FOREWORD

In order to protect the OFCI equipment during the construction phase, HERMOSILLO has
taken the protection measures to respect the "Equipment Protection Procedure "EQUIPMENT
SAFEGUARD AND STORAGE PROCEDURE" Developed here, by the Department of Quality
Assurance and Control " QA/QC” (Quality control & Quality Assurance), of the QRO060
project, which, as part of the equipment quality assurance, is co-responsible for safeguarding
the physical integrity of the Electrical equipment.

This Equipment Protection Procedure" must be reviewed and approved by the AWS
Construction Manager. It is developed within the framework of the QRO060 project,
responding to the technical recommendations of the suppliers and manufacturers of electrical
and mechanical equipment and components, also seeks to meet the customer's demands on
the protection of electrical equipment, and thus protect them in the stages of storage,
transportation and handling of the equipment on site.

This procedure is currently providing a compendium of specialized engineering technical data


on Data Centers and details the steps that the "Hermosillo" contractor will take to protect the
interior and exterior of the equipment. This also develops important information on standards,
on the aspects that affect and entail operations in data centers worldwide; environmental
impact, general circumstances that may affect the equipment and exposes technical
recommendations of the applicable regulations and international standards and codes such
as: the American Society of Heating, Refrigerating and Air-Conditioning Engineers
(ASHRAE), International EN 60529 ( BS EN 60529: 1992, 2011, IEC 60509: 1989) , “The
Uptime Institute Inc.”,Code IPX-ANSI/IEC 60529-2004,Article 646 (CENTERS OF DATA)of the
National Electrical Code NEC 2014 NFPA 70(National Electrical Code NEC 2014).Article 646
(CENTERS OF DATA)of the National Electrical Code NEC 2014 NFPA 70(National Electrical

INTRODUCTION TO GENERAL TECHNICAL CONSIDERATIONS

To overcome certain circumstances regarding the protection of equipment, both electrical,


electronic and computerized, environmental, physical, mechanical, equipment handling, and
service and installation aspects must be taken into account. There are different components
in the electrical industry and a number of high-tech and high-level equipment within the
facilities of an industrial warehouse, as well as communication facilities and technologies,
such as Data Centers, Electrical Substations, and the industry in general. High-tech industrial
systems such as the industry 4.0 model are currently being installed, a new revolution that
combines advanced techniques in production and operations with intelligent technologies that
will be integrated into organizations,

Within this wide range of high-tech communication facilities, we have the Data Centers, which
make up a series of high-performance components as defined in Article 646 ( DATA CENTERS)
of the National Electrical Code NEC 2014 NFPA 70(National Electrical Code NECNFPA 70 -
2014). and very high costs, given by the elements that integrate them as a data center. These
teams with different characteristics and different functionalities, share certain vulnerabilities
that must be considered for their physical and mechanical protection.

Aspects such as relative humidity, extreme temperatures, and rain, have a great impact on
electrical and electronic equipment, these in turn are exposed both in storage and in their
transfers, to impacts and movements that can generate vibrations inside the equipment.
elements that integrate them, such as electronic cards, electrical switches, magneto-thermal
disconnectors, automatic switches, resistors, coils, connectors, etc., and thus produce
important effects, so that in this aspect, handling and mechanical assembly must be taken
into consideration, using the most appropriate mobilization equipment, such as high-capacity
cranes and stable platforms with external protection, to protect each piece of equipment
during its handling and installation.

As far as environmental conditions are concerned, there are several adverse circumstances
for these types of equipment, relative humidity, "a factor that indicates the relationship
between the amount of water vapor contained in the air (absolute humidity) and the maximum
amount that the air would be able to contain at certain temperatures (absolute saturation
humidity) and (dew point),in a certain area or specific environment, and the atmosphere in
which the equipment is installed and stored, must be controlled with certain types of
dehumidifying equipment, and air purifiers, which maintain optimal environmental conditions
of safe atmospheres for operation and storage. of these types of components.

