The Wealth of Greece

( The Times, London)


In a letter which has just been received from Athens a busi-
ness man gives a glowing account of the prosperous conditions ap-
parent in all the large towns of Greece. He says thal there appears
to be a great accumulation of wealth in every business centre, and
that money is being spent lavishly.
With regard to possible trade openings for the British manu-
factures he points to the great scarcity of electric equipment of all
kinds from dynamos to fittings. The latter, he adds, should be of
the screw pattern and not of the bayonet type. All office equipment
is assured of a good sale. An ordinary office typewriter costs
anything up to £ 50; stationery is very scarce, and 4s. is charged
for a packet of very inferior envelopes. There is also a great shortage
of printing machinery, the printers being in great need of renewing
stock which they have had no opportunity of acquiring since the
war. He adds that it is proposed to expend 6,000,000 drachma on
improving the telephone system, and that in connection with the
important housing scheme sanitary appliances are in very great
demand.
The above is a confirmation of the statement that Greece and
indeed, most of the Levant, is absoiutely bare of every kind of ma-
nufactured goods. ‘The simplest and cheapest articles are almost
unobtainable at any price To quote but one example: a business
man in Greece recently needed an inkpot, just an ordinary glass
inkpot with a metal lid. After searching Athens for four days, his
dragoman at Jength produced a cheap moulded glass bottle with no
lid, and the price was 4.50 franes But though bare of goods, Greece
herselfis full of money. It is estimated that at the present moment
she has a surplus of over £ 60,000,000 beyond her present wealth,
which is literally burning a hole in her pocket, The Greek is a
merchant first and last, and unless he can buy and sell he is utterly
miserable. There was never before such an opening for British
manufacturers, but they must seize the opportunity while it exists,
for if not other countries, such as the United States of America,
will enter the field, and once established there, it will be very dif-
ficult to displace them.
While only pre-wat statistics are available, it is well to bear
in mind that to-day the situation has altered considerably and all
in our favour, Germany and Austria, our chief rivals, not only

cannot supply Greece with goods, but for over four years have been
similarly prevented from trading with her; nor has any other
country arisen who was able to lake their places. Therefore, practi-
eally the whole Greek trade can pass into our hands, and if some of
our manufacturers are surprised to hear how empty she is, it will
only be necessary to remind them of this fact: For several years
there has been a large foreign army on hei soil, which has bought
up at famine prices everything available, and hardly anything has
been coming into the country owing to the manifold difficulties
caused by the war,

Interest in Roumania

Keen interest has recently been aroused in Roumania as a field
for United States exports. Few actual steps have been taken toward
promoting American trade there, however, for up to very recently
the unstable political conditions, an unfavorable rate of exchange
and the problem of arranging credits gave little encouragement to
projected enterprise in the Balkan country. But the report that oil
production has been partly renewed, despite chaotic conditions,
started action among American manufacturers of oil well supplies
who had sold in good volume to Roumania before the war ; one of
these concerns has already sent two representatives overseas to re-
sume business operations as soon as conditions permit.
It is also reported that the United States Department of Com-
merce has sent a trade commissioner to Roumania and two Ame-
rican steamship companies are seeking information in connection
with the contemplated establishment of shipping lines to the Black
Sea. If this shipping service develops it will probably be organized
so that ships will call at Constanza and other Black Sea ports,
unload American merchandise, and take a Roumanian eargo of
cereals or other products, delivering them at European ports, where
goods could be loaded: for consumption in the United States. Some
such arrangement would be required, as there is practically no
demand in the United States for Roumanian products. A former
member of the American diplomatic service in Bucharest holds the
view that the Roumanian interests would grant concessions to Ame-

de charbon en souffrance et qui altendent le moment d’étie embar-
quées pour l'étranger. A cause de ce grand tonnage a embarquer et
en méme temps a cause de toutes les difficultés encourues, il y a eu
beaucoup de demandes, de propositions et d’offres faites dans les
differents bureaux et départements, il a done été décidé de créer un
bureau spécial au ministére & Washington, bureau qui s’occupera
essentiellement de cetle correspondance et de exportation des char-
bons américains. Le ‘Shipping Board” pour coopéier avec la nou-
velle association des intéressés dans les charbons, s‘est chargé d'as-
signer dans la mesure du possible les bateaux nécessaires a lex-
portation des charbons américains.
Suivant une dépéche de Washington, le nouveau département
du “Shipping Board” sera placé sous le controle de Monsieur J.
H. Rosseter et sera dirigé par Monsieur H. Y. Saint, de Seattle. La
méme dépéche ajoute que Monsieur Rosseter aurait dit que Mon-
sieur Saint avait intention de convoquer un mecting & Washington
auquel seraient invilés tous les ditecteurs des centres houillers, tous
les producteurs, !es exportateuis et les commercants en charbons,
pour discuter la situation, et pour suggerer des idées qui pourraient
étre favorables au développement du commerce des charbons amé-
ricains.
“Le Shipping Board, dit Monsieur Rosseter, est tres intéressé
dans Texportation du charbon, mais tant qu'une grande partie de
nolre tonnage est employé pour le service de ravitaillement et de

