Morning delegates

The delegation of Namibia firmly believes in the importance of addressing the critical issues
of cross-border illicit drugs, arms, and human trafficking. As we delve into these pressing
matters, we recommend the following speakers for our esteemed committee's consideration:

Namibia is a signatory to the Convention on International Trade in Endangered


Species of Wild Fauna and Flora (CITES), which bans trade in ivory and rhino horn.
Anyone caught buying or trafficking these goods will be prosecuted and could receive a
prison sentence or fine.

Human trafficking

The government maintained law enforcement efforts. The Combating of Trafficking in


Persons Act of 2018, which came into effect in November 2019, criminalized sex trafficking
and labor trafficking and prescribed penalties of up to 30 years’ imprisonment, a fine not
exceeding 1 million Namibian dollars ($59,000) or both. These penalties were sufficiently
stringent and, with respect to sex trafficking, commensurate with punishments prescribed
for other serious crimes, such as kidnapping.

1. Legislative Measures: Namibia has enacted comprehensive anti-trafficking


laws and policies to prevent and combat human trafficking. These measures
aim to prosecute offenders and provide protection and support for victims of
trafficking.
2. Victim Support and Rehabilitation: The Namibian government has
prioritized the establishment of support services and rehabilitation programs
for victims of human trafficking. Efforts have been made to provide victims
with necessary assistance, including shelter, medical care, and legal support.
3. Awareness and Prevention: Namibia has been actively involved in raising
public awareness about the dangers of human trafficking and the importance
of identifying and reporting potential cases. Education and awareness
campaigns are crucial in empowering communities to recognize and combat
human trafficking.
4. International Cooperation: Namibia has engaged in international
cooperation and partnerships to strengthen its efforts in combating human
trafficking. Collaboration with international organizations and neighboring
countries has been instrumental in sharing best practices and resources to
address this global issue.

CROSS-BORDER ILLICIT DRUG TRAFFICKING:

Collaborating with international agencies and neighbouring countries to share


intelligence and coordinate efforts.

Implementing strict legal frameworks and policies to prosecute those involved in


drug trafficking.

CROSS-BORDER ARMS TRAFFICKING:

Enforcing stringent regulations and controls on the import, export, and transit of
arms and ammunition.

Implementing effective monitoring systems and technologies to track and trace the
movement of arms across borders.

CROSS-BORDER HUMAN TRAFFICKING:

Establishing victim support and rehabilitation programs to assist survivors and


provide them with necessary services.

Conducting awareness campaigns to educate communities about the dangers of


human trafficking and ways to identify and report potential cases.