There is a degree of protection for electrical and electronic equipment established by the IPX
Code -ANSI/IEC 60529- 2004, establishes how to classify the degrees of protection provided
by the containers that protect the electrical materials of your equipment, as IP 44, which
means that it will be protected, on the one hand, against the penetration of objects or dust,
and against the ingress of moisture. This IP 44 degree also guarantees protection against
direct contact. For example, IP 55 equipment offers excellent protection against splashing
water.

The IP Degree of Protection or Ingress Protection are also defined in the international
standard EN 60529 (BS EN 60529: 1992, 2011, IEC 60509: 1989). They are used to define
the levels of sealing efficiency of cabinets, cabinets, electrical panels or housings of electrical
equipment, against the intrusion of foreign bodies such as dust and moisture.

As we mentioned before, the high relative humidity, expressed in the absolute amount of
water in the air, turns it into a dense atmosphere that adheres to all metallic surfaces and
electrical and electronic components, reacting and thus forming a micro-oxide or scale, which
shortly afterwards corrodes the metal of the internal components, which must be avoided by
controlling the atmosphere in the installation areas.

It is necessary to ensure that the electrical equipment, after its installation and during its
operation, protects all its components, since it may be the case that the temperatures
reached, for example, inside an electrical cabinet, exceed the maximum allowable limits. In all
cases, for this electrical and electronic equipment to be installed, the temperatures must be
conditioned in its specific place of installation, as well as the operating atmospheres
controlled, and adapted to the permissible operating temperatures and humidity for electrical
equipment.

There is a specific general data of the relative humidity ranges, which can be allowed in many
electrical equipment, this data is between 40% and 60% relative humidity, but each
equipment has a "Data Sheet Equipment Security", where they are established safe operating
temperature and relative humidity ranges, data for safe handling and storage, and
recommendations to safeguard the operational and physical integrity of the equipment.

The traditional way of measuring humidity in data centers is to monitor relative humidity.
Relative humidity is expressed in percentages and the amount of water contained in the air at
a given temperature is measured, in relation to the maximum amount of water that the air can
contain, but a technical committee of the “American Society of Heating, Refrigerating and Air-
Conditioning Engineers” (ASHRAE) in the United States, of North America, specialized in
computer rooms (DATA CENTER), recommended, on one occasion, that the relative humidity
should be between 40% and 55%, but has modified its opinion to say that the Humidity
should be measured by dew point instead of relative humidity, the so-called “Dew Point” is
the temperature to which air must be cooled for water vapor to condense into dew or frost, at
any temperature there is a maximum amount of water vapor that air can hold, this moist air
can condense dangerously on components electrical and electronic equipment installed.

Dehumidifiers should be installed in data centers as many air conditioning units do not have
internal humidity controls. A more effective and economical way is to ventilate the electrical
rooms with some regularity, in a way that allows equalizing humidity and renewing the air,
trying not to have very high temperatures that exceed 26°C, and the average temperature
does not drop below 8.0°C.(±1)of the dew point.

The Committee of the standard American Society of Heating, Refrigerating and Air-
Conditioning Engineers” (ASHRAE), American Society of Heating, Refrigeration and Air
Conditioning Engineers, found that the lowest value of the ideal recommended humidity
range is 40%, if this humidity is lower, you can generate static electricity, rubbing against a
door or a cabinet, or simply walking down a hallway could generate static so high that it could
damage electronic equipment and computers

Specialist sectors in the data center industry think that the ASHRAE humidity range is too
restrictive, and that the ASHRAE committee should expand the recommended limits. The
"American Society of Heating, Refrigerating and Air-Conditioning Engineers” (ASHRAE)said a
range between 20% and 80% might be "acceptable," but they still recommend a range
between 40% and 55% relative humidity as the norm.

Other Specialists such as the Data Center consulting organization “The Uptime Institute Inc.”
in the United States, they say we should follow what The American Society of Heating,
Refrigerating and Air-Conditioning Engineers” (ASHRAE)recommended, which is a very wide
range of 35% to 65% relative humidity.

