Sub: Creation of posts for State H.Q. Circle-Level units and District Level Programme
Implementation Units under the West Bengal State Rural Development Agency (WBSRDA)
Sir,
I am directed to say that with a view to implementing the programme of construction of rural roads in
this state under the Pradhan Mantri Gram Sadak Yojana (PMGSY) and ADB Assistance Package alongwith other
rural development and social sector schemes sponsored either by the Government of India or by this State, the
State Government has set up West Bengal State Rural Development Agency (WBSRDA) registering it under the
West Bengal Societies Registration Act, 1961, with the approval of the Finance Deptt. of the Government of
West Bengal and the Cabinet. To cope up with the increased huge volume of work assigned by the Government
of India and to complete the work with necessary quality as required under the PMGSY guidelines, with proper
fund management, it becomes essential to form a suitable organizational structure for the H.Q. and district
offices of the WBSRDA with adequate manpower at all levels.
2. After careful consideration of the matter, the Governor is pleased, in the interest of Public
service, to accord sanction to the creation of following temporary posts, among which 1 post of Chief Engineer,
1 post of Programme Manager and 19 posts of Data Entry Operator are created afresh and remaining other
339 posts are created notionally, under the WBSRDA, with immediate effect and until further orders:
(A) For State HQ:
Post Pay Scale
i) 1 post of Secretary Existing Grade Pay
ii) 3 posts of Addl. Secretary “
iii) 1 post of Dy. Secretary “
iv) 1 post of OSD & Ex-Officio Dy. Secretary “
v) 1 post of Chief Engineer “ or Rs.25,000/-p.m. on contract
vi) 1 post of Financial Controller Rs.10,000 – 15,525/-
vii) 1 post of Superintending Engineer Existing Grade Pay
viii) 2 posts of Executive Engineer “
ix) 4 posts of Assistant Engineer “
x) 1 post of Programme Manager Pay fixed at the initial of the Pay Scale
of Rs.10,000 – 15,525/- on contract
xi) 1 post of Section Officer Existing Grade Pay
xii) 4 posts of Sub-Assistant Engineer “
xiii) 1 post of Data Entry Operator “
xiv) 4 posts of Assistant “
xv) 2 posts of Group –‘D’ Staff “

are created notionally]
(B) For three Circle-Level units:
i) 3 posts of Superintending Engineer Existing Grade Pay
ii) 3 posts of Assistant Engineer “
iii) 3 posts of Group – ‘D’ staff “

(C) For District-Level Programme Implementation Units (PIUs):

i) 19 posts of Finance Officer Rs.10,000 – 15,525/-
ii) 19 posts of Executive Engineer Existing Grade Pay
iii) 57 posts of Assistant Engineer “
iv) 152 posts of Sub-Assistant Engineer “
v) 19 posts of Data Entry operator Rs.3,350 – 6,325/- or Rs.4,500/- p.m.
on contract
vi) 19 posts of Assistant Existing Grade Pay
vii) 38 posts of Group-D staff “
[The posts of Data Entry Operator are created afresh and the rest of the posts are created
notionally]. Efforts may be made to get data entry by engaging an Agency instead of appointing a person
on contract.
3. The freshly created posts shall be filled up by fresh recruitment from open market on contract or by
deputation from other Departments/Organizations etc. and the notionally created posts shall be filled up by
the existing officers/staff in the H.Q. of the P & R.D. Deptt./Z.P./P.W.D.,/I&W Deptt. etc., as the case may
be, in ex-officio capacity and the post of Financial Controller/Finance Officer shall be filled up by officer from
the office of the Accountant General., West Bengal on deputation or by officers from West Bengal Audit &
Accounts Service or from DRDC. The accounts of each District level PIU will be maintained by a Chartered
Accountant Firm on contract on such terms & conditions as will be decided by each PIU subject to the approval
of this Deptt.
4. The charge on this account will be debited from the head of account, “2515-00-800-SP-023-Assistance
to West Bengal State Rural Development Agency (WBSRDA)[PN]-21-Grants-in-aid-02-Salary Grants”.
5. The Financial Controller of the WBSRDA, will act as the Drawing & Disbursing Officer in respect of the
freshly created posts in H.Q. of WBSRDA and the Executive Engineer & Head of Programme Implementation
Unit (PIU) of WBSRDA (district level) will act as the Drawing & Disbursing Officer in respect of the freshly
created posts in District-level Programme Implementation Units of the WBSRDA.
6. This order issues with the concurrence of the Finance Deptt. vide their u/o No. G159 dated 21.07.2004
and also with the approval of the Cabinet vide Cabinet Decision No. 1022 dated 22.09.2004.
