What is
Mental Health?
Defining Mental
Health
Mental health is a state of mental well-
being that enables people to cope
with the stresses of life, realize their
abilities, learn well and work well, and
contribute to their community. It is an
integral component of health and
well-being that underpins our
individual and collective abilities to
make decisions, build relationships
and shape the world we live in.
Mental Health
Program
Mental health programs refer to a range of
initiatives and services aimed at
promoting mental well-being, preventing
mental illnesses, and providing support
and treatment for individuals with mental
health conditions. These programs can
include various interventions such as
counseling, therapy, psychiatric
medication, support groups, awareness
campaigns, and community outreach.
Program Accomplishments/Status of DOH

1. Passage of the Republic Act No. 11036 dataed June 20, 2018 "An Act
Establishing a National Mental Health Policy for the Purpose of
Enhancing the Delivery of Integrated Mental Health Services,
Promoting and Protecting the Rights of Persons Utilizing Psychiatric,
Neurologic and Psychosocial Health Services, Appropriating Funds
Therefore and for Other Purposes"
2. DOH Administrative Oreder No. 2016-0039 dated October 28, 2016 "
Revised Operational Framework for a Comprehensive National Mental

CBMHP CORE
GROUP
This is a group of barangay health workers
who attended the training and are willing to
help spread mental health awareness to
their community. This group meets
regularly to learn the different topics
related to mental health. They can also
serve as speakers and conduct echo
seminar to their barangay.
Union of Pan Asian
Communities (UPAC)
The Adult & Older Adult Mental Health Programs in San
Diego provide a range of mental health services, including
therapy and medication, with a high success rate in
treating depression. However, the COVID-19 pandemic has
increased anxiety and isolation among older adults,
making it challenging to provide support, especially for
those with limited access to technology and language
barriers. Despite these challenges, the program remains a
lifeline for many seniors, offering vital support and a
human connection.
What do they do?
Our Counseling and Treatment
Center (CTC) provides
supportive services in a safe
and culturally sensitive
environment for individuals who
are experiencing emotional
distress. Services are culturally
and linguistically appropriate in
order to meet the unique needs
that are connected to the
tradition and culture of an
individual.
Promoting Health and Wellness
Throughout the Life Span
EMASS serves Iraqi, Chaldean, Filipino,
African American, Somali and Latinx
seniors (60 years and over) with
outreach, engagement and education
for prevention and early intervention of
mental illness and mental health
challenges. Our culturally specific
Community Health Workers help at-risk
seniors connect to social services and
navigate the health care and welfare
system.
Elder Multicultural Access and Support
Services
The Next Steps Program
The Next Steps program is provided in
collaboration with NAMI San Diego,
Mental Health Systems, and Family Health
Centers of San Diego. Next Steps is a
peer and family support program based
at the San Diego County Psychiatric
Hospital and open to adults 18 years and
over who are facing mental health,
substance use and physical health
challenges.
The Positive Solution Program

Oftentimes, home-bound seniors can feel


isolated, lonely and in need of a little extra
support. Positive Solutions provides
outreach, along with mental health
prevention and intervention, to home-bound
individuals (60+) who are at risk of becoming
depressed or are showing signs of minor
depression. Trained and compassionate
staff members help clients recognize
symptoms, identify possible causes of
depression and teach proven ways to cope.

National Council on Aging:
The National Council on Aging (NCOA) has several
resources for older adults, caregivers, and
professionals in the geriatrics field. They are primarily
an educational resource that also holds events for
members.
EngAGED:
EngAGED is a resource center dedicated to fostering
healthy social habits for older adults. They offer several
educational resources for preventing social isolation,
as well as events and research on the effects of
isolation.
Additional Mental Health Resources
National Adult Protective Services Agency (NAPSA):
NAPSA is an organization that is committed to
ending elder abuse and mistreatment. They offer
reporting and advocacy services, as well as
educational resources for older adults and their
loved ones.
Eldercare Locator:
Eldercare is specialized care for older adults, and
this locator can help connect seniors with
eldercare resources in their area, including
mental health resources.
Additional Mental Health Resources
Meditation Guide for Older Adults:
This meditation guide is specifically geared
toward older adults, who may not know how to
get started meditating. It also focuses on moving
through some of the experiences and emotions
of growing old, which can be helpful to seniors
seeking mindfulness.
Summary
Mental health programs promote mental well-being,
prevent illnesses, and provide support for individuals
with mental health conditions. They include counseling,
therapy, medication, support groups, awareness
campaigns, and community outreach. The Community-
Based Mental Health Program (CBMHP) raises awareness
about mental health through psychoeducation and
empowerment. The Counseling and Treatment Center
(CTC) offers culturally sensitive services and
socialization opportunities for seniors.
Summary
Aged persons mental health community teams which
provide assessment and treatment, rehabilitation and
case management services. Services also provide
support to other aged care service providers and
education for consumers, families and carers. Acute in-
patient services, which provide short-term management
and mental health treatment during an acute phase of
mental illness until the person can be treated in the
community.