Humidity levels below 20% are not recommended. when the relative humidity drops below
20%, the data center consultancy “The Uptime Institute Inc.” confirms that parts of the
computers are beginning to fail, even a discharge from operators has been received.

PRIMARY CONSIDERATIONS

Taking into account the proper storage, it must protect all the equipment of the equipment,
both the electrical and electronic components, the bus ducts, wiring and the Housing Case,
both from high relative humidity, heat, and environmental contamination, with dust and also
from physical and mechanical damage.

VENTILATION

Ventilation is very important to avoid moisture condensation. This protection must be


achieved with the proper devices and measures: The vents of the boards and cabinets must
be open so that the air circulates freely and is ventilated
naturally, the shelter or foundation slab of the storage facility must be impervious to contact
with water, the area or area of storage or facility must be sterile to any external agent
(moisture, water and dust).
To prevent moisture condensation, air must move freely through and around the equipment,
panel vents must be open for free air circulation.
In storage or facility areas, equipment should be provided with a temporary protective cover,
such as tarps, plastic covers, or vinyl packaging, and be ventilated to allow free air to
circulate from the bottom to the top of the board. It may be advisable to place the equipment
on supports that raise it, such as platforms and platforms, to favor upward ventilation through
the equipment.

Humidity is a reflection of the condensation content in the air. Excessive humidity in the data
center will cause condensation to build up on computer and equipment components, causing

short circuits, and high humidity can also cause condensation to form on air conditioning
coils.

It is recommended that, in confined areas for electrical equipment, a positive flow atmosphere
be artificially produced, with dry air fans, which inject calculated volumes of air, which
generate a positive atmosphere, and prevent, by suction, enter moisture and dust through
cracks, doors and windows, into equipment areas.

TEMPERATURE

To prevent moisture condensation, heat may be required depending on the storage area, rate
of change of temperature, extreme temperature changes, and humidity, etc., in the locality
may affect the internal elements of the products. equipment. If in doubt, it is recommended to
apply heat to the storage area.

Closed storage areas such as buildings, warehouses, sheds, shelters


temporary and similar, or the same area of the final installation, must be well ventilated
because the so-called indoor storage areas can be harmful without adequate ventilation.

Closed heated storage areas are generally satisfactory if the


storage area temperature is maintained at least ten degrees above outside temperature. In
closed storage areas without heating, the same internal heating that the equipment has must
be considered, which consists of internal resistances that generate heat in each cubicle or
section..

On outdoor equipment, open, unheated outdoor storage areas should be avoided, but may be
satisfactory if the switchgear itself has internal heat in each cubicle or section.
Equipment without temperature protection must be subject to a containment box made of
wood or metal, until the time of installation.

Outdoor electrical equipment or switches are usually supplied with internal heaters that can
be used. Indoor devices cannot be provided with internal heaters, therefore temporary
heaters may be required. A 60-watt or 100-watt light bulb in the lower compartment in the
front and rear sections can be very helpful in applying temporary heat.

To minimize the effects of soil temperature, soil moisture, and promote air circulation during
storage, it may be advisable to place the cell on supports to raise it above ground level. The
floor slab or foundation must be such that stagnant water is not allowed to accumulate under
the electrical equipment assemblies, and to avoid the generation of moisture by evaporation
due to pooling of water.

To properly protect equipment during storage, the type of area required will depend on the
local facilities available and the local environmental conditions, such as rain, snow, wind,
dust, dirt, dripping water, relative humidity and dew point. In addition, the shelter must
incorporate the characteristics of ventilation, heating and support floors or foundations
designed in the project and the established technical specifications must be met.

The ideal storage area would be a clean, climate-controlled, ventilated, well-constructed


building. The minimum shelter that will meet the requirements would be a protective covering
such as a tarp and a plastic sheeting (which must be made of fire-retardant materials) if
necessary. the protective cover of the equipment, in an element that is part of each of the
components, in any case the electrical equipment of the QRO-060 project are equipped with
internal heat in each cell or section, these are electrical resistances, which this constantly

energized and with a heat selector that is controlled at a temperature of 40°C, they prevent or
dissipate the accumulation of moisture inside the electrical panels and cabinets.

