ASSIGNMENT 3: Bill of Quantities Pricing, Using CostX rate file and Cost
Analysis for TAS Residential Project

ISSUE DATE: TUE 4th OCTOBER 2021 DUE DATE SUNDAY 22nd OCTOBER by 11.55pm

1) This is the final assessment( in PAIRS). Maximum mark obtainable is 25%.

2) The assessment seeks to integrate the measurement assignments into Bill of


Quantities pricing. Your role is now as an Estimator/Cost Planner.
3) Refer to the SUBMISSION Instructions and follow these strictly. Refer to Feedback
sheet for marking criteria.

SUBMISSION INSTRUCTIONS. NB as the is pairs the word count is in the range of


1250 -2000 words ( CostX file is not included in word count).

4) Your submission (3 FILES) is a priced CostX .EXF file with a rate library and single
PDF Workbook Report (choose Elemental Summary(EN) option, this will
generate a 2 page only Summary of Trades with a Total Amount). This covers
Task A, for tasks B & C using a word processor e.g. OFFICE 365 WORD, answer
the questions in ORDER (WORD *docs can be converted (printed to PDF.)
Submit your answers in your Canvas submission as a PDF.
5) Include the standard ABP Cover Sheet as the first page of your PDF (tasks

B & C) submission file. List the names and student number of all members of
the PAIRING and sign the student declaration.
6) All members of the pairing will score equal marks unless there is a report of

lack of participation by any member of the pair.

Priced Bills of Quantities for TAS Residential project:

Task A: Calculate TOTAL PROJECT Tender Amount (40 marks in total)

Download the TAS for PRICING CostX.EXF Building File from the Canvas Folder
and import into your CostX. THIS IS A DIFFERENT BUIDING FROM THE 2 STOREY
BUILDING for A1 & A2. Create a rate library for pricing of the selected Trades
of this Building (see below) from the “Construction Prices” spreadsheet in the
Assignment Folder. Follow the instructions in your tutorial week 10 in relation
to creating this rate library.

Using your rate library price, the items in your CostX building file for each of
these Trades to arrive at a Trade Total in the Workbook. For other Trades the
totals have been given and are in the TAS for Pricing Building Workbook (as
below)

Task B: Building Cost Analysis and Preliminaries (30 marks in total)

1. Discuss the total BUILDING (i.e. Excluding External Works outside the Building )
cost amount in relation to current residential prices in Metropolitan Melbourne. Using
a Gross Floor Area (Portico and Porch areas Excluded) compute a Building Cost rate $
per m2 (GFA) and discuss briefly. Also discuss briefly what the external works cost
might include for? Estimate a likely cost for the Patio Paving and the Concrete Driveway
and Path ( see Site Plan for extent of these items) based on standard specification for
such residential features and by referencing pricing(rates) information from
Rawlinsons HANDBOOK 2023.

2. What are the Preliminaries as a % ( nearest 2 decimal places) of the Total Project Cost
and discuss briefly with reference to overall Building Cost. Identify some common
Preliminaries that would be expected as part of a Residential Building and list and
discuss some Preliminaries Items that would not be reasonably expected as part of a
single storey Residential Construction project. ANZSMM Sect 2.7 allows for the
addition of a Contingency, discuss this in relation to project cost risks ( e.g., inflation).
If the duration of the project is 64 weeks and 4/5th of the preliminaries are time related
charges, what would the added cost of a 4 week project delay be in prelims? And would
it make a difference if the delay was early, late, or mid way through the project?

3. The Trade Joinery ( ANZSMM Sect. 30 ) will be priced as a Provisional Sum to allow
the Client to select items later. Your task is to compute an appropriate allowance
adding this to your Tender ( show this SUM for Joinery in your CostX file, task A).
Use the Floor Plan and any details on plans to measure joinery ( note skirtings are not
part of joinery and have been measured and priced elsewhere) for this project and price
joinery by referencing price information from Rawlinsons HANDBOOK 2023. NB: you
should show the build- up of your joinery sum here in part B answer. Also you must
then insert the total amount you have computed into your CostX workbook as the
summary amount for Joinery to allow as part of a total tender amount in Task A.

Task C: Pricing Notes and Savings Options (30 marks in total)

1. Besides the computation of a Tender Price what might the rates in the BoQ be useful
for during the project construction phase and how might a rate be adjusted if the
quantity of an item was significantly reduced due to a change in design?

2. Do unit rates taken from price books such as Rawlinson’s include (a) GST? (b)
overhead and profit and/or (c) preliminaries. Are rates for building items the same
for both metropolitan(city) and remote locations, discuss?

3. If the concrete strength in the slab, thickening beams and footings was increased to
32MPa what might be the additional cost ( refer online price books)? What particular
element of this rate for in-situ concrete ( either labour, material and plant) would be
most affected by this change?

4. Suggest one fairly minor change in design or specification that might reduce cost
without greatly affecting the overall design intent and quality of the project.

5. From the A10 – Elevations drawing measure the area quantity for Windows and the
compute the ELEMENTAL(area) Cost per m2 using the Trade total of $34,300. Also
compute % of total Building Cost for the Windows Trade and discuss this
percentage relative to other Trade totals (i.e. the relative cost significance of
Windows Trade).

6. Refer the Drainage Plan drawing in TAS CostX and identify the Agricultural Drain that is
shown as part of the External Works on this project and estimate a cost of this feature of the
Drainage works ( refer online price books i.e. Rawlinsons Handbook 2023).
