Well, some countries have an ombudsman/woman or ombuds for any ethical issue and
activity in the interests of the citizen and to oversee the investigation of complaints of
improper government activity against the citizen.
The examples above are KIND OF, but about 140 countries have an ombudsman; there is
even a European ombudsman, that is a mediator dealing with complaints of state
departments, officials and officers.