GENERAL RECOMMENDATIONS FOR LONG-TERM STORAGE OF EQUIPMENT

.1°- Check the proper ventilation of each unit.

2°-Control the ventilation of the roofs, taking into account that serious damage can be
caused if the tarpaulins or temporary roofs obstruct the ventilation

3°- Check the ventilation of storage areas or closed buildings, ventilation is essential

4°- Verify the adequate heat, in case of the manufacturer's recommendation, turn on the
internal device of the equipment to generate heat, measure temperature and in case of not
having an internal heat device, provide it with a heat-generating lamp.

5°- Check if there is voltage distortion, if you are going to energize the internal heat
generators (heat resistors).

6°- Check drainage systems and stagnant water. This should not exist inside electrical rooms
or confined areas of facilities.

7°- Verify weather protection, including open doors, windows,


drafts, artificial lighting, ventilation systems, heating, etc.

8°- Avoid outdoor storage.

9°- Use fireproof materials.

10°- Periodically inspect.

11°- The equipment inside the storage areas will be protected with canvas or plastic covers,
which avoid direct contact with the outside during construction.

12°- The equipment will be placed on platforms temporarily until it is installed on site, on its
antistatic epoxy floor footprint, or on its final installation structure.

13°- Storage areas and spaces confined to facilities must be controlled atmospherically,
relative humidity must be taken care of in a range of 40% to 60%.

14°- Measurements of temperature T and relative humidity RH will be taken every hour during
the 24 hours of the day in the equipment storage areas.

15°-The electrical rooms will be ventilated with some regularity, in a way that allows
equalizing humidity and renewing the air, trying not to have very high temperatures.

ACTIONS FOR MOBILIZATION AND STORAGE OF EQUIPMENT

1°- If the equipment is outdoors, it should not be uncovered and its protective cover should
not be removed unless shortly before installation on site.

2°- The handling of equipment must be with qualified and certified personnel in the
knowledge of lifting and handling of electrical equipment.

3°- The mechanical hydraulic equipment for handling and lifting must be cranes, mechanical
arms or platforms, which are duly certified and verified by the work safety personnel, which
guarantees their safe operation and optimal mechanical conditions.

4°- The accesses to the installation areas and confined spaces for equipment must be
properly clean, without traces of dust, humidity, elements foreign to the electrical area and
identified for their proper use.

5°- Access to facilities areas must be restricted to personnel authorized by HERMOSILLO, to


its MEP and Security department.

6°- The installation areas must be properly atmospherically controlled for relative humidity,
internal environmental temperature and free of dust.

7th-The packaging used to transport the shipment must be suitable for storage. Some of the
original packaging can be discarded when the board is released by the carrier, in the handling
areas for installations.

8°- In case the equipment must be stored for long periods of time, prepare a space that is
adequate for its storage. Such equipment is intended for indoor installation, preferably in a
building that is clean and dry. The floor must be smooth and level to prevent the case from
becoming deformed or out of square.

9°- Equipment intended for indoor installations, it is not advisable to store this type of
equipment outdoors or leave it exposed to the elements. Hermosillo will be responsible for
moving the equipment indoors in optimal environmental conditions, without the presence of
rain, and they will be moved directly to their final installation site.

10°- Once installed on site, check the condition of the ventilation of the equipment itself and
its protective covers. Serious damage can result from not providing a tarp, or temporary
plastic cover, to cover the equipment and keep it well ventilated.

11th-On site, check the condition of ventilation in enclosed storage areas or at the final
installation site.

12°- Verify that the climate is warm and suitable, in case of doubt, provide heat to the
equipment or installation area.

13°- Check the presence of unbalances due to distortion in the cover of the equipment or the
base of the equipment.

14°- Verify the presence of damage and that there is no stagnant water in the equipment that
has entered it.

15°- Check weather protection, even if there are open doors and windows, draughts, etc.

