PROVINCE OF CAVITE

CAVITE PROFILE
Topographic Data

Cavite is a province in the Philippines situated in the CALABARZON region occupying the
central section of Luzon. Its capital is the City of Imus. Located on the southern shores of
Manila Bay and southwest of Manila, it is one of the most industrialized and fastest-growing
provinces in the Philippines.

The province has a land area of 1,526.28 square kilometers or 589.30 square miles. Its
population as determined by the 2020 Census was 4,344,829. This represented 26.83% of
the total population of the CALABARZON region, 6.99% of the overall population of the Luzon
Island group, or 3.98% of the entire population of the Philippines. Based on these figures, the
population density is computed at 2,847 inhabitants per square kilometer or 7,373 inhabitants
per square mile.

Cavite is bordered, clockwise from the Northeast, by the National Capital Region, Laguna,
Batangas, and Manila Bay.

Demographic Data

Cavite province consists of 829 Barangays in 7 cities (Cities of Imus, Trece Martires,
Tagaytay, General Trias, Dasmarinas, Cavite and Bacoor) and 16 municipalities (Alfonso,
Amadeo, Carmona, General Emilio Aguinaldo, General Mariano Alvarez, Indang, Kawit,
Magallanes, Maragondon, Mendez, Naic, Noveleta, Rosario, Silang, Tanza and Ternate)
organized into 8 Congressional Districts.

Based on the CY 2020 Census of Population, Cavite has a total population of 4,344,829. This
represented 26.83% of the total population of the CALABARZON region. Based on these
figures, the population density is computed at 2,847 inhabitants per square kilometer or 7,373
inhabitants per square mile.

In the province of Cavite, a detailed


assessment was conducted in the
Municipalities of Maragondon and

• Maragondon - the dominant climate hazards are typhoons drought, and landslides.
Since landslide is the main threat, proper zoning and mapping should be done to
promote sustainable agricultural practices and minimal activities in high-risk zones.
Improved services on forecasting and early warning should be in place to prepare
communities to mitigate the impact of typhoons and drought.
• Tanza - the dominant climate hazards are flood and saltwater intrusion since the
municipality has a long coastal area compared to Maragondon. Since salinity is a big
problem, the agriculture sector should monitor the seasonality to promote diverse
livelihoods in areas that are highly affected by saltwater intrusion. In flood-prone areas,
the establishment of irrigation may control the amount of water entering the agricultural
fields, while stored water can be used during the dry season for another cropping.

Agricultural Data

Cavite is predominantly an agricultural province. Cavite’s economy is largely dependent on


agriculture. Despite urbanization and industrialization, still, a significant number of Caviteños
are engaged in agribusinesses.

The municipality of Maragondon has the biggest area intended for agriculture, accounting for
14.57% of the total provincial agricultural lands while Cavite City has no longer available land
for agriculture-related activities and industries. Based on total agricultural lands, the major
players in agriculture in the province are Maragondon, Silang, Indang, Naic, and Alfonso. Of
the seven districts in the province, the top three with the widest agricultural area are District
VII comprising 43,587.01 hectares or 61.85 percent of the total agricultural areas with 27,115
farmers followed by District VI with 17.40 percent or 12,257.71 hectares having 8,701 farmers
and District V comprising 10,248.55 hectares with 10,295 farmers. The municipality of Silang
has the greatest number of farmers. The municipality of Maragondon only ranks 3rd in terms
of several farmers. This can be attributed to highly mechanized operations and vast
plantations of rice. The same is true with Gen. Trias and Naic, known as the rice-producing
municipalities in Cavite.

Agricultural Production Data

The production data was generated from PSA Data. The data for rice and corn were 2021
data while other crops are 2020 data. Likewise, the livestock and poultry data were 2020 also
from PSA. The ranking per province was also shown in the table in comparison to other
provinces in the region.

Food Sufficiency Data

Based on the computation of the food sufficiency index in the province of Cavite, some of the
basic food items in the province are in deficit. The index was computed based on 2020
Projected Population and Per Capita Consumption per Commodity based on the PSA Data.