a fait publier des avis d’aprés lesquels tous les particuliers sont
prévenus quil serait prudent de leur part de faire tout de suite
leur provision de charbon pour l'hiver prochain vu que dés que les
moyens de transport seront assurés il y aura certainement pénurie
de charbon sur les marchés américains. L’Association cependant
assure que le stock actuel est énorme mais elle prévoie que les de-
mandes étrangéres feront pencher la balance en sens contraire.
L’Europe admet qu’elle a un besoin pressant pour du charbon.,
On dit que I'Italie A elle seule a besoin de 2,000,000 de tonnes tout
de suite On représente la situation comme critique. Les pays sean-
dinaves, la Suede et Ja Norvége, le Danemark, n'ont aucun stock de
charbon, et ils sont décidés & payer n'importe quel prix pour obtenir
du combustible. Les régions du River Plate en Amérique du Sud
demandent instamment du charbon quelqu’en soit Ja qualité.
On dit dans les Bureaux du Shipping Board que la plus grande
partie des bateaux qui vont étre libérés du service de ravitaillement
vont servir au commerce du charbon. [] a été aussi remarqué quil
n'y aura aucune perte de temps car les cargaisons de charbon sont
toutes prétes, cette perte de temps n’aurait pu étre évitée si les ba-
teaux en question devaient prendre des cargaisons différentes et
variées.
Malgré Ja grande extension gue prend la marine marchande
ameéricaine, ce nest qu'une question de temps pour que presque tous
les ports Européens soient désservis par des bateaux battant pavil-
lon américain, le probléme qui demande a ce qu'un immense tonnage
puisse ¢tre transporté reste encore un probléme que la marine mar-
chande doit résoudre? On dit queJe Shipping Board a l'intention de
procurer des heux d’embarquement pour les bateaux affiétés par les
compagnies américaines.
La National Coal Association, dans un rapport, déclare ce qui
suit:

Depuis quelques mois, il n'y a pas eu assez d’acheteurs sur les mar-
chés américains, ce qui fait que les centres houillers se sont conten-
tés d'un travail és iestreint. Les ouvriers ont quitté les mines et
sont allés prendre du tayail ailleurs espérant trouver un travail plus
continue et plus stre. Il y a aussi plusieurs milliers de mineurs qui
essayent de passer en Europe.
L’apparition d'acheteurs sur les marchés ameéricains permettrait
fux centres houillers de reprendre leur travail et de tacher de faire
face, non seulement aux demandes extérieures mais encore aux
besoins des Etats Unis pour la prochaine saison dhiver.
Tout fait prévoir que si les Etats Unis ne parviennent pas a
éxpédier leur stock de charbon, i] y aura un manque de combus-
tible dans le monde entier. Aucun autre pays que les Etats Cnis ne
peut en ce moment faire face aux besoins universels. La production
de l’Angleterre a actuellement beaucoup diminué et n'est certaine-
ment pas ce quelle était avant Ja guerre. Tout le monde est d'avis
quil sera matériellement impossible pour TAngleterre d’extraire
tout le chaibon nécessaire 2 |'Europe.
~ Il faudra de trois & six ans pour que les centres houillers fran-
cais puissentieprendie leur production d’avant guerre, quant a la
Russie la situation semble désespérée. Toutes sortes de difficultés
menacent l'industrie houillére allemande, les révolutions, Jes chan-
gements de partis, les dissensions des ouvriers. I] y a aussi parait-il
une grande diminution de production en Australie que l'on aurait
pu considérer comme un centre important d’approvisionnement. II
ny a gue I'espagne dont la production «a augmenté pendant la
guerre, mais malgré cette augmentation de production I’Espagne
ne suflit pas a ces besoins domestiques. L'Italie a une certaine quan-
tité de lignite qui est loin détre suffisante.
Le monde entier, a l'exception des Etats Unis est done menacé
d'un manque de charbon. Pour éviler cela il faudrait une énorme
augmentation de production dans les centres houillers univeisels.
Plus de 100,000,000 de tonnes de charbon pourraient étre exportées
des Etats Unis avant la fin de l'année, si les bateaux nécessaires A

Persian Tea and Tobacco.

