Subject: EXTERNAL ELECTRIFICATION OF VENUS HOUSING SCHEME

FEROZE PUR ROAD LAHORE – LT PROPOSAL NO. 1531-10

Kindly refer to your office letter No. PSO/C/LESCO/1577 dated 23-9-2004

vide which L.T. Proposal No. 1531-10 pertaining to the subject housing scheme was
referred carrying instructions of Chairman WAPDA that “the work be undertaken on
priority and must not be kept pending unnecessarily.”

On your instructions, site has been again got checked through representative
of this office. In 12/1990 Venus Housing Society was technically approved by AEB,
Lahore on full cost deposit basis being private housing scheme. The society was comprising
of about 480 plots of different sizes having a total load of 3200 kVA. As per available
record, the Sponsor did not make any payment and disappeared without getting it
electrified.

The occupants of the plots after getting agitated of the attitude of Sponsors
approached Wafaqi Mohtasib for relief. So in the light of decision of Wafaqi Mohtasib,
new 50 kVA transformer with existing structures, poles and cables was installed on full
deposit basis. It is worth mentioning here that about the entire left over portion of the
subject Housing Society, Wafaqi Mohtasib Justice Aslam Riaz Hussain, in his judgment
dated 31-1-1991 clearly ordered that “this would be a temporary arrangement as the scheme
was taken over by LDA which would have it electrified on deposit basis.”

Presently existing 50 kVA transformer is just feeding two phase / single

phase lengthy LT lines which hardly cater the load requirement of a narrow street. During
the site visit analysis of LT Proposal No. 1531-10 was checked and the same has not been
found in order, as the proposal has been developed in the un-electrified area. As such it is
not possible for the department to electrify Venus Housing Scheme on department cost.
