PROJECT PROPOSAL

PROJECT TITLE: Abra Learning Institute

PROJECT PROPONENT: Governor’s Office

LOCATION: Province of Abra

OBJECTIVES:

1. Upscaling and upgrading knowledge and skills of employees of the PGA.


2. Enhancing quality service in all PGA departments/offices.
3. Sustaining support of concerned agencies and institutions including NGOs to ALI
4. Continuing training and education of provincial government employees.

DESCRIPTION:

The Provincial Government of Abra, committed to the total development of all Abrenios and
recognizing the vital role of education in all levels and sectors of society, created the Abra
Learning Institute (ALI) by virtue of a landmark Provincial Ordinance 371 series of 2022.

The ALI, the first of its kind in the province, is envisioned to make learning to Abrenios who
would need such trainings, particularly government employees in the province in both national
and local level, whether appointed or elected. To this end, they will be better able to enhance
their knowledge and skills as government workers thereby ensuring quality of work and their
service to the people, ultimately improving the life of every Abrenio.

The ALI was authorized to charge wages, honorarium, training programs, travel, and office
supplies and equipment from the funds appropriated for Abra Learning Institute (ALI) under the
office of the Governor.

BUDGETARY REQUIREMENT:

- PHP 5,000,000.00
SOCIO-ECONOMIC JUSTIFICATION:

The socio-economic justification for the Abra Learning Institute lies in its potential to boost
human capital development, education, and skills, reduce poverty, diversify the economy, foster
entrepreneurship, increase incomes, retain local talent, support community development, and
preserve cultural heritage, collectively contributing to the region's economic growth and well-
being.