The war has affected Persia, more especially the northern dis-
tricts, in a way that is little realized. As never before the productive
provinces bordering on the Caspian Sea are open to the European
markets.
Until recently Russia was dominant in this part of the world,
and looked upon these rich northern provinces as her special pre-
serve, but did little ot nothing towards their development.
Gilan, a province on the southern shores of the Caspian Sea,
though reaching as far as the Elburz Mountains, is to a very large
extent little above sea level. ‘Tobacco and rice are the principal pro-
ducts of this very fertile district.
The tobacco grown is principally used in the manufacture of
cigarettes, and differs from thal cullivated in the highlands, which
is exclusively a pipe tobacco. The cigarette blend is somewhat akin
to Turkish, and has the great advantage of not irritating the throat.
In normal times Persian cigarettes are sold at 8d. per 100, the un-
prepared article in comparison being much cheaper. Now that
transit difficulues ate no longer an obstacle, much of this tobacco
ought to find its way into the. European market.
Far more important from an economic point of view are the
possibilities of tea planting. Probably few, if any, of ou: planters
realize that of recent years tea has been successfully grown quite
close to the shores of the Caspian. In flavour it is exquisite, and
eompares favourably with our better-grade teas. Lahijan, some 30
miles west of Resht, is the centre of this new industry.
In the Gilan province there are acres and acres of virgin forest
land waiting to be exploited. The wood in the process of clearing
ought to find a ready sale in the various Caspian ports --- boxwood
is already largely exported. The forest once cleared, tea could be
cullivated on a large scale. There would be little difficulty in find-
ing a market for this product, as the Persians themselves are pro-
verbial tea diinkers. Russia, too, is in close proximity, besides
which the London market could easily be supplied from Batum.
There is an abundant rainfall in this northern province, and
the question of labour would present no difficulty,as both men
and women are accustomed to work in the fields, and are uot at all
adverse to European control.
Even a few small Persian farmers with little initiative and less
experience have already proved the possibilities of this new under-
taking. Cetlainly a great future awaits the planters who are ready to
expend the necessary capital and labour in this new field. Conces-
sions fiom the Persian Government would naturally haye to be
obtained, but little difficulty ought to be experienced.

WN certain circles, in cities in the Levant, where Branches of the


G saienican CHAMBER OF COMMERCE FOR THE LEVANT
were established ptior to the war, objection is raised to the Branch
idea as implying a certain degree of inferiority and of dependence.
It is appreciated that co-operation is essential, and co-operation
under the banner, as it were, of LEVANT TRADE REVIEW is
wanted, but it is pointed out that the American chambers of com-
merce in cities in the Levant other than Constantinople should be
allowed to be known as associates of the mother chamber rather
than as Branches or Sections ot Chapters thereol.
The Board of Directors has not yet had occasion to bring this
matter to a vole as provided by the Articles of Incoiporation, the
Constitution and the By-Laws adopted in Washington on January
17th, 1916. These documents were framed in the most liberal spirit
of self-government, and no obligations rest upon the ‘t Branches”
except a purely nominal fee which hardly amounts to a fair sub-
scriplion price for LEVANT TRADE REVIEW (the latter being
mailed gratis to all members), and the stipulation that ‘ Branches”
should consist exclusively of local members. Each ‘“‘Branch” is ex-
pected, through its Secretary, to furnish material from time to
time to LEVANT TRADE REVIEW, but obviously that is a
privilege rather than an obligation.
However, what the Board wants 1s the most sincere and cordial
co-operation throughout the Levant en the part of all business men
interested in American dealings, and nothing is further from its in-
tentions than to unduly circumscribe the activities of the chambers
which were formed in consequence of the initiative of the Constan-
tinople body some years ago. The Board is more than disposed to
abandon the ‘‘Branch” system and to accept the suggestion of cham-
bers associated with the original group.
As in the past, these chambers would deal directly with ma-
nufacturers and merchants in the United States, not only without
any interference on the pat of the central organization in Constan-

