Theoritical Framework

Many theories were evolved in understanding the local residents’ perceptions and attitudes towards
tourism development. Most of the research associated with this have been closely focused at the
situation of tourism improvement that already exists and is established.The present study offers the
opportunity to research the local residents’ perceptions, previous to the existence of tourism withinside
the context of a growing country. This project is situated in the sphere of ‘pre-development’ both in
tourism and community development research that more frequently acquired much less attention, as
far as research is concerned. Capitalizing on grass-roots perspectives, and in tandem with the local
authorities’perspective from a developing nation context, this study contributes to our understanding of
how, why and by whom decisions are made, withinside the community level.

According to Section 2, Declaration of the Policy inside Republic Act No. 11365, also known as Balanga
Wetland and Nature Park Responsible Ecotourism Act, mentioned that The State is mandated to
promote a tourism industry that is ecologically sustainable, responsible, participative, culturally
sensitive, economically viable, and equitable for the local community.

Focusing on how the local population understands, perceives and whether it has the ability to expand
tourism, this study paints a picture of Cacupagan Cave ,which challenges present understandings of
individual and community participation in the direction of the future development of tourism in Mabini
Pangasinan. It goals to attract interest to the position performed by subjectivity and discourse in
building and framing understandings of the people and groups within tourism development.

Now therefore, in Republic Act 9072, also known National Caves and Cave Resources Management and
Protection Act, which aims to strengthen cooperation and exchange of information between
government agencies and people who utilize caves and cave resources for scientific, educational,
recreational, tourism, and other purposes. The Act provides for the conservation, protection and
management of caves and cave resources as part of the country's natural wealth. Cave and cave
resource management is supportive of the shift to sustainable consumption and production as it
contributes to the efficient and equitable use and allocation of our herbal resources. In fact, the conduct
of wearing ability tests of diverse ecosystems, which includes caves, to inform their respective
management plans covers some of the precedence actions in the Philippine Action Plan for Sustainable
Consumption and Production (PAP4SCP). The Cooperation and exchange of information between
governmental authorities and Academy for scientific, educational, recreational, tourism and other
purposes shall be implemented and taken care of in order to better manage and protec the above
mentioned resource.

Similarly, this chapter additionally reviews the theories utilized in understanding the local residents’
perceptions and attitudes towards tourism, in addition to its significance. Different tourism planning
models are also presented, to show how tourism in diverse locations turned into developed, and how
local communities are socially involved in the planning process. In Section 1 of Republic Act 710, which is

promotion of the Philippines tourist industry. There is hereby created in the Republic of the Philippines a

Philippine tourist attractions and opportunities for the world at large; to organize, maintain and operate
such services as may be necessary to attract and bring in tourists and travelers and to facilitate their
travel, reception, and accommodation within the country; to encourage increased travel and greater
intercourse as a means of promoting unity and love of country among the various groups of inhabitants
of the Philippines; and to discharge any such obligations

WHEREAS, it is most desirable that the Philippine tourist industry should be developed and promoted as
a means of bringing in dollar revenues so essential to the economic stability and prosperity of the
country and of enhancing the prestige and foreign relations of the Republic;

WHEREAS, at a time when the Government, with its limited resources, is not in a position to fully
undertake by itself alone the necessary development and promotion work, it is equally desirable that
the public as a whole, particularly the business community and the civic organizations, should be
encouraged to extensively participate in this important national undertaking;

WHEREAS, it is essential that there be unity of action and an integration of activities and services of both
government and local communities, aiming at the same objectives, for purposes of economy,
concentration of effort and avoidance of unnecessary duplications in facilities and expenditures.
