1 INTRODUCTION

1.1 Scope

This document contains information and instructions in order to activate


the Feature GSM to LTE Cell Reselection on the BSC Nodes.

The intended target groups for this document are:

2 Information

2.1 Description

The Feature, FAJ 123 155 GSM-LTE Cell Reselection, was introduced
in order to allow a GSM/LTE capable terminal in GSM, to perform cell
reselection to LTE in both idle and packet transfer mode. Support for
defining LTE neighbors is added to the BSS in order for the terminal to
measure and select neighboring LTE cells.The main benefits by the
introduction of this feature are described below:

 Enabling basic mobility and interworking from GSM to LTE

 Users with GSM/LTE capability currently in GSM can move to LTE as

soon as coverage from LTE is available.

 Priority between GSM, WCDMA and LTE is configurable per cell which

enables different IRAT strategies per area.

2.2 Dependencies

Dependencies to other BSS features: Can not be combined with


MPDCH (Packet Broadcast Control Channel)Dependencies to other
network elements: Requires support in Packet Core
(LTE-WCDMA/GSM session continuity). Cell Reselection from LTE to
GSM is covered by the corresponding feature in LTE and does not
require any support on the GSM RAN side.This feature is only
compatible with LTE FDD mode.Terminals need to support GSM/LTE
Interworking as specified by 3GPP Rel-8.

3 Implementation
The Feature GSM to LTE Cell Reselection is activated by the following
the procedure described below:

 Login to the BSC using Winfiol Application

 Check the parameter status of CRESLTE

Before the activation of the feature the value must be zero (0).

 Activate the feature by using the following

SYPAC:ACCESS=ENABLED,PSW=PSW2PAR;
DBTRI;
DBTSC:TAB=AXEPARS,SETNAME=CME20BSCF,NAME=CRESLTE, VALUE=1;
DBTRE:COM;
SYPAC:ACCESS=DISABLED;

 RLEFC: Radio Control Cell, E-UTRAN Measurement Frequency Data,


Change.This new command add or remove, on GSM internal cell level, LTE
frequencies to measure on.
For instance:

RLEFC:CELL=cell,ADD,EARFCN=1899;

Where CELL is the indicated 2G Cell and EARFCN is the chosen LTE
Frequency.

 RLEFP: Radio Control Cell, E-UTRAN Measurement Frequency Data, Print


With this new command all LTE frequencies to measure on the specific 2G
cell will be printed.
For Instance:

RLEFP:CELL=cell;

Where the CELL is the Indicated 2G Cell.

 RLSRC: Radio Control Cell, System Information RAT Priority Data, Change
This new command have three formats, one each for GSM, WCDMA and
LTE. The purpose with the commands are to configure different priorities
between GSM, WCDMA and LTE in the cells.

For Instance and by using format 3 in ALEX Library for G12A.

 LTE: RLSRC:CELL= G0238R1RATPRIO=6;

 GSM 1800: RLSRC:CELL= G0238R1,RATPRIO=1; (Cells in GSM


1800 band)
 GSM 900: RLSRC:CELL= G0009E1,RATPRIO=2; (Cells in GSM
900 band)

Set the Radio Access Technology Priority using the command the command
below for GSM (0 = lowest priority)

To check the cell frecuency :

RLSRP:CELL= cell_name;

 RLSRI: Radio Control Cell, System Information RAT Priority, Initiate.


This new command is used to inform that priority based cell reselection shall
be used.

For Instance:

RLSRI:CELL=cell;

Where the CELL is the Indicated 2G Cell.

 RLSRC: Radio Control Cell, System Information RAT Priority Data, Change

- CELL is the Indicated 2G Cell.


- EARFCN Defines the E-UTRAN Absolute Radio Frequency Channel
Number to which cell reselection shall be performed. Default Value: 15.
Range: 0 to 65535
- RATPRIO Defines the priority of GSM, LTE frequencies and UMTS
frequencies. 0 is the 0 to 7 lowest and 7 is the highest
- HPRIOTHR Defines the minimum threshold for reselection to LTE and
UMTS frequencies of higher priority than GSM. Default Value: 9
(18dB for UMTS), 22 (44 dB for LTE). Range: 0 to 31 (2 dB step)
- LPRIOTHR Defines the minimum threshold for reselection to LTE and
UMTS frequencies of lower priority than GSM. Default Value: 9
(18dB for UMTS), 22 (44 dB for LTE). Range: 0 to 31 (2 dB step)
- QRXLEVMINE Defines the minimum required RX level (RSRP)) for cells on
the target EUTRAN frequency. Default Value: 0
Range: 0 to 31 (-140dBm to -78dBm in step of 2dBm)
- MINCHBW Defines per EARFCN the minimum value of the channel
bandwidth of all valid E-UTRAN cells on this specified EARFCN.
Default Value: 0
Range: 0: 6RBs, 1: 15RBs, 2:25RBs 3: 50RBs, 4: 75RBs, 5: 100RBs

 RLSRP: This command prints priority based cell reselection state. An


answer printout CELL SYSTEM INFORMATION RAT PRIORITY DATA is
received.

For Instance:

RLSRP:CELL=cell;

Where the CELL is the Indicated 2G Cell.


Please pay special attention to the fact that the printed parameter:
PRIOCR must be ON

-PRIOCR Priority based cell reselection state.This parameter indicates activity


of priority based cell reselection.

OFF: Priority based cell reselection is not activated.


ON: Priority based cell reselection is activated.

After the completion of feature activation a manual APZ Backup is


required by using the command:

4 DT example

5 Fallback Procedure
The Fallback Procedure comprises of disabling the feature by running
the following commands on the BSC via the Winfiol Application:

SYPAC:ACCESS=ENABLED,PSW=PSW2PAR;
DBTRI;
DBTSC:TAB=AXEPARS,SETNAME=CME20BSCF,NAME=CRESLTE,
VALUE=0;
DBTRE:COM;
SYPAC:ACCESS=DISABLED;

Print then the result from the above action by using:

DBTSP:TAB=AXEPARS,SETNAME=CME20BSCF,NAME=CRESLTE;

The value must be equal to zero that means the feature is deactivated.

RLSRE:CELL=cell_name;

6 Important Information
It has to be mentioned that the procedure above has been written for
testing purposes and only. If you want to apply this procedure in a Live
Network then a feedback from the Optimization Department is required.
