JUNIOR CONSULTANT: ADMINISTRATION AND COORDINATION


OF DIVISION’S PROJECTS AND WORKPLAN ACTIVITIES

Brief description of the Assignment:


Under the general supervision of the Financial Intermediation and Inclusion (PIFD.1) Division
Manager, the Junior Consultant will provide both logistical support and coordination to the
division. In addition, s/he will be responsible for preparing analysis of the work programme and
budget performance as requested.

Detailed Terms of reference for the assignment:


1. Assist the Manager with the day-to-day management of reports / data on the annual work
program, budget, and portfolio.
2. Collate and consolidate inputs from PIFD 1 and other sources on specific matters as
requested by the Manager.
3. Undertake Financial Sector analysis and research to support preparation of briefs,
technical notes, presentations etc. for PIFD Management or PIFD front office.
4. Support PIFD1 team where need be.
5. Any other duties as may be assigned by the Manager, PIFD1.

Terms of Reference for Junior Consultant - Financial Intermediation and Inclusion
Division (PIFD.1)

1. BACKGROUND
The African Development Bank (“AfDB”) is a regional multilateral development bank whose
shareholders include the 54 countries in Africa and 27 non-African countries from the Americas,
Asia, and Europe. The Bank was established in 1964 with its headquarters in Abidjan Cote
d’Ivoire. The Bank’s primary objective is to promote the economic development and social
progress of its regional member countries, individually and jointly. The central goal of the Bank’s
activities is promoting sustainable growth and reducing poverty in Africa. The Bank thus finances
a broad range of development projects and programs. The AfDB provides financial assistance to
its member countries using resources primarily raised in the capital markets. The Bank is rated
triple A by the major rating agencies, which it relies on to raise cost effective resources from
capital markets. The Bank’s high credit rating is underpinned by conservative prudential financial
policies such as maintaining substantial holdings of liquid assets.

The primary role of the Financial Sector Development (PIFD) Department is to help the Regional
Member Countries (RMCs) increase the reach, depth, and breadth of their financial systems, while
safeguarding financial stability. The Department has four long-term objectives: (i) development
of a vibrant private sector through an inclusive access by households and enterprises to financial
services; (ii) strengthening markets participants; (iii) developing efficient capital markets, and
(iv) deepening regional financial integration.

Financial Intermediation and Inclusion Division (PIFD1) focuses on supporting and developing
financial intermediaries by promoting innovative financial and nonfinancial products and services
that are responsive to the needs of Bank’s clients in a bit to boost and increase access to finance
and financial services by private enterprises including African SMEs, as well as other underserved
sectors and populations such as Women and Youth.

2. OBJECTIVE OF ASSIGNMENT

PIFD1 requires the services of a Junior Consultant to provide both logistical support and
coordination to assist the Division in running its yearly workplan activities. The role of the
consultant in the administration and coordination efforts will be focussed on consolidation
assignments, communication & knowledge management, custodian of Division team meetings
minutes and follow up of action points with various stakeholders within and outside the Division.
Collate all information needed from team members to the attention of Management within the
expected deadlines. As such, the incumbent is requested to assist with the various coordination
activities within the following scope of service and to contribute to the successful execution of
Division workplan. In addition, s/he will be responsible for preparing regular analysis requested
from the Division.

3. DUTIES AND SCOPE OF WORK


Under the overall guidance of the Manager – Financial Intermediation and Inclusion Division
(PIFD1) and under the immediate supervision of the assigned Task Manager(s), the consultant
will be required to perform the following duties:

1. Assist the Manager with the day-to-day management of reports / data on the annual work
program, budget, and portfolio.
2. Collate and consolidate inputs from PIFD 1 and other sources on specific matters as
requested by the Manager.

3. Undertake Financial Sector analysis and research to support preparation of briefs,
technical notes, presentations etc. for PIFD Management or PIFD front office.
4. Support PIFD1 team where need be.
5. Any other duties as may be assigned by the Manager, PIFD1.

In addition, s/he may be required to be involved in:

a) Communication and reporting: The Consultant will assist in effective implementation


of incoming and outgoing communication or reporting request, especially request coming
from PIFD Front Office through Division Manager. (S)he will also be required to prepare
presentations and communiques in French, English or both languages depending on the
request.

a) Monitoring and follow-up: The Consultant will be responsible for:


− Tracking progress and update of Annual work Program of the Division.
− Progress will need to be reported on a regular basis to various stakeholders and captured
in formal progress reports.
− S/he will also prepare or assist in updates for the Board on the programs’
implementation.
− The Consultant will do the monitoring and reporting of Division’s activities including
preparation of Division or Departmental meetings and ensure follow-up at Division
level.
b) Knowledge management: The Consultant will also serve as the focal point within the
Division by ensuring questions or requests related to programs and initiatives have been
addressed by concerned parties. The Consultant will also be required to maintain periodic
report files on a central platform and to ensure all outputs (are collected and appropriately
addressed).

4. REQUIRED QUALIFICATION AND EXPERIENCE


• S/he should have at least a master’s degree in Finance, Banking, Accounting, Business
Administration, or related fields with minimum of 2 years of relevant experience and maximum
5 years. The ideal candidate must have at least 2 to 3 years’ similar experience as a financial
analyst, preferably in preparing dashboard and preparing PowerPoint and briefs for
management
• S/he should be under 32 years of age.
• Strong communicator with experience working with various teams
• Good understanding of the Africa’s financial sector
• Strong analytical skills are recommended.
• Proven computer skills: Word, Excel, PowerPoint, etc.
• Strongly analytical with an eye for detail.
• Excellent verbal and written communication skills in English and French
• Communications, organization, research, and report writing skills.
• Excellent knowledge of Bank’s rules and procedures would be an asset.

5. ELIGIBILITY CRITERIA

The eligibility criteria, the establishment of a short list and the selection procedure shall be in
conformity with the Bank’s Rules and Procedure for acquisition of Consulting Services funded
by the Administrative or Capital Expenditure Budget. Please note that interest expressed by a

consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
The CVs to be submitted by the Consultants shall be evaluated based on the following criteria:

General qualifications and adequacy for the proposed assignment 30 points


Experience in the specific assignment described in the TOR 50 points
Experience with international organizations, MDBs or DFIs 10 points
Language capacity (English, French) 5 points
Experience within the African continent region 5 points

A shortlist will be established at the end the request for expressions of interest. Only scoring 70
points or above shall be considered for this assignment.

6. ACCOUNTABILITY & REPORTING

The consultant will be housed in the Financial Inclusion and Intermediation Division and will
report to the Division Manager.

7. DURATION OF ASSIGNMENT:
Duration: The junior consultant will be employed for up to 6 months. The position will be based
in Abidjan and the tentative starting date is 20th of November 2023

Professional Fees and Reimbursable: The consultant will be paid a competitive monthly rate in
accordance with Bank guidelines.

Travel: All travel arrangements and payment shall be in accordance with the Bank’s Travel Policy
(P.I 003/2000 as amended).

Payment: Payment shall be made in USD or Euros not later than 45 days based on monthly
invoices (and copies of receipt invoices) submitted by the consultant after the end of the month
induplicate, but only after submission and acceptance of any/all associated deliverables.
