Abstract: “Education is the key to success”

The most important issue in our nation we are facing today is a lack of an inexpensive
higher education. Everyone deserves to have a good proper education because it is a
privilege that we will always carry. Unfortunately, not everyone has an access to a good
and proper education because not everyone can afford it. But, I believe that education is a
thing that is not bought but it’s a thing that can be found through ourselves.

Library of hopes and dreams is a public library that will be located in the Mt. Province. It is
a public library that will be open for all people especially to those who can’t afford proper
education. The Library will contain different genres of books including academic books,
novels, dictionaries, religious books etc. Library of hopes and dreams would be properly
equipped in all kinds of materials needed for learning in order to provide unlimited
opportunities for knowledge and education.

Project scenario and goals:

Away from the city centers life is a little more slow pace in Mt. Province with a big portion
of time spent farming, preparing food, and tending to the house and family. Since Mt.
Province is a remote area and not anyone has an access to education, Library of hopes and
dreams main goal is to provide and give improving and comprehensive care and education
especially for the most vulnerable disadvantage children.

Project design: Since Mt. Province is located at high lands we must first consider the safety
measures by finding a location that is safe from any danger such as landslide. The library
should also be placed in a place where it is accessible to the people. After locating a perfect
place for it, we must plan for the building design including its facilities.

There are certain estimations that must be considered for planning the facilities. These
estimations includes the following:

1. Estimation for floor space needed to accommodate seating areas.

2. Estimation of floor space needed by staff.
 3. Estimation of space needed for entry halls, rooms, etc.
4. Estimation for no. of books needed and other materials.
 The budget would be around at approximately 5-6 million pesos.

While in the process of creating the library, advertisement will be done by giving
brochures, or having public lecture to the people. This public lecture would talk about the
importance of reading, education to the lives of people and the Library of hopes and
dreams itself. To encourage them to read, I would also give them free books as a first step
in the advocacy of the project.

To potentially reach new heights the Library of hopes and dreams will try to create
general partnerships with other bookstores such as National bookstore, Fully books, Book
Sale, etc. Having a partnership wouldn’t only be an advantage to the financial resources
but can also results to a strong union that blends complementary skills, customers and
connections to help the project succeed in the future. The project would also like to start a
program where peopl could donate second hand books.

DESIGN RISKS:

One of the problems that the project might encounter is the financial issue since, building
a library would mean thousand of books are required and large number of materials. The
need to find and retain quality leadership for libraries is also a core issue for the future.
Even as retirements seem to increase, fewer librarians are entering the profession as a
whole, and fewer librarians are entering the academic field in particular. The promotion
of the library would also be a challenge since the library is only located at the Mt.
Province.

IMPLEMENTATION PLAN AND SCHEDULE:

Library of hopes and dreams will fully commit the proposed staff as soon as notification of
bid success is given. Calendar year 2016 due dates for the assumptions and agreements are
sound and reasonable. Library of hope and dreams will develop a Work Breakdown
Schedule (WBS) on January 5, 2016. 2 (two) years will be finish establishing the Library of
hopes and dreams.

Evaluation:
Unlike other public libraries, the library of hope and dreams will be open to all
people without paying especially to the people who wants to learn but can't afford
proper education. It will be a big advantage for them since they can stay there as long
as they want considering it will be open for 24 hours. Going to library of hope and
dreams wouldn't also require membership card or subscription. It would also contain
varieties of books including academic books, fantasy books, religious books, and a lot
more genre of choice that would give the reader the ability to gain more reading skills
and knowledge. Most importantly, library of hopes and dreams will start different
advocacies focusing on the education of other people. It would provide different
programs such as giving free books every year, public lecture and many more.

Other related works:

About 263 million children and youth are out of school, according to new data
from UNESCO Institute for Statistics ( UIS ). This is equivalent to about a quarter of the
population in Asia. Library of hopes and dreams will be supported by the DepEd due to
the fact that it will provide education for the people and for its advocacy in learning. In
additional, the Philippines doesn’t have enough public libraries to meet the need of our
ever growing population. According to the latest data available from the national
Library of the Philippines ( NLD ), there are currently 688 public libraries in the
country, it is 1,163 lesser than what the law requires. The fact that we lack libraries
here in the Philippines, this project will be also supported by the government for
Library of hopes and dreams will be properly equipped and operated.