Competitive Advantage of the Province


Since Cavite is a highly industrialized province it is manifested by an increasing number of
industrial establishments. It is still considered the best-loved destination of investors. The trust
and confidence remain in the province. It offers a lower cost of labor and shows higher
manpower capability so more businessmen have been encouraged to establish businesses
that outsource manufacturing jobs in the province. The number of industrial locators in the
province is maintained and the number of industrial establishments increases.

Among the cities and municipalities, Rosario has recorded the highest number of these
industrial establishments with 284 followed by Carmona with 251 and the City of Dasmariñas
with 111. The 5th District consists of municipalities of Carmona, Silang, Gen. Mariano Alvarez
(CarSiGMA) has the greatest number of operating industrial establishments with 335 followed
by the 1st District with 286, and the 4th District with 111 industrial establishments.

The products produced by the different industrial firms in Cavite are food and beverages;
textile, wearing apparel and leather industries; wood and wood products, including furniture
and fixtures; paper and paper products, including printing and publishing; chemical and
chemical products, coil, rubber and plastic products; non-metallic mineral products; basic
metal products; fabricated metal products, machinery and equipment; electronic, electrical and
telecommunication parts and equipment; agri-business, livestock, and poultry; toys, games
and sporting goods; services; and others.

Cavite has established a total of 56 economic zones/industrial estates, 28 are operating, 8 are
proclaimed and 20 are still in the process of development. In terms of several economic zones,
the 5th District has the majority of these with 17 industrial zones/estates followed by the 6th
District with 15.

The province currently has 339 banking institutions scattered all-over Cavite. The highest
number of banking institutions is in the City of Bacoor with 52 followed by the City of
Dasmariñas with 50 and the City of Imus with 45. As observed, these three districts hold
numerous industries and commercial establishments that could account for the greater
number of banking institutions. The presence of banking institutions is a good indicator of the
local economy because these institutions are a medium of economic trading. The more
banking institutions there is the greater opportunity for financial trading to transpire in the area.

According to the Central Bank of the Philippines, there are 881 non-banking financial
institutions operating in Cavite as of December 2013. Majority of which is composed of
pawnshops. A pawnshop is an individual or business that offers secured loans to people, with
items of personal property used as collateral. These valuable items range from jewels and
electronic gadgets such as cellular phones and laptops. The 4th District has the greatest
number of pawnshops (164) followed by the 1st, 2nd and 3rd Districts with 151, 147, and 128
institutions, respectively.
Issues and Challenges in the Province
African Swine Fever (ASF)

The first outbreak of ASF in the Philippines was reported in CALABARZON, particularly in
Rodriguez, Rizal last July 2019 with more than 67,000 pigs culled to control the spread of
disease. The ASF has negatively impacted the industry/market of the region which recorded
a loss of actual income of farmers, traders, and smallholder processors of pork products. The
loss of potential income is due to a decline in demand for pork and pork products, movement
restrictions which could cause an increase in market price and increase in market prices of
commodities due to an increase in demand. It affected the estimated PhP 400 billion swine
industry where a total inventory of 12.5 million swine was produced by backyard, small,
medium, and large producers. Backyard farming alone comprises 8.25 million heads or 65%
of the total hog inventory in the Region.

As part of DA’s recovery and rehabilitation program, a total of PhP 37.94 million was allocated
as indemnification to 7,588 infected hogs owned by 809 farmers in Cavite province in 2021.
Moreover, a total of 210 hog raisers in the province who owned a total of 987 heads of swine
also benefited from the Swine Mortality Insurance program from the Philippine Crop Insurance
Corporation (PCIC) in the same year.

Other Challenges lifted from the Agriculture and Fisheries Modernization Plan
Consultation

Financial Handicap of Farmers.

Farmers are usually operating on a small scale and there are instances wherein they cannot
buy the necessary inputs in production. To solve their problem, farmers rely on local creditors
as a source of their financial flexibility for inputs and other activities in the farming of different
crops. In return, farmers are obliged to sell their harvest to the creditors at a discounted selling
price. With this, the farmers lose the opportunity of gaining enough income to offset their
expenses.