16°-. Do not store the equipment leaving it exposed to the weather.

17°-. Schedule periodic inspections, check storage space conditions, atmospheric conditions
and possible damage due to mechanical impacts or the presence of water in the area.

18°- Be checked periodically, looking for signs of deterioration of the equipment.

19°- In order to avoid water stagnation, seal all installation areas. It is recommended that you
store the equipment on wooden rollers or pallets, to prevent it from coming into direct contact
with the floor.

20°- Make sure that the space has a drainage system in good condition, in order to avoid the
stagnation of water, in the areas and areas of storage or facilities.

21°- In addition to taking care of ventilation. Take the necessary measures to prevent the
equipment (cabinet or board) from coming into contact with moisture, cement dust, corrosive
media or being exposed to extreme temperature changes.

RECOMMENDED SAFETY MEASURES

1°- The only people who must have access and authorization to install, operate, or provide
maintenance to electrical equipment must be technicians who meet the required
requirements and who are qualified, in accordance with the provisions of the National
Electrical Safety Code .

2°- To carry out any work on electrical equipment, personnel must have adequate training
and have the necessary experience to work with equipment with high-voltage circuit
components.

3°- Technicians must be familiar with the structure and operation of electrical equipment, in
addition to being well aware of the risks involved in handling them.

4th- From the factory, it is possible that the alignment of the board and the electrical and
electronic components within the equipment have been separated into different groups of
parts, to facilitate shipment. At the intended installation location, the groups must be
recombined to form the switch and component kit. Check the groups of parts, one next to the
other, taking as manual reference of installation parts and notify if there is any loss or missing
component.

5°- As a security measure of the installation, check the diagrams of the plans that are
provided to prepare the electrical assembly, supplied by the original manufacturer, together
with the order and follow the instructions carefully to the letter.

6°- Once the equipment is in the installation area, it will be covered with tarpaulin or
waterproof plastic, to avoid contact with agents such as water, concrete, construction dust.

7°- The area of the equipment should be periodically inspected for atmospheric conditions
that may be adverse, such as relative humidity and temperature.

SHORT TERM STORAGE

If the unit is to be stored prior to installation, certain procedures must be carefully followed to
prevent damage to the unit during storage. All power units are shipped with protective covers
over openings and partition sections, and these covers must remain in place during storage.

If the units are to be stored outdoors, it is preferable that they be covered with tarps. The
maximum storage time of the units is (1) one year; storage beyond this voids existing
warranty.

The following procedures must be followed during storage:

1° The wheels of the equipment with a fan must be turned by hand every 30 days;

2°-The stored units must be checked periodically for leaks and moisture condensation, and
the environment of high relative humidity and extreme temperatures must be controlled.

3°- Wet areas must be dried and measures must be taken to avoid further leaks within the
installation or storage areas. Storage areas must be dry and ventilated, this is a

recommendation of Article110 (REQUIREMENTS FOR ELECTRICAL INSTALLATIONS) of the National


Electrical Code NEC 2014 NFPA 70(National Electrical Code).

CONTROL AND PROTECTION OF ELECTRICAL EQUIPMENT.

In order to carry out continuous monitoring of the atmospheric and environmental conditions
in the areas of the equipment installations, in the storage and installation stages, it is
necessary to be able to first guarantee the steps and requirements set forth in this procedure
as a condition “sine qua non” to your best protection.

Following these controls and supervisions, it is necessary to carry out a permanent record of
the data and conditions in a constant and permanent manner, as a contractual part in the
protection of the equipment, established in the contract and mandatory in the QRO 060
project.

temperature, with photographic evidence, atmospheric measurements taken and supervision
signatures on duty, this format will be generated to be evaluated by the JLL and AECOM
supervision personnel of the QRO060 project, and to be able to demonstrate in a transparent
manner the measures taken in terms of the protection of the equipment installed and stored
on site.

This report is called: DAILY REPORT ON THE STATUS AND CHECK LIST OF PAC EQUIPMENT
