This Supplemental/Bid Bulletin No. 1 is being issued to fully comply with all the
provisions and requirements set forth in Republic Act No. 9184 and its Implementing Rules and
Regulations, to clarify requirements in the Bidding Documents, and to incorporate additional
annexes thereto.

1. Financial Proposal Template specified in the Terms of Reference as Annex H,

is Annex TOR – C, Section VII of the Bidding Documents, pages 208 – 212.

2. The Testing Procedure on Post-Qualification Evaluation specified in the Terms

of Reference as Annex M, is Annex TOR – N, Section VII of the Bidding
Documents, pages 201 – 203. Also cited in Annex TOR – B, pages 189 – 200 of
the Bidding Documents.

3. Philippine Automated Election Overview as specified in the Terms of

Reference as Annex L is indicated under Other Reference Materials of the
Bidding Documents, pages 256 – 281.

4. Glossary of Terms specified in the Terms of Reference as Annex C is indicated

under Other Reference Materials of the Bidding Documents, pages 282 – 288.

5. Except for Sample Data Files in MySQL & CSV (Annex J in the TOR) all
Annexes in the Terms of Reference with a note “included in the CD”, are already
included in this Supplemental/Bid Bulletin for purposes of transparency and
equal opportunity to all prospective bidders.

6. As to the contents re: SAMPLE DATA FILES IN MySQL and CSV specified in
the Terms of Reference as Annex J, this is made available only to all those who
have purchased Bidding Documents. The SBAC through its Secretariat shall
send today copy of the same at the email addresses indicated in the
Acknowledgement Receipt Form accomplished by the Bidder’s Representative
at the time of purchase of the Bidding Documents. Moreover, copy in CD form

 will also be provided which may be obtained at the SBAC Secretariat Office
located at the Procurement Management Department, Commission on
Elections, Room 305-A, 3/F Annex Building, Far East Managers and Investors
Incorporated (FEMII) Building, A. Soriano Avenue, Intramuros, Manila,
Monday to Saturday, 8:00 AM to 5: 00 PM.

7. Annex E-3 (City/Municipal Reports by Province) as indicated in Terms of

Reference should read as Annex E-3 National Summary by City/Municipality as
indicated in this Supplemental/Bid Bulletin.

8. Annex E-4 (Barangay Reports by City Municipality) as indicated in Terms of

Further, to give ample time to all prospective bidders to review the requirements of the
COMELEC for this Project, the procurement activities are hereby rescheduled as follows:

 This Supplemental/Bid Bulletin shall form part of the Bidding Documents. All
terms, conditions and instructions to bidders specified in the Bidding Documents
inconsistent herewith are hereby superseded and modified accordingly.
