Introduction

The Procedure describes the emergency response actions that will be taken in the event of an emergency on
board any of the ships managed by the Company. identified certain Emergency Situations on board its managed
vessels. Procedures have been developed and implemented which give descriptions of methods of action to
be taken in response to these Emergency Situations. The Procedures include the allocation of duties and
responsibilities to Officers and Crew during the Emergency

Scope
This Procedure applies to the shore-based operations of the Company.

Responsibility
FDGS has put together an Emergency response Team (ERT) consisting of the company CSO, the COO,
project Manager, Operations Manager, and the QHSE personnels tasked with coordinating & responding to
any and every emergency that arise at the office or the vessels.

Objectives of ERT

• To provide a communication centre manned by qualified personnel, who will make available to them,
all the technical and other details necessary to assist in the alleviation of the situation.
• To provide advice and guidance to the Master of the ship.
• To provide lines of communication between the Company and the emergency services, statutory or
regulatory bodies, underwriters, P & I Clubs and agents.
• To provide a link between the Company and other stake holders

Responsibilities of members of the ERT Leader

• To act as Chairman of the Emergency Response Team.


• To co-opt additional resources to the Team as may be found necessary.
• To authorize all answers and statements to media queries.
• To authorize all announcements to next of kin and to organize for personnel visits to take place, if this is
considered necessary (e.g., fatalities or serious injuries).
• To liaise with the Company legal counsel when necessary
• To ensure that members of the ERT have been informed and are closed-up at the Assembly point.
• To ensure that adequate resources and support are applied to support the ship.

Communication

Any Company vessel involved in an emergency situation will send a message via radio telephone, Inmarsat,
telex or by mobile telephone to the office with detailed information on the ship’s circumstances.
Whoever receives the call will immediately contact the Operations Manager, or the COO and the ERT shall
be convened. The COO shall inform the Managing Director of the emergency and advise on suitable course
of response action.
Once the situation is under control, a detailed investigation and analysis to determine the possible causes of
the incident will be carried out. Appropriate corrective action will be taken to prevent recurrence of a similar
incident.

Drills and Training.


On board drills

Drills will be carried on board ships in accordance with the company annual Emergency drill plan.
The Master will plan and / or adjust the drills frequencies and scenarios accordingly in order to ensure that the
training needs of ship’s crew and officers have been adequately met and satisfactory response and
performance have been achieved. All crewmembers shall participate in all drills.

The following drills shall be conducted by all vessels within the company’s management.
• Fire drill
• Abandon ship drill
• Grounding drill
• Rescue from enclose space drill
• MOB drill
• Collision drill
• personnel injury and illness drill
• Oil pollution drill
• Critical plant failure drill
• Medivac drill

Office emergency response drills
Office Drills shall be carried out at regular intervals (Quarterly) to test the Company’s emergency response
organisation and the competence of those who will be called upon in a real emergency. The ability of the
personnel ashore to respond to emergencies should also be tested periodically.
Records of all drills and exercises should be kept and be made available for examination.
In the event of the Company having to respond to a real emergency this may be considered in lieu of an
exercise drill, providing that records have been retained and analysed.
Safety meetings to be held monthly at the office and record of the meetings to be retained and analysed.
Office based Emergency Response Actions will be performed as an exercise with the vessels at least once per
year.
Different Scenarios will be planned, and exercises carried out to ensure the Company’s adequate capability
to provide the necessary emergency response and support to a vessel in danger.
On completion an analysis report will be presented during the following Management safety meeting and also
distributed to all stakeholders.
