BACKGROUND
• E-waste : waste from the electrical and electronic assemblies containing
components such as accumulators, mercury-switches, glass from cathode-
ray tubes and other activated glass or polychlorinated biphenyl-capacitors,
or contaminated with cadmium, mercury, lead, nickel, chromium, copper,
lithium, silver, manganese or polychlorinated byphenyls.
• Hazardous waste : Any substance prescribed to be scheduled waste or any
matter whether in a solid, semi-solid, or liquid form, or in the form of a gas
or vapor, which is emitted, discharged, or deposited in the environment in
such volume, composition, or manner as to cause pollution.
• E-waste is listed in the First Schedule of the Environmental Quality
(Scheduled Wastes) Regulations 2005, EQA 1974.
• E-waste management : Department of Environment, Ministry of Energy,
Science, Technology, Environment and Climate Change
PROBLEM STATEMENT E-WASTE IN MALAYSIA

Improper
management Low collection Absence of specific
rate of e-waste The absence of ESM legislative

SOLUTION
To prepare necessary legal/regulatory, institutional and financial mechanism for sustainable
collection and environmentally sound recycling of Scheduled E-waste
