment.
9.0 AREA PROJECT MANAGEMENT RESPONSIBILITIES

9.1 Coordinate with the Proponent Organization, Maintenance Organization, Area LPD, and Area FrPD during
all phases of project development, including plan review and acceptance testing, for projects involving new,
modified, or upgraded fire protection equipment.
9.2 Coordinate with FrPD to ensure fire protection equipment within the project scope complies with all
applicable MSAERs.
9.3 Ensure that all fire protection equipment installed as part of new projects is entered in SAP PM by the
Proponent Organization prior to final MCC approval, as required by Section 6.1.6.
9.4 Provide all necessary manpower and equipment to complete P&AT of new fire protection equipment.
9.5 Submit hydraulic calculations, design drawings, logic diagrams, reports, acceptance testing/ commissioning
procedures, data sheets, and manufacturer’s O&M manuals to FrPD a minimum of ten (10) working days
prior to any MC walkthrough or P&AT.
9.6 Inform the Area Superintendent of Fire Operations of the scheduled dates and times of any MC walkthrough
or P&AT, a minimum of ten (10) working days prior to the activity.
10.0 MAINTENANCE ORGANIZATION RESPONSIBILITIES

10.1 Conduct Routine ITM of all fire protection equipment for which the organization is responsible, in
accordance with the requirements specified in Supplement 1781.001-01.
10.2 Maintain and repair all fire protection equipment for which the organization is responsible, in accordance
with the manufacturer’s requirements.
Exception: Maintenance and repair of fire extinguishers and breathing apparatus sets is to be performed
by FrPD. Refer to Supplement 1781.001-03 for guidance.
10.3 Coordinate with the Proponent Organization and FrPD to schedule dates and times for Annual T&I of fire
protection equipment for which the Maintenance Organization is responsible.

Notes:
1. Frequencies are only applicable to specific components of fire protection equipment, as detailed in the applicable reference standards. Refer to the ITM Checklists available on the FrPD website.
2. In case of conflict between the requirements of this Supplement and those stated in a reference standard, the requirements of Supplement 1781.001-01 shall govern.
3. ITM including, but not limited to, hydrostatic testing, is required at frequencies exceeding 12 months, as detailed in the applicable reference standards. Refer to the ITM Checklists available on the FrPD website.
4. After any system activation or operation, refer to the applicable reference standards for required ITM procedures.
5. Initial equipment acceptance shall be completed in accordance with the edition of the reference standard(s) and MSAERs applicable to the project, based on the project cut-off date. Reacceptance testing shall be
completed in accordance with the current edition of the reference standard(s) and MSAERs.
6. Proponent Organization is responsible for transporting the equipment to and from the nearest FE&BA Workshop, where FrPD will perform the required ITM.
7. Proponent Organizations are permitted to delegate the required monthly visual inspection of residential fire extinguishers to the occupants [NFPA 10, Section F.7.1.2].
8. Non-rechargeable dry chemical extinguishers shall be removed from service 12 years after the date of manufacture [NFPA 10, Table F.7.3.2].
9. Proponent Organizations (or their delegated Maintenance Organizations) shall maintain fire detection and alarm systems and smoke control systems in accordance with the manufacturer’s published instructions.
The frequency of cleaning of system equipment shall depend on the type of equipment and the local ambient conditions [NFPA 72, Section 14.5; NFPA 92, Section 8.6.1].
10. This item includes alarm devices (e.g., smoke or carbon monoxide alarms) that do not receive their power from a fire alarm control panel [NFPA 72, Section 3.3.269] and are generally only installed in specific
locations within residential occupancies (e.g., one- and two-family dwellings, apartment buildings, and transient housing) [NFPA 72, Section A.29.1.2].
11. NFPA 72 requires single- and multiple-station alarms and connected appliances to be inspected and tested at least monthly [NFPA 72, Section 14.4.5.1]. The occupant is permitted to perform the T&I when
provided with information from the manufacturer [NFPA 72, Section 14.4.5.4]. The Proponent Organization shall provide this information.
12. Each damper shall be tested and inspected by the Proponent Organization one year after acceptance [NFPA 80, Section 19.5.1.1; NFPA 105, Section 7.6.2.1]. FrPD will conduct the required T&I every four years
thereafter. Exception: Hospitals, where the frequency shall be every six years [NFPA 80, Section 19.5.1.2; NFPA 105, Section 7.6.2.2].
13. This item does not apply to sprinkler systems designed, installed, and maintained in accordance with NFPA 13D [NFPA 25, Section 1.1.5].
14. After every renovation, and immediately before occupancy, Proponent Organization shall inspect the residential sprinklers in accordance with NFPA 13D, Section A.12.2 (5) and shall conduct a test of waterflow
devices. Proponent Organization shall address any deficiencies before occupancy.
15. Annual Fire Pump Performance Test shall be conducted by FrPD during Annual T&I activity.
16. Flow testing for fire water and combined-use networks shall be performed by FrPD Divisional FFS&IUs and witnessed by LPD and Proponent Organization representatives.
17. Testing shall be performed by Proponent Organization and witnessed by FrPD and LPD representatives.