The objective of Cavite province is to maintain and strengthen coordinative linkage with
concerned institutions for fund sourcing and other extension services. extension services. It
aims to tap local and foreign institutions and agencies for financial assistance. Farmers should
gain access to different financial and credit institutions such as Land Bank, ACPC, and others
which offer programs that are farmer-friendly, with low interest and a few requirements. These
programs can help the farmer in input provision and payment of other farming expenses.
Farmers should also gain access to their respective municipal LGUs and Department of
Agriculture programs for input provision and financial assistance.

Low Productivity in Crops, Livestock, and Poultry and Fisheries due to Pest and
Diseases, Lack of Production Technologies, Post-Harvest Facilities, and Unimproved
Farm to Market Road

Pest and diseases have long been a problem for every commodity in agriculture. Pests such
as Fruit fly, mango seed weevil, worms, banana top, pineapple fruit borer, golden apple snail,
rats, insects, corn borer, are some of the major pests that damage every farm in
CALABARZON and result in losses.
The province aims to promote new technologies in planting, animal husbandry, and fisheries
to aid them in labor-intensive activities and ensure better output quality. Also, promotion of
certified inbred and hybrid seeds as well as new varieties of crops.

Establishment of Techno-demonstration multi-cropping systems, integrated farming, balanced


fertilization, and Intensified Farming system with the organic application. GMA Program for
rice and IPM are the main programs of Cavite to combat low productivity in rice, corn, and
other crops. Construction/Rehabilitation of farm-to-market roads should also be conducted to
avoid post-harvest losses and ensure the access of farmers to markets.

Damages due to climate and typhoons are also the main problem of the farmers in
CALABARZON since the region experiences heavy typhoons every year. Farmers should
have access to the Insurance for Crops and Livestock and poultry program. Information
campaigns for the availment of crop insurance programs should be widespread to inform
farmers of the opportunity.

Rapid Land Use Conversion

Rapid land conversion has become the main challenge for the provinces in CALABARZON
since these provinces are near the National Capital Region and other opportunities in
employment and residential are being transferred from NCR to these provinces. the vast
agricultural areas are being converted into housing, factories, buildings, and other commercial
uses. Increased land conversion translates to a decrease in crops planted and harvested
therefore leading to decrease in income of farmers. There are municipalities which used to be
a major player for fruit trees but due to land conversion, its production greatly decreases while
there are municipalities in danger of complete conversion of agricultural areas.

The local government unit should evaluate the current zoning being implemented in the
municipality and ensure that there is a fair utilization of the total land area.

Aging Farmers

Only a few numbers of young individuals are interested in the farming industry since they are
more interested in other industries which offer a more lucrative payout and a more comfortable
job description. According to studies, the average age of a farmer in the country is 57. The
farmers are being treated as endangered and in time can be a threat to the country because
the farmers are the main food producers.

Illegal Fishing

The goal of the province is to maximize and sustain the use of natural resources in order to
generate economic benefits for the people. To do this, it must limit illegal fishing and enforce
laws for fishing.

The province includes the provision of patrol boats, radio communication equipment, and other
logistical support as their project to prevent illegal fishing.

Water Pollution

The aim of the province is to manage its coastal water and control pollution areas. It strategy
to attain that goal is to conduct coastal clean-up, integrated coastal management and massive
information dissemination regarding red tide and other water pollution.
Oversupply of Harvested Crops During Peak Season
Over supply of crops has been a perennial problem of farmers for all the crops in
CALABARZON. Oversupply happens during wherein almost all of the farms in the province
are harvesting their crops which means that all of the farms have enormous supply of mangoes
waiting to be sold/delivered to different channels. oversupplying means unsold harvests and
unrealized profits. This sequence can result to great net losses to farmers’ investment and
inability to generate money for next cropping season.

Farmers within the same area should develop a synchronized pattern of planting to avoid
oversupply. A planting calendar for a farmers’ association is recommended to maintain a
systematized way of planting crops and avoid oversupply during harvest season.

Introduction to Processing and other Value – Adding Activities

The farmers can solve the problem of oversupply firstly, by introducing farmers to value
adding activities/processing of crops. With this, excess supply of crops will not be
wasted and will be converted into value added products. Not only did the farmers avoid
loss in net profit due to oversupply but the farmer also earned more income due to
value adding activities.

