COMPLAINT-AFFIDAVIT

I, SPO4 CM Rylai, of legal age and a resident of Barangay Binaliw , Cebu City,
and a PNP member of Cebu City Police Station 8, Cebu
City,C ebu assigned to PAID-SOTG, Cebu City Police Office and
A nti-Drug TaskGroup/ Local PDEA, after having been duly sworn
to in accordance with law, do hereby depose and state that:

1. After conducting a weeklong surveillance against the suspected drug

pusher within our Area of Responsibility, our Group came to know that a certain
Muriel Abaddon is engaged in the illegal sale of
Shabu and has a possession of other drug paraphernalia which is;

a) 13 Medium-size Sachets of Shabu

b) 4 stripped foils
c) 2 Red lighters
d) 4 Lollipop “babing”

2. At around 11:25 in the midnight of May 15, 2023, P S U P T G o j o
S a t u r o , C h i e f o f P o l i c e o f C e b u C i t y P o l i c e Station 8 conducted
pre-operation conference to conduct a buy-bust operation against the suspect
designating PO1 Yuji Itadori to act as poseur-buyer and designating the
undersigned and PO2 Kugisaki. Onoda to act as back-up, after which
PSUPT Saturo handed to the undersigned two (2) pieces of One
T ho usand Peso Bill with serial numbers Z876213 and AD141276 as the
buy-bust money, and after which our team proceeded to the residence of the
suspect at Holy Family Village II Banilad , Cebu City, Cebu, wherein
he w as making his business while our back-up team followed
secretly the poseur-buyer and positioned ourselves strategically in order to
observe the actual transaction between the suspect and the poseur-buyer;

3. at about 12:05 in the midnight on May 16, we sawour poseur-

buyer having conversation with the suspect, and the suspect handed
something to our poseur-buyer that led him to raise up his right hand as the
agreed pre-arranged signal to rush up to the scene and arrest the suspect;

4. We immediately entered the premises owned by the suspect to

arrest her and the undersigned was able to recover the
m arked money used in the entrapment bearing serial numbers
Z876213 and AD141276 and thirteen (13) pieces of medium sized sachets
suspected to be;
Shabu and drug paraphernalia which is;
a) 13 Medium-size Sachets of Shabu
b) 4 stripped foils
c) 2 Red lighters
d) 4 Lollipop “babing”

from the direct possession, custody and control of Muriel Abaddon;

5. Upon arrest, the undersigned apprised the

s u s p e c t o f his constitutional rights;

6. There are 13 sachets of shabu, 4 stripped foils, 2 red lighters, 4 lollipop

A.K.A BABING found in the pocket of Mr. Abaddon.
7.The marked money consisting of two (2) One
T h o u s a n d Peso bills were also marked as “ONS-6” and “ONS-8”;
8. The operating troop, headed by the undersigned, which had initial
c us to dy and control of the drugs and other paraphernalia found
in the custody of the suspect and marked
m o ney, i m m e d i a t e l y a f t e r s e i z u r e a n d c o n f i s c a t i o n , m a d e a p h
y s i c a l and took photographs of the same in the presence of the
ac c us ed Muriel Abaddon, a representative from the media,
Hanagaki Takamichi, and a representative of the Department
o f Justice, ATTY. Kirigaya Kazuto, and Barangay Captain CID
KA GENO, and the same persons signed the copies of the inventory
and were given copies thereof;

9. A t about 2:10 at dawn on May 16, the

Shabu and other paraphernalia
a n d m a r k e d m o n e y s e i z e d , t o g e t h e r w i t h t h e s u s p e c t arrested
and the operating troop, were taken to the Cebu City Police Station
8, aboard the police car with plate number ABM 128;

10. At about 2:35 AM on May 16 , the team and the suspect has arrived at
the Cebu City Police Station 8. The suspect, as w e l l a s t h e
Shabu and other paraphernalia
a n d m a r k e d m o n e y , w a s t u r n e d o v e r b y t h e undersigned to the
Investigator, PO1 Onoda Sakamichi, to undergo police booking
procedure, which included the taking of mug shots and fingerprints, and
the recording of the marked money and the drug paraphernalia and
thirteen (13) pieces of medium sized sachets
- transparent plastic sachet containing crystalline substance suspected to
be
shabu
in the police booking sheet;
11. At about 3:15 AM on May 16 the said Abaddon was detained at the
Cebu City Police Station 8 to undergo custodial investigation, while the
Shabu and other drug paraphernalia
, was turned over by PO1 Onoda to SPO4 Asuna Yuki who brought
the s ame to the Regional Crime Laboratory Office-PNP CEBU,
Osmeña Boulevard, Camp Sergio Osmeña Sr., Cebu City, 6000 Cebu
12. The drug paraphernalia thirteen (13) pieces of medium sized sachets
transparent plastic sachet containing white crystalline substance
suspected to be
Shabu were received by PO3 Daichi Yuu, RMT, the Forensic
A nalyst at the PDEA Forensic Laboratory at 3:45 AM on May 16;

13. T he findings reveal that the result of the qualitativ e

examination conducted by the undersigned on the above-stated
specimens (“A” thru “C”) gave POSITIVE result to the test for the
presence of Methamphetamine Hydrochloride (Shabu)
a dangerous drug
b Paraphernaila;
14. I am executing this sworn statement for the purpose of charging the
respondent with having violated Section 5, 11, and 12 Article II of R.A No. 9165.
