Regarding
The Organization and Functioning of the National Council for Building Technical
Regulations
Royal Government

- Having seen the Constitution of the Kingdom of Cambodia;


- Having seen the Royal Decree No. NS/RKT/0918/925 dated 6 September 2018 on the
Appointment of the Royal Government of the Kingdom of Cambodia;
- Having seen the Royal Decree No. NS/RKT/0320/421 dated 30 March 2020 on the
Appointment and Compositional Amendment of the Royal Government of the
Kingdom of Cambodia;
- Having seen the Royal Kram No. NS/RKM/0618/012 dated 28 June 2018 which
promulgates the Law on the Organization and Functioning of the Council of Ministers;
- Having seen the Royal Kram No. NS/RKM/0699/09 dated 23 June 1999 which
promulgates the Law on the Establishment of the Ministry of Land Management, Urban
Planning and Construction;
- Having seen the Royal Kram No. NS/RKM/1119/019 dated 2 November 2019 which
promulgates the Law on Construction;
- Having seen the Sub-Decree No. 62 ANKr.BK dated 20 July 1999 on the Organization
and Functioning of the Ministry of Land Management, Urban Planning and
Construction;
- As per the request of the Minister of Land Management, Urban Planning and
Construction;

IT IS HEREBY DECIDED
CHAPTER ONE
GENERAL PROVISIONS
Article 1
This sub-decree determines the organization and functioning of the National Council for
Building Technical Regulations (N.C.B.T.R.) in order to study, research, and develop national
building technical regulations effectively and sustainably.

CHAPTER TWO
COMPOSITION, ROLES, AND RESPONSIBILITIES
Article 2:
The N.C.B.T.R. has the following composition:
1. Minister of Land Management, Urban Planning and Construction Chairperson
2. Minister of Industry, Science, Technology and Innovation Vice Chairperson
3. Minister of Public Works and Transport Vice Chairperson
4. Minister of Mining and Energy Vice Chairperson
5. State Secretary of the Ministry of Land Management, Urban Planning
and Construction (1 position) Standing Vice Chairperson
6. State Secretary of the Ministry of Labour and Vocational Training (1 position) Member
7. State Secretary of the Ministry of Rural Development (1 position) Member
8. State Secretary of the Ministry of Water Resources and Meteorology (1 position) Member
9. State Secretary of the Ministry of Post and Telecommunications (1 position) Member
10. State Secretary of the Office of the Council of Ministers (1 position) Member
11. State Secretary of the Ministry of Interior (1 position) Member
12. State Secretary of the Ministry of Economy and Finance (1 position) Member
13. State Secretary of the Ministry of Environment (1 position) Member
14. State Secretary of the Ministry of Social Affairs, Veterans and
Youth Rehabilitation (1 position) Member

25. President of the Cambodian Valuers and Estate Agents Association Member
26. Secretary General of the General Secretariat of the National Council for
Building Technical Regulations Permanent Member
In addition to the above members, the N.C.B.T.R. may request additional representatives from
other ministries, institutions, or dignitaries of the Royal Government.
The corresponding officials for the composition of the N.C.B.T.R. shall be appointed according to
the decision of the Royal Government.
Article 3:
The N.C.B.T.R. has the following roles and responsibilities:
- Prepare and submit proposals to the Royal Government for the implementation of
national building technical regulations;
- Advise the Ministry of Land Management, Urban Planning and Construction to submit
other building technical regulations in accordance with the economic, social,
environmental, scientific and technological conditions of the Kingdom of Cambodia;
- Monitor the implementation and recommend or suggest amendments to the building
technical regulations to align with the economic, social, environmental, scientific and
technological conditions of the Kingdom of Cambodia;

