Ground Truth: Attack at the Zoo

Threat Details:
A rogue team of activists has caused mayhem by shutting down the Zoo. Calling themselves
The Locust, this shadowy collective has tripped security for the enclosures, causing
mechanically locked doors via magnets to trip. At the same time, the cameras are offline, and
the animals are running amok, not only through the zoo grounds but throughout the neighboring
neighborhoods.

The Locust has also set bombs off throughout the zoo, opening the fronts of cages for animals
like the snow leopards and red panda to escape. Gorillas run through the streets and hide in
trees while tigers lie atop cars. The scene is chaotic.

Origin of the threat: The Locust is a collective of activists who believe animals do not belong in
cages and should be running free in their environments.

Unfolding Response: The Mayor of the city has been tasked with overseeing this nightmare
with help from the Chief of Police, and whatever other help is needed at the State level. The
Mayor is tasked with determining what can be done to preserve the animals' lives and ensure
that residents are safe in their homes while these animals run through the streets.
