1. Objet

Ce document liste les différents codes, normes et standards applicables aux projets.

2. LEGISLATION ALGERIENNE

L'entrepreneur doit se conformer à la législation Algérienne.


La liste donnée ci-joint « Cadre réglementaire Algérien par domaine d’application »
peut être incomplète, à cet effet le contractant devra s’assurer de sa connaissance de
l’ensemble des lois et règlements en vigueur.
2.1. Organisme Nationaux Approbateur de documents

A. Tous les plans relatifs aux travaux de construction exigent l'approbation du CTC
(Bureau spécialisé en Contrôle Technique de Construction)

B. La Direction de Protection du Patrimoine Energique et Minier (DPPEM) donne son


accord pour l’approbation des dossiers et assiste aux tests des équipements en
usine, à savoir :

 Equipements sous pression.


 Installations électriques avec puits de terre.
 Classification des zones.
 Equipements électrique de tension supérieure à 5 Kv.
 Tests réglementaires : - Hydrauliques
- Hydrostatiques
- Soupape de sécurité
- Système de lutte contre le feu
- General Safety Project

La DPPEM délègue son représentant en cas d’absence.

C. L’Autorité de Régulation des d’Hydrocarbures (ARH) chargée de :


- veiller au respect de la réglementation technique ;
- veiller au respect de la réglementation en matière d'hygiène, de sécurité
industrielle, d'environnement et de prévention et gestion des risques majeurs ;
- veiller à l’application de normes et de standards établis sur la base de la
meilleure pratique internationale, ces normes et standards sont définis par voie
réglementaire ;
- l'application des pénalités et amendes payables au Trésor public en cas
d'infraction aux lois et règlements

- collaborer avec le ministre chargé des hydrocarbures en matière de politique
sectorielle et d'élaborer des textes réglementaires régissant les activités
hydrocarbures.

D. Le Wali territorialement compétent (service chargé de l’environnement) et le


ministère de l’aménagement du territoire, de l’environnement & de la ville
(MATEV), sont chargés de l’examen, de l’acceptation et de l’approbation des
études d’impact sur l’environnement et de dangers, ainsi que de l’octroi de
l’autorisation d’exploitation des établissements classés.
