Hughesville Borough Council Minutes

Council members and staff present Jeffery Berger, Andrew Mook, Curtis Michael, Mary Burns, James Savage, Richard Smith, Mayor Walter Reed, Ryan Tira, Dolores Moyer and Chief Gill The regular meeting of the Hughesville Borough Council was called to order by Council President Jeffery Berger followed by the Pledge of Allegiance. Guests and Visitors: Alyssa Murphy (Sun-Gazette), Bob Simmons said that during the flood gas trucks were using some of the back streets. Approve Agenda: September 12, 2011 Smith moved, seconded by Michael. Motion passed Approve Minutes: August 22, 2011 Mook moved, seconded by Savage. Motion passed. Solicitors Report: Tira explained the new Blight Ordinance signed into law by the state of Pennsylvania which the Borough can adopt and incorporate as part of its code enforcement, the Borough can deny permits to individuals who owe for back taxes, past due fines. An ordinance prohibiting tobacco use at all public facilities owned by the Borough; reviewed a Seismic Survey Permit & Agreement between Seitel, Inc. and the Borough. Police Report: Gill said he had a tree trimming mailing ready to go but thought it might be better to hold off for the moment because of the flood. Reiterated that there were several ordinances discussed earlier this year; he would like Council to review. PennDot said crosswalks cannot be placed within 300 yards of another crosswalk. PennDot needs to review applications based on their criteria. Mook moved, seconded by Smith to make 2 applications 1 for Water St and 1 for Main St. Motion passed. Also a letter from Council requesting a School Zone is established on Cemetery St. to change the speed limit and place signs. Smith moved, seconded by Burns. Motion passed. Mayors Report: Reed said FEMA/PEMA was here doing a structural count over the weekend to determine eligibility of recovery funds. The school setup temporary housing. The fire department dispatcher Allen McKinley did an excellent job. Residents need to ask for help because there is help out there. Emergency Management Report: Bressler some properties have been viewed for water damage; the area that suffered structural damage are 5th and 6th Sts; all the departments worked well together; Tuesday evening the Fire Station will host a FEMA (County) meeting at 7:00 PM. Public Works Report: Berger said no major damages to the streets occurred during the flood. Dumpsters will be placed in the Borough parking lot to allow residents to dispose of their items. Borough employees will use loaders to pickup damaged items curbside. No tires, appliances or water heaters will be accepted. Water Report: Water line break at LAM Development is under boil water advisory until further notice. Waterline break is in the creek area; repairs will be made as soon as possible. Zoning Report: Code Inspections Inc. - Joe Barlett sited for International Property Maintenance Code violations at 220 N. Main St. & 298 S. Halloween designated night and hours - tabled Flood Recovery Meeting for municipal officials is Tuesday, September 13, 20011 - 7:00 PM at the Hughesville Volunteer Fire Department.
