CHAPTER 4 : MANAGING THE ISSUES – DECISION MAKING

The pattern of increasing crime in Malaysia is increasingly worrying us as residents of this


motherland and also the world community in general. Crime that is becoming more and more
impoverished until it takes the lives of thousands of innocent people needs to be dealt with
collectively. The Royal Malaysian Police (PDRM), also known as the Royal Malaysian Police,
uses various strategies and initiatives to deal with and reduce the crime rate in Malaysia.

Firstly for example, the Bentong PDRM organizes the District Headquarters PDRM Day (IPD)
with society as one of the PDRM's agenda to bring themselves with the community at the
grassroots level. This can allow them to receive information related to criminal activities among
the general public. Therefore, the community is asked to be responsible for passing on
information to the PDRM if they find cases of crime in their respective areas. Among the
activities carried out are the review of traffic summons, the registration of Rakan Amanita, and
criminal and drug complaints. This can indirectly reduce crime in the area. Drug cases are a
widespread case in Bentong. Among the cases that happened on August 25, 2020, the police
seized drugs worth RM 30.8 million.

In addition, PDRM provides continuous training and development programs for its officers to
ensure they are well-equipped to deal with the growing criminal threat. For example, IPD Cheras
has held In-Service Training (LDP) to shoot CZ Pistols and .38 Revolvers from 23/05 /22
(Monday) to 26/05/22 (Friday) located at the PGA PGA Cheras Middle Brigade Target Range
Complex. Next, PDRM has also held a basic policing program. This program will teach shooting
practice, parade practice and the art of self-defense (without contact ).
Moreover, PDRM conducts various awareness and education programs aimed at preventing
crime. For example, on August 3, 2020, PDRM's state contingent-level anti-scam campaign was
held at Palm Mall, Seremban. This program has collaborated with celebrity Dato' Awie. PDRM's
anti-scam campaign 2022 is a fraud crime prevention program that aims to make the public
aware of the latest modus operandi (MO) of the 'scam' syndicate to prevent more people from
becoming victims. In addition, every year, PDRM will come to schools to give briefings on anti-
drugs. The Drug Prevention Education Program in schools was held to make students, teachers,
school staff and parents aware of the dangers of drugs so that they stay away from them and fight
against the threat of drugs.

PDRM also uses modern systems and surveillance to monitor and respond to criminal activities.
CCTV cameras, license plate recognition systems and other tools help in the prevention and
investigation of crimes. As we can see, every corner of the street has put CCTV to prevent
repeated hit and run. We can relate this to the case that happened on July 2, 2023, that happened
on kilometer 74, Jalan Sibu-Bintulu. A man aged around 20 was hit at 6.30 a.m. and died at the
scene. In addition, the bank robbery case is the hottest case with provided CCTV it is possible to
avoid robberies that always happen in banks the presence of CCTV and the police guarding the
bank can prevent robbers from stealing easily.

Next, Malaysia cooperates with international law enforcement agencies to fight transnational
crimes, such as drug trafficking, human trafficking and terrorism. On February 9, 2022, PDRM
strengthened cooperation with international agencies in the fight against drugs. Director of the
Bukit Aman Narcotics Criminal Investigation Department (JSJN), Datuk Ayob Khan Mydin
Pitchay attended the ceremony of awarding a certificate of participation in an online course
related to combating international drug trafficking activities at the Russian Embassy. As we have
been informed, international drug syndicates use Malaysia as a transit before drugs are smuggled
into other countries. Last year, almost RM1 billion worth of drugs were seized, which shows an
increase of more than 100 percent compared to 2020.

It is important to note that these effectiveness strategies can change over time and may require
adjustments based on changing crime trends and social conditions.