tinople but also with the latter's warm encouragement, advice and
support.
On the other hand, only confusion and failure could result from
a campaign of rivalry for membership in the Levant and in America
on the part of the chambers in Constantinople, Smyrna, Salonika,
Athens, Beirut, Cairo, Sofia, Bucharest, etc., It is, therefore, con-
sidered of vital importance that the several chambers associated
with the mother organization restrict their membership to local,
resident business men.
The AMERICAN CHAMBER OF COMMERCE FOR THE
LEVANT will continue and intensify its patriotic work for the ex-
tension of American trade and influence in the Levant and the Bal-
kans. It is incorporated in the United States and duly recognized
by the American Government and by the Chamber of Commerce
of the United States of America. Its record is clean, tts career credi-
table. We heartily welcome into collaboration with us both indivi-
dual merchants and collective bodies, East and West, whose aims
are ours: public-spirited in the American sense and untainted with
narrow prejudices, It is immaterial whether the headquarters of the
movement is Constantinople or Salonika or some other town within
the field of our efforts.

Gentlemen:
Your earnest attention is called to the activities of the AMERI-
CAN CHAMBER OF COMMERCE FOR THE LEVANT, which
has its headquarters in this city. This Chamber, started in 1911
through the instrumentality of the Ametican Consul General at
Constantinople, is striving to increase the volume of trade between
America and the Near East, and especially to develop the greater
potential demand for American goods which these countries offer.
It is conducted by a Board of Directors of whom the majority are
Americans, and whose purpose is to work for the mutual advantage
of the United States and the Levant by endeavoring to augment the
commercial relations which already exist between them.
Particularly at the present time, when new sources of supply
are being eagerly sought by merchants in Turkey, Ugypt, Greece
and the Balkan States, I consider the AMERICAN CHAMBER OF
COMMERCE FOR THE LEVANT a most promising means of
assistanee for those Ametican manulactarers and exporters who
desire to enter into closer trade connections with the Eastern Medi-

At a recent meeting of the Board of Directors of the AMER-


ICAN CHAMBER OF COMMERCE FOR THE LEVANT, Mr.G Bie Ravn-
dal, American Commissioner and Consul General :in Constanti-
nople, expressed himself approximately as follows:
“T think I voice American opinion correctly in saying that we want
co operation rather than competition : mutual helpfulness among the nations,
in order that the world may recover from its present prostration,
“The principal political and economic need of the mpment is to get
to work and to produce ‘instead of drawing “chomage” rations, In that way
only can we overcome the elements of social disintegration which enjoy at
present a lurid spell of license in the wake of the war. In that way only can
we reestablish industry and commerce afd finance upon a sold and enduring
basis and ultimately bring back into the millions of homes happiness and
prosperity
“You complain of the fluctuations of exchange and with good reason.
There is a lot of cheap fiat money floating about everywhere In order to
steady exchange we must dig in the ground and bore in the minés and hew
in the forests, produce that which is equivalent to sound money, i. e.
merchandise to be exported
“As for America, we do not care excessively whither you export these
goods, whether to Bombay or to Baltimore. The world will be benefited
anyhow, by getting injected into its system fresh and precious life blood,
Of this world, every nation 1s a component part and suffers or benefits
proportionnalls .
“The world is really in trouble. It would be madness to indulge in
the old soit of competition under present conditions It would be infinitely
worsethan Nero's fiddling at the burning of Rome.
“The cure for the present ills is work—hard, honest toil. Work 15 the
keynote of the era of reconstruction

Agricultural Machinery
and Implements in the Levant
A correspondent to The Times, London, writes as follows:
Before the war all efforts which had from time to time been
made to introduce modern agricultural implements and machinery
into Syria met with poor success.
The attention which has recently been paid to the growing of
cotton in the districts round Harfa and the Jordan Valley has, how-
ever, created possibilities for the use of machinery, especially
steam ploughs, for opening up large tracts of land needed for this
special kind of cultivation.
Now that the numbing effect of Turkish rule has been removed
the whole situation has been changed, and British manufacturers
must be ready to enter the field and demonstrate the advantages of
modern machinery. Nor must the possibilities of foreign agricultu-
ral concessions be ignored, in which case a very large demand will
arise for modern agricultural machinery. But it is well to emphasize
the fact that firms desiring to open tp a large trade must be pre-
pared to send out competent technical demonstrators, who will show
how the machinery should be used and be able to repair it when
required,
Conditions similar to those in Syria obtain also throughout
Asia Minor. In Greece and the Balkans the people ate more advan-
ced and are more ready to accept new ideas, so that while compli-
cated machinery is not required there ts already a growing demand
for the simpler agricultural machinery, one of the lines most in
demand being ploughs,
