JOB DESCRIPTION

1. Position: Division Manager

2. Location: Environmental Division

3. Supervisor: General Manager

4. General Responsibilities:
A. Plan, Manage and Direct applicable aspects of administrative, personnel, and operations
activities.
B. Plan, Manage and Direct the activities of the Upper Neches Basin Clean Rivers Program in
compliance with current CRP work plan and contract documents.
C. Plan, Manage and Direct the Environmental Laboratory in compliance with applicable state and
federal regulations.
D. Plan, Manage and Direct the OSSF Permitting Program according to the executed TCEQ Order.
E. Plan, Develop and Implement watershed based grant projects.
F. Manage and adhere to ANRA’s policies and systems for purchasing, inventory control, reporting
and fiscal management.
G. Work closely with General Manager, Administration Division Manager and Operations Division
Manager.

5. Job Tasks/Duties Within Each Area of Responsibility:


A. Plan, Manage and Direct applicable aspects of administrative, personnel, and operations
activities:
1) Monitor employee performance and provide counseling and/or training when performance
is substandard.
2) Conduct employee orientation for new employees, complete required documentation and
route to appropriate departments.
3) Perform annual employee evaluations for all employees under your direct supervision.
4) Ensure that all administrative reports for monitoring work schedules and time worked are
compiled and properly routed in a timely manner.
5) Maintain high standards for employee morale, employee training, quality of work
performed, and courteous service.
6) Develop divisional annual budget and assure adherence to budget during the fiscal year.

B. Plan, Manage and Direct the activities of the Upper Neches Basin Clean Rivers Program in
compliance with current CRP work plan and contract documents:
1) Administer and manage program in accordance with TCEQ Contract and Work plan.
2) Submit reimbursement vouchers and quarterly progress reports in a timely manner to the
TCEQ.
3) Ensure all work plan deliverables are completed on time and are of sufficient quality.
4) Provide TCEQ coordination and liaison for program activities.

5) Manage CRP personnel, provide appropriate training and maintain high state of morale.
6) Insure all ANRA vehicles and equipment are operated in a safe manner and maintained in a
reliable condition.
7) Establish and maintain a professional relationship with contract businesses, outside
agencies, and other ANRA operations.

C. Plan, Manage and Direct the Environmental Laboratory in compliance with applicable state and
federal regulations:
1) Manage the Environmental Laboratory in a constant state of compliance with NELAP
standards.
2) Maintain the QA/QC systems, data management systems and document control systems to
ensure the highest level of quality possible for all laboratory data.
3) Develop and maintain, with the assistance of the Administration Division, a system of
reporting that meets the expectations of ANRA’s customers and meets regulatory
requirements.
4) Monitor and maintain the Environmental Laboratory equipment in such a manner so as to
incorporate the latest technology and data systems to keep pace with laboratory industry as
appropriate to ANRA’s mission.

D. Plan, Manage and Direct the OSSF Permitting Program according to the executed TCEQ Order:
1) Provide administrative oversight for all aspects of the On‐site Sewage Facilities program.
2) Develop and maintain the OSSF database and related systems in accordance with ANRA’s
protocols and objectives.
3) Develop, coordinate and adhere to ANRA’s Rule Making protocols to ensure adherence with
water quality standards and other applicable statutes and regulations.

E. Plan, Develop and Implement watershed based grant projects:


1) Act as the watershed coordinator for all watershed protection projects.
2) Initiate water quality grant projects throughout the basin.
3) Develop relationships with stakeholders and potential partners for watershed based grant
projects.
4) Monitor and implement contract deliverables for grant projects.

F. Manage and adhere to ANRA’s policies and systems for purchasing, inventory control, reporting
and fiscal management:
1) Assist in the development and implementation of ANRA’s protocol for purchasing, inventory
control and work orders.
2) Assist with the implementation of ANRA’s Procedures for the Prevention and Detection of
Fraud.
3) Ensure that all contractors and sub‐contractors comply with ANRA’s insurance requirements
and provisions for certificates of liability insurance.
4) Learn and comprehend ANRA’s system of fiscal management to include the development of
annual budgets, the basics of accounts payable and receivable, financial statements and
asset management.

G. Work closely with the General Manager, Administration Division Manager and Operations
Division Manager:
1) Work directly with the General Manager to develop long term policy and operational plans
for ANRA and the Division.
2) Work collaboratively with other Division Managers and staff to further develop and achieve
ANRA’s goals and objectives.
3) Assist the General Manager in developing planning goals, operational guidance, policies and
other documentation for board meetings.
4) With broad oversight and direction from the General Manager, develop short and long term
administrative policies and operational plans for water, wastewater, regionalization and
other issues of importance to ANRA and the Neches River basin.

6. Qualifications:
A. Minimum of Bachelor’s Degree in environmental science, biology, forestry, geology, or
geography with interest in environmental issues.
B. Strong background in general biology/ecology, knowledge of both field and laboratory
procedures with a knowledge of statistics.
C. Proficiency in MS Word, Excel, Access and PowerPoint required. Experience with Adobe
software platforms and ArcView desirable.
D. Ability to make unbiased observations and interpretations of water quality, biological and
hydrological data following sound analytical techniques.
E. The ability to communicate complex technical data, verbally and in writing, including technical
writing and comprehension.
F. The ability to multi‐task, work under pressure and meet deadlines.
G. Possess valid Texas Driver’s License.
H. Must be insurable for both Health and Automotive policies.
I. Must be able to manage employee based personnel issues and implement ANRA policies.

There are no other requirements for education, certification, or formal training required for this position
except for those stated in this document. Advancement within the organization may require additional
education or qualities and the responsibilities for this position may be increased when circumstances
require such action.
