SUBJECT: Authority for Selected Personnel to Conduct the Training on Standard for
the Integrated Pan-Respiratory Virus Surveillance on October 10-11,
2023 for Batch 1 and October 12-13, 2023 for Batch 2 in Tagaytay City

The Department Memorandum No. 2022-0526 entitled, “Interim Guidelines on the Pilot
Implementation of Integrated Sentinel Surveillance for SARS-CoV-2, Severe Acute Respiratory
Illness (SARI) and Influenza-like Illness (ILI)” was signed and disseminated to all Pan-Respiratory
Virus Surveillance Sentinel Sites last October 24, 2022. This aims to enhance the existing sentinel-
based respiratory virus surveillance system through the expansion of laboratory testing to include
detection and genomic sequencing of SARS-CoV-2, and expansion of sentinel sites to include ports
of entry and other hospitals with large catchment populations. To initiate the commencement of the
expansion of sentinel sites, a baseline assessment tool was deployed to the proposed SARI referral
laboratories through an online platform (REDCAP) and a series of on-site visits to verify the
findings and provide training for the laboratory staff.

Several findings were observed in the assessment including the overall readiness (>80%) of
the referral laboratories based on the following criteria: a) laboratory; b) management and support;
and c) disease surveillance. For the laboratory aspect, most of the referral laboratory staff have
completed the training requirements (Biosafety 101, Proper Specimen Collection, Packaging and
Transport, and PCR Techniques Training), however, the training was conducted by different
training providers. Upon direct observation, the RITM-PNIC Team suggested a "Refresher
Training" to standardize and strengthen the laboratory and surveillance capacities of each SARI
referral laboratory. The proposed training for laboratory staff will include specimen collection,
packaging and transport, biosafety practices for referral laboratories, PCR procedures and
techniques, and quality assurance. In addition, the Hospital Epidemiology and Surveillance (HESU)
and Regional Epidemiology and Surveillance Unit (RESU) staff will also be trained on case
definitions, case detection, data entry, sample collection, sample storage, sample packaging, and
shipment.

In line with this, authority is hereby given to the following personnel to attend the said activity

Under this Order, the above-named participants are entitled to claim airfare, traveling
expenses, per diem, and other incidental expenses chargeable against their respective sending
agencies. Payment of meals, venue, hotel accommodation, bus rental from DOH to the venue and

shall be charged against the funds of the EB, subject to the usual accounting and auditing rules and