- Establish methodologies and guidelines for the study, research, and development of
building technical standards and building technical regulations;
- Collaborate and coordinate with ministries, institutions, research institutions,
researchers, and the private sector for the study, research, and development of building
technical standards and building technical regulations;
- Collaborate and coordinate with national and international development partners to
accumulate human and financial resources to support the study, research, and
development of building technical standards and building technical regulations;
- Train and publicize the building technical regulations to ministries, institutions, civil
society organizations, the private sector, professionals, and the public;
- Report work progress and results to the Royal Government;
- Perform all other duties as assigned by the Royal Government.
CHAPTER THREE
FUNCTIONS
Article 4:
The chairperson of the N.C.B.T.R. is to take charge of the general affairs of the N.C.B.T.R.
In case of absence, the chairperson can call upon one of the vice-chairpersons to assume the
role of acting chairperson and fulfill the daily responsibilities of the chairperson until he/she
returns.
The vice-chairperson of the N.C.B.T.R. is to perform the duties as determined by the
chairperson as stated in the decisions regarding the division of duties.
Article 5:
The N.C.B.T.R. is to conduct at least two annual meetings. The N.C.B.T.R. may call for
special meetings by invitation of the chairperson if necessary.
Formalities and meeting procedures for the N.C.B.T.R. shall be determined by the internal
rules of the N.C.B.T.R..
The N.C.B.T.R. is able to extend invitations to representatives of ministries, institutions,
dignitaries, development partners, private entities, national and international experts for
consultations in order to clarify issues related to the N.C.B.T.R. framework.
In order to effectively fulfil its objectives for the Royal Government, the N.C.B.T.R. is
authorized to request relevant ministries, institutions, and officials to provide documents, data,
and information related to the study, research, and development of the building technical
regulations.
Article 6:
The N.C.B.T.R. has a General Secretariat as an operating body.
The General Secretariat of the N.C.B.T.R. consists of one Secretary General, who is assisted
by a number of Deputy Secretary Generals in accordance with other existing laws and
regulations.
The organization and functioning of the General Secretariat of the National Council for
Building Technical Regulations shall be determined by a separate sub-decree.
Article 7:
The N.C.B.T.R. has its own logo and is entitled to use the stamp of the Ministry of Land
Management, Urban Planning and Construction.
The logo of the N.C.B.T.R. is provided in the annex of this sub-decree.

CHAPTER FOUR
RESOURCES
Article 8:
The N.C.B.T.R. has resources for carrying out work-related activities as provided by the
national budget within the framework of the annual budget of the Ministry of Land
Management, Urban Planning and Construction.
In order to perform their duties effectively, the N.C.B.T.R. is entitled to receive and manage
funds provided by grants, technical assistance, and other legal sources in accordance with the
financial procedures in force.
CHAPTER FIVE
FINAL PROVISIONS
Article 9:
Any provisions that contradict this sub-decree shall be abrogated.
Article 10:
The Minister in charge of the Office of the Council of Ministers, the Minister of Economy and
Finance, the Minister of Land Management, Urban Planning and Construction, and the
Ministers from all ministries and Heads of all relevant institutions shall be responsible for the
implementation of this sub-decree according to their respective duties from the date of signing
of this sub-decree.

On the organization and functioning of the National Council for Building Technical
Regulations
The Logo of N.C.B.T.R.

Logo Denotation
National Council for Building Technical Regulations
1. The color blue represents the King, unity, brotherhood, peace, and prosperity.
2. The color red in the middle represents the Nation and the perseverance that is required
to overcome all obstacles involved within the development of building technical
regulations and law enforcement.
3. The white text represents religion, morality, ethics, and respect for the law of the
Kingdom of Cambodia.
4. There is a tri-colored ribbon that is blue and red, with white inscription. These three
colors represent the National Motto of Nation, Religion and King, and takes the shape
of a circle in order to represent unity.
5. Vishvakarman or Preah Pisnouka sits on a throne, his right hand holds a pendulum
which represents all technical regulations while his left hand holds a set of rules. This
represents all of the decision makers involved in the field of construction and art theory.
6. The flame artwork represents power and the expansion of power for the prosperous and
harmonious enforcement of building technical regulations.
7. The light blue circular background represents the universe, space, and justice.
