MINUTES OF MEETING ON IMPLEMENTATION OF THE IHR-2005


(INTERNATIONAL HEALTH REGULATION–2005) AT POINTS OF
ENTRY OF PAKISTAN & PAKISTAN PORT HEALTH RULES 1974

A consultative Meeting on Implementation of International Health Regulation – 2005


and Pakistan Port Health Rules – 1974, held at Border Health Services – Pakistan
(Headquarters) Karachi on 21st September 2023, at 02:00 pm under the chairmanship of
Director, Border Health Services – Pakistan, with the Shipping Agents of Pakistan:

❖ Meeting started with the recitation of the Holy Quran:-

❖ Minutes of the Meeting have been made for sharing among the stake holders:

➢ The Director Border Health Services – Pakistan, welcomed all the Participants
after brief introduction.

➢ The Director Border Health Services Pakistan briefed the participants


regarding functions and domain of BHS and also its authority across Pakistan
at Points of Entry. It was further added that Border Health Services- Pakistan
being the Executive Department of Federal Government is also a Focal Point
for Implementation of International Health Regulations 2005 at Points of Entry
of Pakistan alongwith Pakistan Aircraft (Public Health) Rules-1970 as the
BHS-P is the sole authority for implementation of International Health
Regulations – 2005 and Pakistan Port Health Rules 1974.

➢ The Director Border Health Services – Pakistan, also explained about the
frequent outbreaks of pandemics and its consequences towards the Health and
wellbeing of the Country as well as its economic implications.

➢ The Director Border Health Services – Pakistan, expressed grave concern on


the non provision of ship manifesto by the relevant stake holders including the
shipping lines and Pakistan Customs as communicable diseases can spread via
all the imported second-hand items, e.g. clothes, shoes, toys and Other worn
articles. The disease can also spread via second hand vehicles, tyres etc. The
food items can also be a source of risk to the country.
➢ In this context, the provision of ship manifesto is very important for the
implementation of IHR-2005 and Pakistan Port Health Rules 1974.

➢ The Shipping agents explained their position and said that the ship manifesto
can be acquired from the Pakistan Customs, WeBoc (Web Based One Custom)
System. In this regard, the Border Health Services- Pakistan needs to develop
its own software, which should be integrated with the Pakistan Customs
WeBoc System (Web Based One Custom).

➢ It is decided that further collaboration and consultative meetings with the


stakeholders will be scheduled and informed in future.

The Meeting was concluded with the vote of thanks by the Worthy Director
Border Health Services- Pakistan.