Research agencies and Science and Technologies can also aide the farmers of
CALABARZON and provide a village-type processing machinery and equipment,
technology transfer and extension services which will greatly empower and encourage
farmers to engage in value adding activities. Having a village-type processing plant in
a municipality/barangay can ensure farmers additional livelihood.

Since Coffee is part of the top commodities of Cavite with estimated value of 140
million pesos, the province aims to provide coffee roasting facilities to coffee producing
facilities in Cavite.

Trainings and seminars about processing

To do this, farmers must also be given the proper training and technologies to perform
various value adding activities. Farmers in CALABARZON are not aware of all the
value adding activities that can be performed in different kind of crops and sell their
products as fresh fruits only. By giving them proper processing techniques, they can
avoid losses due to oversupply.

Multiple Layers in Trading

Another factor that hinders the success of a farmer is the multiple layers in trading of crops
and animals in the region. The layers of middleman should be reduced to benefit farmers and
consumers. Establishment of community buying and selling centers and enterprise
development for trading should be prioritized to ensure fair trading of crops and animals and
avoid losses in profits.

Institutional Linkages in Marketing of Agricultural Products

The traditional way of marketing of agricultural products have been practiced by the farmers
in CALABARZON for a long period of time. The farmers usually sell their low volume harvest
to local traders, and they move on and prepare for the next cropping season, not realizing that
they can earn much more by having access to institutional buyers of their harvest.
Establishment of different farmers association for crops and fruit trees can generate a large
volume of products which are required by most institutional buyers. The farmers’ association
can be linked to established exporters and processors and form a partnership which can
improve efficiency and volume of production for farmers and inventory level for exporters and
processors since the success of the partnership can influence other farmers to engage into
farming.

Low Farmgate Prices of Agricultural Products

Cavite aims to establish a bagsakan center for agricultural products to increase the farm gate
price of its commodities.

Increasing Cost of Feeds

Cavite aims to use transformation of subsistence farmers to entrepreneurs through


cooperatives formation and development as a strategy to decrease and regulate the cost of
feeds in the province.

Inadequate Supply of Meat Products

The problem of the province is its low livestock and poultry production which results to low
supply of meat. To solve this, the government aims to monitor livestock and poultry production
by establishing additional slaughterhouse and auction market and animal production dispersal
program.

Agency’s Assistance
Rice Competitiveness Enhancement Fund (RCEF)

Pursuant to RA 11203 otherwise known as the “Rice Tariffication Law”, the RCEF was created
to improve rice farmers’ competitiveness and income amidst liberalization of the Philippine
rice trade policy that lifted the quantitative restrictions on rice imports and replaced it with
tariffs, among others.

Through RCEF, rice farmers will be provided with assistance in terms of farm machinery, seed
development, credit, and extension service, which will be implemented in an integrated
manner.

More specifically, in terms of provision of inbred seed variety, Cavite province has a total
allocation of 18,022 bags distributed to 5,359 rice farmer-beneficiaries with a total rice farm
area of 8,887 hectares.

Civil Society Organization (CSO) Accreditation of Farmers Association and


Cooperatives

DA RFO CALABARZON accounted seven (6) accredited Civil Society Organizations (CSOs)
in Cavite province namely:

This accreditation opens the window of opportunity for CSOs to receive interventions from the
DA and its attached bureaus and agencies.

Rice Farmers’ Financial Assistance (RFFA)

Under the Rice Tariffication Law (RTL), an unconditional cash assistance of PhP 5,000.00
known as the RFFA is provided to RSBSA-listed rice farmers, tilling 2 hectares and below.
The goal of the RFFA is to provide compensation for the projected income loss of rice farmers
due to the drop in palay prices.

A total budget of PhP 8.63 million was allotted for the 1,725 qualified beneficiaries in Cavite
province, in which 894 farmers already claimed said subsidy.

Registration and Licensing Assistance

Through the DA- Regulatory Division, the registration and licensing of various key players
such as traders, exporters, distributors, manufacturers, suppliers, and others are being
facilitated to ensure the compliance of these players to all regulatory protocols and services
needed to continue their businesses. In summary, there are 122 feeds, 7 veterinary drug
establishment and 34 animal facilities registered entities in the province of Cavite.
