Council members and staff present Andrew Mook, Curtis Michael, Mary Burns, James Savage, Richard Smith, Mayor Walter Reed, Chief Jason Gill and Dolores Moyer The regular meeting of the Hughesville Borough Council was called to order by Council Vice-President Andy Mook followed by the Pledge of Allegiance. Guests and Visitors: Benny Cooper (Seitel, Inc.) said that his company has approved the legal fees for the seismic survey permit; added the Borough to its liability insurance and will advertise in the East Lycoming Shopper about Seitels intension to test in the Boroughs alleys. Cooper also stated that his company was previously using geophone cables and is now going to use a wireless system. Alyssa Murphy (Sun-Gazette) Approve Agenda: September 26, 2011 Michael moved, seconded by Burns. Motion passed. Approve Minutes: September 12, 2011 Michael moved, seconded by Smith with the following revision, the 2 applications to PennDot was intended to reduce speed limits. Motion passed. Mayors Report: Reed that theres another person that should be recognized for all the hard work he did during the flood, Jeff Berger. He put in an exceptional amount of time in the clean up. Police Report: Gill said that we received an insurance check for almost $10,000 for the Crown Vic that was destroyed in the flood; said we need 3 vehicles for the department; would like to purchase a used Explorer and order a new cruiser which wouldnt arrive until next year. Public Works/Water Report: Last dumpster was removed on Friday and a new hydrant was installed on the LAM Development side. Water test will de done on Tuesday to see if the Boil Advisory can be lifted. Smith said that he spoke with Becky Fought (Main Street Coordinator) about the crosswalks. She said according to Brian Auman, Seda-Cog Engineer who conducted the Walkable Communities Study last year said we should be able to place them in the designated areas. Mark Muraski from the County Planning Commission will be contacted to get his opinion. Borough Secretary: Moyer said that Code Inspections, Inc. is reducing their fees by 50% for those affected by the flooding; anyone requiring an electrical inspection is alerted by PPL and the fees are waived. They also stated that they are not citing people for not obtaining a permit before having their homes worked on but they will inform them that they need to apply for one. Business: Approve 2012 MMOs for Police and Non-uniform Pensions Smith moved, seconded by Michael. Motion passed. Approve Bank Resolution removing Jillian Perry who resigned last month, replacing her with Mary Burns. Smith moved, seconded by Michael. Motion passed. Seismic lease approval & fees Savage moved, seconded by Michael. Motion passed. FYI County Planning Commission update on Local Bridge Inspections Approved October 31st for Halloween Parade at 5:30 PM starting at the high school ending at the fire station and the hours of Trick or Treat 6-8 PM.
