BACKGROUND

The victim, Doan Gia NGHIEM (1986.11.20), lives with his elderly Cantonese
speaking parents at 345 Driftwood Avenue #607. Doan was diagnosed with
depression several years ago. Doan took his prescribed medication back
then, started to do better, and was able to get a job. Currently, Doan is
not taking any medication.

Couple of months ago when Doan tried to get a job he was unsuccessful,
which triggered his depression all over again. Doan refuses to see a
doctor or take any medication due to unpleasant side effects.
Doan deals with his depression by shopping, which relieves his anxiety and
stress. Doan's parents are concerned with his recent behaviours.

Doan is also before the courts for Mischief- damage to property


(2016-2073540), and had a conditional discharge for theft under.

SYNOPSIS

On Tuesday March 28, 2017, Doan's father, had accidently used


Doan's shaving razor to shave his face. When Doan learned of this, he
became extremely upset expressing that was sick and should not have
been using his razor.

Doan took it one step further and started throwing eggs, expensive head
phones, and heavy dumb bells off the sixth floor balcony. These items
almost landed on cars and possibly people.

At 1047hrs, called police to report the incident and advised his son
needs to see a doctor.

PC KUSENTHIRAN #10500 and PC JEYANESAN # 11082 both spoke to Doan who was
sitting in the management office of the apartment building. Doan expressed
that he did not wish to hurt himself, but that he wanted to hurt others.
Doan did not say how he wished to hurt others, but he said he did not want
to be in Canada anymore.

Officers asked Doan if he wanted to talk to a medical professional to seek


help for his depression, but he did not wish to talk to anyone and advised
that he was an introvert and deals with his stress by shopping online.

Officers apprehended Doan due to the fact that he expressed wanting to hurt
others, and because he had thrown heavy dumb bells off the balcony, which
could hurt others.

At 1122 hrs, Doan was transported to Humber River Regional Hospital Wilson
site, where he was assessed by Dr. DENISSOVA. Doan was placed on a form 1,
and custody of Doan was released to hospital security.

The total time spent at the hospital was 1 hour and 26 mins.

NOTIFICATIONS

[ON TUESDAY MARCH 28, 2017, AT 1047HRS, DOAN GOT VERY ANGRY AT HIS FATHER,
, FOR USING HIS SHAVING RAZOR, AND STARTED THROWING DUMB BELLS,
EGGS, AND A HEADPHONE OFF THE SIXTH FLOOR BALCONY. WHEN OFFICER ATTENDED
DOAN EXPRESSED THAT HE FELT LIKE HURTING OTHER PEOPLE.

ADVISED THAT HIS SON SUFFERS FROM DEPRESSION AND DOES NOT TAKE
MEDICATION ANYMORE. DOAN TRIED TO GET A JOB A COUPLE OF MONTHS AGO AND WAS
UNSUCCESSFUL WHICH TRIGGERED HIS DEPRESSION.

DOAN WAS APPREHENDED AND BROUGHT TO HRRH WILSON SITE WHERE HE WAS PLACED ON
A FORM 1 BY DOCTOR DENISSOVA.]
